Does Trent Woods, NC have zoning?

Yes. The Town of Trent Woods adopts and enforces its own zoning ordinance under Chapter 160D of the North Carolina General Statutes1. Craven County has no countywide zoning ordinance, so the town's ordinance is the zoning that applies inside Trent Woods2.

The ordinance divides the town into four districts plus a wetlands overlay6. The town's planning page names them as institutional, residential 15 S, residential 20 S and mobile home12. In the Residential 20S district the minimum lot is 20,000 square feet, or 15,000 square feet for qualifying lots of record from June 9, 1988 served by central water, sewer or both9. In Residential 15S the minimum lot is 15,000 square feet10. The official zoning map is on file with the Town Clerk6.

Manufactured homes are allowed in the Manufactured Home district8. We could not confirm the town's rules on building height, lot coverage, minimum house size or accessory dwellings, so ask the Town Hall about those before you buy.

Do you need a building permit in Trent Woods, and who issues it?

Before any building or structure is erected, built or altered inside Trent Woods, the owner or an authorized agent submits an application for a certificate of zoning compliance to the town's zoning enforcement officer7. A plat and scaled dimensions go with the application, though the officer may issue minor-construction approvals without full plans7. The town's planning page also lists a permit application12.

We could not confirm which office issues ordinary building permits and inspections inside town limits. North Carolina requires permits under the State Building Code for most construction, so expect one13. Call Trent Woods Town Hall at14 before you start.

Flood-zone lots add a step: the town says a flood elevation certificate is required when you build in a flood zone12. Craven County's own permitting process and fees apply to unincorporated land; see the Craven County page for those rules.

What are the setbacks in Trent Woods?

The town's planning page lists minimum setbacks for homes and accessory buildings: 30 feet from the front right-of-way line, 20 feet from the adjoining street right-of-way line on a corner, 10 feet on the side yard, and 10 feet at the rear for a house or 3 feet at the rear for an accessory building12. The ordinance's dimensional section is the controlling text, so confirm your district's numbers with the Town Hall.

A building lot must also abut a defined street, except that a lot in a special development may abut a common parking area or open space that in turn abuts a street15.

How do septic permits work for a Trent Woods lot?

Craven County Environmental Health permits and inspects on-site septic systems in the county5. We did not find a separate town septic office, and we could not confirm whether a given Trent Woods lot is on public sewer, so ask the county before you buy.

A septic improvement permit follows a soil and site evaluation, and a permit can be denied when the parcel cannot support the system16. A construction authorization is required before work on a new system starts, and an operation permit is issued after installation and inspection1617. Across the county, only a small share of soils is rated not limited for a conventional drain field, so expect a site evaluation and possibly an engineered system18.

If the lot will be on sewer, Craven County asks for a letter from the entity supplying that service saying it intends to serve the development19. Private drinking-water wells need a permit from the local health department20. Contact21.

Can you live in an RV, tent or tiny home in Trent Woods?

The town prohibits using a travel trailer, RV or tent as a residence, permanent or temporary3. Two exceptions are narrow. An RV may be a temporary residence for up to two weeks if it sits in the driveway or a side or rear yard, no closer to the front or corner side of the lot than the principal structure4. On property under construction with a valid building permit, an RV or travel trailer may be a temporary residence for up to 90 days while that permit is pending, with the same location limits4.

North Carolina's state guidance treats a tiny home as an acceptable permanent dwelling when the local building official permits it and local zoning and setbacks are met22. We could not find a tiny-home rule in the Trent Woods ordinance, so confirm with Town Hall which district and permit path would apply.

Building a home in Trent Woods: the steps, in order

  1. Find the lot's zoning district on the town's zoning map and check lot size and setbacks126.
  2. Ask Town Hall which office issues the building permit and inspections for your address14.
  3. Get a septic evaluation from Craven County Environmental Health, or a written sewer service letter if the lot is on sewer19.
  4. Submit the certificate of zoning compliance application to the town's zoning enforcement officer7.
  5. If the lot is in a flood zone, plan for a flood elevation certificate12.
  6. Build with inspections, and get the certificate of compliance before anyone occupies the building23.

If you plan to act as your own builder, North Carolina's owner exemption requires a verified affidavit and personal presence at inspections11.

What stays with Craven County, and what to check before you buy

Septic and well permits come from Craven County Environmental Health, not the town520. Craven County's rules for unincorporated land, including its permitting process and fees, are on the Craven County page.

Craven County requires a flood development permit for development in designated flood hazard areas24. Whether the county or the town administers it inside Trent Woods is unconfirmed, so ask Town Hall.

County-level context: the typical home value is about $279,28125 and the effective property tax rate is about 0.7%26.

Watch-outs

  • RV, travel trailer and tent residence is prohibited in Trent Woods apart from a two-week and a 90-day exception, so an RV is not a workaround while you build without a valid building permit43.
  • Whether a specific Trent Woods lot has public sewer is unconfirmed; septic and well permits come through Craven County Environmental Health5.

A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
