Zoning, building permits and septic rules in the Village of Bel-Nor, Missouri

The Village of Bel-Nor, Missouri adopts its own zoning code, so parcels inside village limits answer to village hall, not to St. Louis County's planning counter1. Residential building permits are filed through the village's online permit portal2. Which agency permits septic systems inside the village, we could not confirm; ask the St. Louis County Department of Public Health, the county's ordinance authority for septic3.

Does Bel-Nor, Missouri have zoning, and what does it mean for lot size and setbacks?

Yes. The Village of Bel-Nor adopts its own zoning code as Chapter 405 of its municipal code, and the rules depend on the zoning district of the parcel1. The districts are R-1 and R-2 single-family, R-3 non-urban, C-1 general commercial and E-1 institutional4.

In R-1, the minimum lot is 7,500 square feet with 50 feet of frontage5. R-2 drops to 5,000 square feet with 50 feet of frontage9. R-3, the rural-residential district, needs one-half acre and 80 feet of frontage10.

Setbacks also differ by district. R-1 requires a 35-foot front yard and 5-foot side yards11. R-3 requires a 50-foot front yard and 10-foot side yards12. We did not find a lot-coverage percentage in the code pages we read, so ask village hall before drawing a large footprint.

How big and how tall can a house be in Bel-Nor?

Bel-Nor sets minimum floor areas by district. R-1 homes need at least 1,300 square feet, not counting the garage6. R-2 homes need at least 1,100 square feet13. R-3 homes need at least 1,900 square feet14.

Height tops out at two stories or 30 feet in R-115, and at two stories or 25 feet in R-216. R-3 also sets a floor: a house there must be at least 1 1/2 stories17.

That makes tiny homes and small cabins a poor fit inside the village. A separate rule bars living in accessory buildings: no accessory building may be used for dwelling purposes, so a backyard cottage, converted garage or RV-style unit cannot serve as a second home on a lot7. We could not confirm a village rule on parking an RV for living; ask village hall.

Do you need a building permit in Bel-Nor, and who issues it?

Village hall issues them. The village's permit portal takes applications for residential building permits such as additions, decks and roofs, plus housing inspection and occupancy applications2. Driveway, sidewalk and apron work needs its own permit before work starts2.

Before a building permit issues, plans for developing a lot or building a structure go to the Planning and Zoning Commission for review and to the Board of Aldermen for approval, and no permit issues for a structure that fails to conform18. Renewable energy systems such as solar also need a village building permit unless the city building commissioner exempts them19.

We could not confirm Bel-Nor's building-code edition, permit fee schedule or any owner-builder exemption. Call or email the city clerk at (314) 381 - 2834 or cityclerk@cityofbelnor.org2.

How do septic permits work inside Bel-Nor?

We could not confirm which agency permits septic systems inside the village. Missouri requires a construction permit before installing or repairing most onsite wastewater systems, with some single-family lots exempt20. In St. Louis County, the county's Department of Public Health and Plumbing Department are the listed ordinance authorities, and the state page notes that incorporated areas may be handled differently3.

Before you buy or build on a lot that is not on public sewer, call the St. Louis County Department of Public Health21 and ask village hall2 whether the lot is sewered. Private wells follow a state rule: a water-well installation permit is required to construct or repair a well in Missouri22.

Can you rent a Bel-Nor home short-term, or run a second dwelling?

Short-term rentals are prohibited in the village's residential districts. They are limited to one commercial address on Natural Bridge Road and an institutional stretch of Natural Bridge Road8. Where allowed, the annual short-term rental permit fee is $100 and a housing inspection comes first8.

Accessory dwelling units are out as well, because no accessory building may be used for dwelling purposes7.

Building a home in Bel-Nor: the steps, in order

  1. Find the parcel's zoning district (R-1, R-2, R-3, C-1 or E-1) with village hall, then check lot size, frontage and setbacks for that district4.
  2. Confirm whether the lot can be built on if it is smaller than required; the code lets existing lots of record be built on5.
  3. Submit plans for review by the Planning and Zoning Commission and approval by the Board of Aldermen18.
  4. File the residential building permit through the village's permit portal2.
  5. Ask the St. Louis County Department of Public Health about septic if the lot is not sewered3.
  6. Apply for a driveway permit before pouring concrete2.

What stays with St. Louis County, and what to check before you buy in Bel-Nor?

St. Louis County's building code and zoning rules cover unincorporated land only. For land outside Bel-Nor, use the St. Louis County page; the county's building permit rule applies to unincorporated St. Louis County23. Septic is the one area where the county health department may reach inside village limits3.

Before buying, check the flood map: in a flood hazard area, development can need floodplain review under county rules24 and Missouri requires floodplain development permits through the local floodplain program25. Also ask village hall whether a recorded subdivision or indenture adds restrictions; the village regulates subdivision under its Chapter 41026.

Watch-outs

  • Zoning inside Bel-Nor is set by the village; St. Louis County's zoning and building rules cover unincorporated land only23.
  • Short-term rentals are prohibited in the village's residential districts8.
  • We could not confirm the agency that permits septic systems inside the village, the building-code edition, or permit fees; ask the city clerk2 and St. Louis County Public Health21.
