Ramsey County, Minnesota

Zoning, building permits and septic rules in Little Canada, Minnesota

The City of Little Canada, Minnesota, sets its own zoning inside city limits1, and its Building Inspections Division enforces the building code there2. Does Little Canada, MN have zoning, and what does it mean for lot size and setbacks?

Yes. Little Canada classifies land inside city limits into base zoning districts1. The base districts are R-1 Low-Density Residential, R-2, R-3, R-4 Manufactured Home Residential, R-C Residential-Commercial, C-1, C-2, I-1, I-2 and P Public and Semi-Public, and overlay districts can add rules on top7. The city warns that its map copy may be out of date, so confirm a parcel's district with the Community Development Department7.

Dimensions depend on the district. In R-1, a single-family lot needs at least 10,000 square feet on an interior lot or 11,000 square feet on a corner lot12. R-1 impervious surface is capped at 35 percent, excluding wetlands, unless the Community Development Director approves more13. A principal building in R-1 can be 36 feet tall or 2.5 stories, whichever is less14.

Ramsey County itself does not zone these lots8.

Do you need a building permit in Little Canada, and who issues it?

Yes for most construction. Minnesota's rule requires an owner who builds, enlarges, alters, moves or demolishes a building to apply to the building official and obtain a permit first5. Little Canada's City Code lists an adoption of the Minnesota Building Code15, and the city's Building Inspections Division applies and enforces it for construction, alterations and building use inside the city2.

Small one-story detached storage sheds and playhouses of 200 square feet or less are among the listed exemptions, and an exemption never authorizes work that violates the code or other ordinances16. Agricultural buildings on qualifying agricultural land are largely outside the State Building Code17. Which residential projects Little Canada requires a permit for is something we could not confirm; the city says to ask if you are unsure18.

Fees are set by the city. After approval the city emails the amount due and a payment link, and paying before the Building Official issues the permit is not approval19.

How do you apply for building permits in Little Canada?

Start with the city's online services portal. Permits not yet on the portal can be sent to permits@littlecanadamn.org or mailed or dropped off at 515 Little Canada Road East, Little Canada, MN 55117618. The Community Development & Planning department covers building inspections, code enforcement, rental housing licensing, and planning and zoning18. Inspections follow the state rules: work must stay exposed until the building official approves it20. Before anyone moves in, a certificate of occupancy is required from the building official21.

How do septic permits work in Little Canada?

We could not confirm who administers septic permits inside Little Canada city limits. Minnesota law gives the framework to the Minnesota Pollution Control Agency, while counties, cities and townships issue construction permits for most systems22. Where a permit is required, construction cannot start until the local unit approves it23, and new or replacement systems must be inspected24.

Ramsey County Public Health's Environmental Health office is the local contact for septic questions25. Most of Ramsey County is served by municipal sewer4, and whether a given Little Canada lot must connect is also unconfirmed; ask the city's building official and the county before you plan a septic system. Wells are filed with the Minnesota Department of Health, not the city26.

Can you live in an RV or tiny home in Little Canada?

RV living is unconfirmed. Little Canada's zoning material covers recreational-vehicle parking, but we could not confirm any rule that lets someone live in an RV on a lot, so ask the city's planning and zoning staff before buying18. Minnesota's campground license applies to areas with five or more tents or RVs and does not settle local zoning27.

For tiny homes, the state code defines a tiny house as 400 square feet or less excluding lofts, and municipal zoning decides where one may sit9. We found no Little Canada tiny-home provision. Accessory dwelling units are allowed in the R-1, R-2 and R-C districts if they meet the accessory-use chapters10. Manufactured homes are permitted in the R-4 district28.

Building a home in Little Canada: the steps, in order

  1. Confirm the parcel's zoning district with the city's Community Development Department7.
  2. Check the district's lot size, coverage and height limits, for example in R-112.
  3. Ask the city whether sewer connection or a septic system applies, and call Ramsey County Environmental Health about septic25.
  4. Apply for building permits through the city's portal or permits@littlecanadamn.org6.
  5. Keep work exposed for inspection until the building official approves it20.
  6. Get a certificate of occupancy before moving in21.

Owner-builders: Minnesota exempts owner-occupants from the residential contractor license, but not from building permits or inspections11.

What stays with Ramsey County, and what to check before you buy

Ramsey County does not hold land-use or inspection authority in its suburbs3. Septic questions go to Ramsey County Public Health25. For land outside city limits, see the Ramsey County page.

Before you buy, check floodplain status: building a house in a mapped floodplain requires a floodplain permit, and cities generally administer it inside city boundaries29. A driveway onto a state highway needs a MnDOT permit30. Little Canada lists a driveway permit of its own, though we could not confirm what work it covers. Ramsey County's typical home value is $345,40131 and its effective property tax rate is 1.2%32.

Watch-outs

  • We could not confirm which residential projects require a Little Canada building permit; call the city's building official before starting work18.
  • Whether septic systems are allowed or sewer connection is required on a given lot is unconfirmed; ask the city and Ramsey County Environmental Health25.
  • Searches for building departments often return the City of Saint Paul or Ramsey County; neither issues building permits inside Little Canada3.
