The Town of Canton, in Haywood County, North Carolina, requires a written building permit for nearly all construction, repair or demolition inside town limits1. Zoning is the town's own: its Planning Department handles zoning and floodplain management2. Septic approval, where town sewer cannot serve a lot, comes from the county3.

Do you need a building permit in Canton, NC?
Yes. Canton's code says no one may build, rebuild, alter, repair, remove or demolish a building or structure without a written permit from the building inspector1. The only carve-out is work costing $100 or less that does not change structural parts, stairways, elevators, fire escapes or other exits1.
North Carolina law backs this up statewide: a building permit is required for construction and the work is inspected by the local inspector7. A new building or addition also needs a certificate of occupancy before use8. Owner-builders can act as their own contractor on land they own for their own family's use, subject to the statute's permit and affidavit requirements9.
Who issues building permits in Canton, and how do you reach them?
Haywood County's Inspections Department states that its jurisdiction covers all of Haywood County except the Town of Waynesville and its extra-territorial area10. Canton is not on that exception list, so Haywood County Inspections appears to handle building, electrical, plumbing and mechanical permits for Canton addresses; confirm with Town Hall before you apply. The office is at 157 Paragon Parkway, Suite 200, Clyde, and its phone is 828-452-663810.
For zoning questions, call the Town of Canton Planning Department at 828-648-23632. The town publishes zoning permit, sign permit and floodplain development permit applications on its planning page2.
Does Canton have zoning, and what does it mean for RVs, tiny homes and setbacks?
Haywood County has no countywide zoning, but Canton, Clyde, Waynesville and Maggie Valley have adopted their own municipal zoning ordinances11. Inside Canton, the town's Planning Department handles zoning2.
Setbacks depend on the zoning district. In the R-1 district, accessory buildings must sit in the rear yard and at least 10 feet from any property line, and corner lots add a 40-foot setback from the side-street right-of-way12. Setback numbers for other districts were not available in the town code text we could read, so ask the Planning Department.
Manufactured homes in Canton's M.H. Manufactured Home Overlay District need at least 1,200 square feet of enclosed living area6. We could not confirm a Canton rule on long-term RV living, temporary camping or tiny-home occupancy, so call the Planning Department before buying a lot for that purpose.
How do septic permits work inside Canton?
Most lots inside Canton are expected to use town sewer. Where the sewage system cannot connect to town sewer, Canton's code requires County Board of Health approval of a septic tank3. In practice that means Haywood County Environmental Health, which handles septic permitting and inspection throughout Haywood County13.
A new septic permit is required before a building permit can be issued and is valid for five years14. Environmental Health's number is 828-452-665114.
Soils matter: only about 6% of Haywood County soils are rated not limited for a conventional drain field, so expect a site evaluation and possibly an engineered system on lots without sewer15.
Building a home in Canton: the steps, in order
- Call the Planning Department (828-648-2363) to confirm the lot's zoning district and whether it lies in a Special Flood Hazard Area2.
- If the lot is in a flood hazard area, apply to the Floodplain Administrator for a floodplain development permit before any development5.
- Confirm town water and sewer access; development and subdivisions must connect to both before final-plat approval4. Without sewer, get County Board of Health septic approval3.
- Apply for the building permit; Haywood County Inspections' application list includes plans, a workers' compensation affidavit for projects over $40,000, and septic and well approvals10.
- Pass inspections and obtain a certificate of occupancy8.
What stays with Haywood County, and what to check before you buy
Septic and private wells go through the county and state, not the town; North Carolina requires a permit to build a private drinking-water well16. Haywood County also requires well approval in connection with building permits17.
Canton's own rules apply only inside town limits. For land outside Canton, see the Haywood County page.
County-level context: Haywood County is about 91% wooded and only about 11.9% of its land is at 15% slope or less, so buildable flat ground is scarce1819. The county's effective property tax rate is 0.6%20.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
