Which Missouri counties don't require a building permit?

Missouri has 75 counties without a residential building-permit requirement, including Texas County, Bollinger County, Dallas County.1 Another 8 counties require building permits only in certain cases, while 29 require residential building permits; the limited category is separate from the no-permit category.89 Building-permit status remains unconfirmed in 3 counties.11

Use the Missouri no-building-codes list to narrow a search, then ask the chosen county's building office about the proposed structure: Missouri's framework relies on local code adoption.12 Missouri's farm-structure fire-ordinance exemption does not establish an exemption from every building, zoning, floodplain or septic requirement.17

Which Missouri counties have no zoning?

Missouri has 54 counties without countywide zoning, including Texas County, Bollinger County, Dallas County.3 County zoning is present in 29 counties, and we could not confirm the zoning answer for 32 counties.1011 Missouri county zoning authority applies to unincorporated territory; an address inside city limits needs the city's answer.4

The no-zoning list identifies counties without countywide zoning, while the no-building-permit and no-zoning list narrows the overlap to 50 counties.312 A no-zoning answer does not remove Missouri septic approval or floodplain development requirements, so ask the septic authority and community floodplain administrator about the parcel before choosing a house site.1318

Who issues septic construction permits in Missouri?

Missouri's septic authority pattern is 45 counties with state-agency permitting, 6 served by a health district and 64 with county permitting; Missouri DHSS is the common state agency.19 Start with the DHSS Onsite Wastewater Treatment Program's permitting-authority lookup to identify the agency for the work location.20

Missouri requires a construction permit before installing or repairing most onsite wastewater systems; some single-family lots may qualify for an exemption, and work must wait for a permit or confirmed exemption.13 Residential lots smaller than 3 acres require a septic permit, and the acreage exemption does not apply in some counties.21 DHSS application fees for construction, modifications and repairs are temporarily suspended effective August 28, 2026; local processes may vary, so ask the permitting authority about current charges.22 DNR handles non-single-family lagoons, surface-water discharges and certain larger systems.5

Can you live in an RV or tiny home on your land in Missouri?

Missouri RV occupancy answers cover 29 counties: 19 allow it, 1 allows temporary occupancy only, 8 impose limitations and 1 prohibits it; the remaining 86 counties are unanswered.6 Tiny-home occupancy answers cover 25 counties: 19 allow it and 6 impose limitations, leaving 90 unanswered.7

Macon County, Phelps County, Dent County are among the counties allowing RV occupancy under their county land-use answers; septic, floodplain and other applicable requirements still matter.6 The same counties also have allowed tiny-home occupancy answers.7 Use the RV-living list and tiny-home list for county-specific conditions rather than treating an unanswered county as permission.67 A campground planning to use onsite wastewater requires DNR development approval, which does not itself authorize RV residence on a private parcel.23

Where are the best Missouri counties for a bolthole?

Missouri's highest Bolthole Index scores start with Texas County, Bollinger County, Dallas County: Texas County scores 81, while Bollinger and Dallas counties score 80 on the off-grid and homestead land index.24 These counties have no residential building-permit requirement and no countywide zoning; septic authority is county-level in Texas and Dallas counties and state-level in Bollinger County.24

Sullivan County also scores 80 and has no residential building-permit requirement, but its zoning answer remains unconfirmed; its septic authority is state-level.24 Missouri's median county farmland value is $4,465 per acre, a farmland benchmark rather than an individual parcel asking price.25 The median county effective property-tax rate is 0.7%, and the median county property-tax bill is $1,101 annually; use these medians as context when comparing counties.16

What water, well and driveway approvals matter in Missouri?

Missouri follows riparian reasonable-use water principles, with domestic and farm groundwater use described as unregulated under reasonable use.14 Water-use status does not remove well-construction requirements: Missouri requires appropriate installation permits for regulated contractors, while landowners may install their own well or pump without a permit under the applicable law and rules.15 Ask Missouri Geological Survey about construction standards and any needed variance before drilling.1526

A public water system needs DNR written approval before constructing or altering a public well, subject to the stated statutory exemptions.27 For road access, constructing or modifying a driveway within MoDOT right-of-way requires a MoDOT permit; the rule does not establish requirements for driveways outside that right-of-way.28 Contact the area Traffic Specialist at least 48 hours before permitted right-of-way work begins.29

Watch-outs

  • County counts concern unincorporated land; Missouri cities have their own zoning authority, so identify the jurisdiction before using a county answer.4
  • Missouri counties can adopt building codes under the applicable statutory process, so confirm current requirements with the county building office before construction.30
  • Floodplain development requires approval through the community process, even where an ordinary residential building permit is not required.18
  • A septic acreage exemption must be confirmed by the permitting authority; some counties do not recognize the exemption.21
  • We could not confirm a general Missouri owner-builder exemption; ask the county or city building office separately about building permits, trade licensing and inspections, which local authorities may regulate.31
