Do you need a building permit in Warren County, Missouri?

Every structure in unincorporated Warren County requires a county structure permit regardless of size or use, including homes, additions, improvements and nonresidential structures.13 The permit remains valid for 1 year, and the fee doubles when the required permit is not obtained before work starts.13

The structure permit enforces land-use rules, but unincorporated Warren County has no county building code and does not perform a county final inspection to decide whether a structure is habitable.67 Planning & Zoning may inspect for compliance with the zoning order, and an individual septic system still must pass its separate final inspection.814 Unincorporated Warren County does not require a certificate of occupancy, but property in a city district may follow different rules.12

Who issues Warren County building permits, and how do you reach them?

Warren County Planning & Zoning is the county contact for structure permits and zoning questions at 101 Mockingbird Ln, Suite 201, Warrenton, MO 63383, or 636-456-3044.2 The county zoning order applies only to unincorporated land.3 Inside Innsbrook, the village handles building permits, including accessory structures over 120 square feet; individual sewage-disposal systems require village approval.1516

Warren County checks every parcel for floodplain status; applications require plans or a layout, an address assignment, a deed when applicable, a completed application, the fee, identification and any required authorization.1718 The permit should be displayed at the construction site and expires after 1 year.101 Warren County publishes permit fees, but the available amounts come from a schedule effective October 1, 2025 while the county page lists a newer schedule, so confirm the current charge with Planning & Zoning.192

Does Warren County, Missouri have zoning?

Warren County zoning covers land outside the corporate limits of a city, town or village, and the county publishes a zoning map and amended codes.320 Inside Innsbrook, village zoning applies and individual sewage-disposal systems require village approval.2116 Ask Planning & Zoning to identify an unincorporated parcel's district from the official map.222

Minimum lot size and setbacks depend on the district: Agricultural requires 3 acres, R-1 requires 15,000 square feet, R-2 requires 1 acre, and Community Development requires 2 acres.2324 R-1 and R-2 setbacks are 35 feet in front and 10 feet at the sides and rear, measured from property lines; Agricultural and Community Development require 50 feet from rights-of-way, easements, and public or private roads.2526 We could not confirm minimum dwelling size, general building-height limits or lot-coverage limits; ask Planning & Zoning about the proposed home.2

How do septic permits work in Warren County?

The Warren County Sanitarian administers the individual on-site sewage permit step, while state- and county-approved soil scientists perform soil evaluations.4 For a project needing an individual septic system, obtain the soil evaluation and septic permit before the county can issue the structure permit.5 The Sanitarian asks applicants for a new septic-system permit to call ahead after submitting design sheets; the office is at 101 Mockingbird Ln, Suite 201, Warrenton, MO 63383, and the phone is 636-456-7169.27

Only 1.3% of mapped county soils lack severe limitations for a conventional septic drain field, so a soil evaluation is a major early feasibility check.28 The septic system must pass final inspection before the county releases the permanent-electric sticker for permanent service.29 Off-grid homes in Warren County still need sanitary sewage treatment; a residence using individual septic needs a soil evaluation and septic permit before its structure permit can issue.2730

Can you live in an RV, tiny home or mobile home in Warren County?

An RV brought onto property as a residence on community sewage needs a structure permit, and an RV park must sit in a zoning district that allows that use.3132 County rules define a temporary community section in an RV park or mobile-home park as allowing an RV for less than 15 days; that park definition does not establish a general right to live in an RV on a private parcel.33 Ask Planning & Zoning before placing or occupying an RV outside a regulated park because the complete private-parcel occupancy rule could not be confirmed.2

We could not confirm a distinct Warren County tiny-home rule; a tiny-home-type structure needs a structure permit regardless of size, and occupancy must wait until the zoning order's requirements are fulfilled.10 In unincorporated Warren County, a manufactured, mobile or modular home on community sewage needs a structure permit before placement; a home using individual septic needs the septic permit first.345 When a mobile or modular home replaces an existing home, the old home must be removed within 60 days; the application requires a title or bill of sale and identifying information.3435 An accessory dwelling cannot be a mobile home and is limited to free, single-family occupancy by immediate family or guests of the principal home's occupants.36

Building a home in Warren County: what are the steps?

  1. Confirm that the parcel is in unincorporated Warren County and ask Planning & Zoning to identify its zoning district, allowed residential use, minimum lot size and setbacks.33726
  2. Obtain a valid address assignment and prepare the plans, deed and authorization documents that apply to the project.38
  3. If the home will use individual septic, obtain a soil evaluation and work with the Warren County Sanitarian to secure the septic permit first.417
  4. Check floodplain status before filing because development in a designated floodplain follows additional county procedures.39
  5. Submit the structure-permit application, supporting documents and applicable fee to Planning & Zoning, then display the issued permit at the site.18
  6. Contact Road & Bridge for a new county-road entrance or MoDOT for a new state-road entrance.4041
  7. Obtain and display the appropriate county permit or approval before electrical, gas, telephone or water utilities connect; permanent electric service also waits for septic final inspection when an individual system is used.4229

What should you check before buying land in Warren County?

Before splitting land in unincorporated Warren County, ask Planning & Zoning about subdivision approval: non-minor subdivisions require approved preliminary plats and improvement plans.43 Minor subdivisions generally allow no more than 6 lots under 10 acres net, with access requirements and a 5-year parent-parcel limit subject to exceptions; public sewer can trigger major-subdivision review.44 Subdivision water and wastewater requirements vary by lot size and lot count, so a private well and septic system may not satisfy every development category.45 Verify floodplain status because covered development can require a flood-development permit and, in the floodway fringe, a sealed elevation certificate showing the lowest floor at least 1 foot above base flood elevation.39

Confirm legal access as well: a new entrance onto a county road goes through Warren County Road & Bridge, while an entrance onto a state road goes through MoDOT.46 The effective property-tax rate is about 0.7%, and the median annual property-tax bill is about $1,780, but parcel-specific assessments can differ.4748 Missouri DNR is the regulatory authority for water wells, and we could not confirm any Warren County permit for an ordinary private domestic well, so ask Planning & Zoning before drilling.492

Watch-outs

  • Unincorporated Warren County has no county building code or county final habitability inspection, but zoning-compliance and septic inspections still apply.6814
  • Warren County utility connections require the appropriate county approval to be granted and displayed; permanent electric service also waits for individual septic final inspection.4229
  • A parcel inside a city district may have different permit and occupancy requirements from unincorporated Warren County.12
  • Warrenton and Wright City Fire Districts require their own building permits in addition to county approvals.10
