Does Rockwood, Michigan have zoning, and what does it mean for lot size and setbacks?
Yes. The City of Rockwood adopts and administers its own zoning ordinance for land inside city limits2. Residential districts include RA-1, RA-2 and RA-3 for single-family homes, R-B for two-family, R-C for multiple-family and R-M for mobile home parks8. The ordinance has no agricultural district that we could find, so Rockwood is not the place to plan crops or livestock without asking the city.
In the main single-family district, RA-1, the ordinance sets a minimum lot of 9,600 square feet and 80 feet of width9, a minimum home of 1,100 square feet6, and setbacks of 25 feet in front, at least 8 feet on one side (20 feet total for both sides) and 35 feet in the rear10. Buildings may cover up to 35 percent of the lot11 and stand 2 stories and 25 feet tall12. Other districts differ, and the ordinance on the city's site is dated 2008, so confirm current numbers and any footnote exceptions with the building department before you design.
Do you need a building permit in Rockwood, and who issues it?
Yes. The City of Rockwood building department issues permits for new construction, repairs and alterations, additions, swimming pools, and electrical, plumbing, heating and air conditioning, and sewer work, plus zoning permits for sheds, fences and concrete1. The department enforces the State of Michigan building codes13 and handles paperwork for the planning commission, zoning board of appeals and site plans14. Reach the Rockwood Building and Safety Department at (734) 379-949614.
Inspections are required on permitted work. Building, zoning, plumbing and mechanical inspections run Monday and Wednesday from 4:30pm to 7:00pm, and electrical inspections run Wednesday from 4:00pm to 7:00pm; you schedule them through the department15. Michigan's owner-builder exemption covers residential-builder licensing for a home you build for your own use on your own property, but it does not remove the permit requirement7. We could not confirm Rockwood's permit fees; ask the building department for its fee schedule.
How do septic permits work inside Rockwood?
For most Rockwood lots they do not come up, because the zoning ordinance says each single-family dwelling outside a mobile home park must be connected to a public sanitary sewer and water supply3. Wayne County also tells owners to ask their local municipality whether sewer is available, and its building inspection agencies require proof of a sewer connection or a sewage permit before a building permit can issue16.
Where an onsite system is allowed at all, Wayne County acts as the local permitting agency for all residential and small commercial onsite sewage systems5, and a valid permit from that department is required17. We could not confirm a septic or well rule written specifically for Rockwood city limits. Before you rely on a well or septic field, call the Wayne County Environmental Health Section at (734) 727-740018 and ask the Rockwood building department whether sewer and water are available at the lot.
Can you live in an RV or tiny home in Rockwood?
Not in an RV. Rockwood's ordinance says a recreational vehicle parked or stored on a residential lot may not have permanent connections to electricity, water, gas or sewer, and may never be used for living or housekeeping4. Temporary parking on the driveway or street in front of a residence is limited to a maximum of 24 hours19.
Unoccupied mobile homes may not be parked or stored outside a mobile home park20. A manufactured home placed as a single-family dwelling outside a park must meet the city's design standards on top of the HUD standards and state construction code, and must connect to public sewer and water21. We could not confirm any rule written specifically for tiny homes in Rockwood. A tiny home would have to meet the same single-family standards, including a minimum 24-foot width on any elevation6. Ask the building department before you buy.
An accessory apartment inside a single-family home in RA-1, RA-2 or RA-3 needs planning commission review and city council approval as a special land use22.
Building a home in Rockwood: the steps, in order
- Confirm the zoning district and its lot, setback and size rules with the Rockwood Building and Safety Department, which also handles planning commission and site plan paperwork14.
- Check that public sewer and water reach the lot, because the ordinance requires single-family homes to connect3. If they do not, ask Wayne County Environmental Health about a sewage permit16.
- If you are dividing land or building in a subdivision, follow the city's subdivision regulations23.
- Apply to the city building department for the building permit1; Michigan requires construction documents with each application unless the building official waives them24.
- Schedule inspections through the department as work proceeds15.
- Request a certificate of occupancy after the work is finished; a new building may not be used or occupied until the code official issues one25.
What stays with Wayne County, and what to check before you buy in Rockwood
Septic permits and well permits come from Wayne County rather than the city: the county acts as the permitting agency for onsite sewage systems5 and issues well permits for home use and irrigation26. Wayne County outside Detroit also requires an inspection of a home's onsite septic system before sale27. A driveway approach in a county road right-of-way needs a county permit28; a driveway onto a state trunkline highway needs a state permit in addition to the local building permit29.
We could not confirm Rockwood's floodplain, driveway or permit-fee rules; ask the building department, which also lists a FEMA map page14. Rockwood sits in Wayne County, where the effective property tax rate is 1.6%30. For land outside city limits, see the Wayne County page.
Watch-outs
- The zoning ordinance posted on Rockwood's site is dated 2008, and the city's code on eCode360 lists a zoning chapter that we could not compare against it, so confirm current district rules with the Rockwood building department2.
- Rockwood's rental ordinance requires landlords to register properties and prohibits occupancy without a certificate of compliance from the city31.
- Septic, well, owner-builder, driveway and floodplain rules written for Rockwood city limits are unconfirmed; the Rockwood Building and Safety Department and Wayne County Environmental Health at (734) 727-740018 are the offices to ask.
