Does Lake St. Croix Beach have zoning?

Yes. The City of Lake St. Croix Beach adopts and administers its own zoning in Chapter 157 of the city code, and it applies to land inside city limits1. Chapter 157 divides the city into basic districts, including A-1, A-2, R-1, R-2, R-3, R-4 and others, with overlays on top7. Two overlays matter most for buyers: a floodplain overlay and a St. Croix River overlay1.

Washington County's own Development Code applies to unincorporated areas, so it does not set lot rules inside the city; the county leaves land use inside cities to the cities8. Ask City Hall which district a given parcel is in, since we could not confirm the zoning map.

What are the lot size, setback and height rules in Lake St. Croix Beach?

Existing lots smaller than 2.5 acres in a residential or agricultural district can still be built on as a single-family home if their area and width are within 60% of the district minimums, all setbacks can be met, and a safe sewage treatment system can be shown9. In the R-2 district, the stated intent is single-family homes of at least 1,200 square feet of finished, habitable space4.

Along roads the comprehensive plan designates as arterials, principal buildings must sit at least 150 feet from the planned street centerline10. Buildings, parking and other improvements may cover no more than 75% of a lot6. Structures generally may not exceed 45 feet, with exceptions such as barns and silos5. Setbacks in the other districts vary, so ask City Hall for the district table.

Do you need a building permit in Lake St. Croix Beach, and who issues it?

We could not confirm the city's building-permit process. Minnesota's State Building Code is the statewide standard for buildings11, and work it covers needs an application to the building official and a permit first12. Washington County's own guidance sends building-permit questions to the city or township where the property sits, not to the county13.

Treat a permit as required until the city says otherwise, and call City Hall3. A subdivided lot must also be approved under the city's Chapter 15614. Lots in a designated floodplain face Chapter 152 on top of zoning15.

How do septic permits work in Lake St. Croix Beach?

Washington County Public Health and Environment issues septic system permits countywide, and you need one to install, replace or modify a system16. The county lists a single-family installation permit at $86817. Whether the city adds its own septic step inside city limits was not confirmed, so ask City Hall.

The city's code also ties building permits to soils: on a lot without public sanitary sewer, no building permit is issued if the lot lacks the minimum acres of acceptable soils, or lacks enough soil for two complete septic and drainfield systems18. Sewered lots are not affected by that test.

Can you live in an RV or tiny home in Lake St. Croix Beach?

We could not confirm the city's RV or tiny-home rules. Minnesota says local zoning decides whether a tiny home or accessory dwelling is allowed on a property19, and tiny houses used as homes must meet the Minnesota Residential Code20. Washington County prohibits using an RV as a dwelling in unincorporated areas21, but that rule does not govern land inside city limits. Ask City Hall before parking an RV to live in.

Building a home in Lake St. Croix Beach: the steps, in order

  1. Call City Hall to confirm your zoning district and building-permit steps3.
  2. Check the floodplain and St. Croix River overlays for your lot1.
  3. If the lot has no public sewer, get a county septic permit and confirm enough acceptable soils18.
  4. Get the city's building permit, then expect inspections under the State Building Code22.
  5. For a driveway onto a Washington County road, the county requires an access permit before any building permit23.

What to check before you buy land in Lake St. Croix Beach

Confirm the district, the floodplain status and whether public sewer serves the lot. Washington County's median property tax bill is about $4,012 a year24, and its typical home value is about $451,45825. The county's strict soil rating finds only 6.6% of soils not limited for a conventional drain field, so expect a site evaluation or an engineered system on unsewered lots26. These figures are county-level.

Watch-outs

  • We could not confirm the city's building code adoption, inspections, certificate of occupancy, fees or owner-builder rules; call City Hall at 651-436-70313.
  • Washington County's zoning and RV rules apply to unincorporated land, not inside Lake St. Croix Beach; see the Washington County page for land outside city limits27.
  • A mapped floodway bars dwellings and enclosed structures28.
