Does Wood-Ridge, NJ have zoning, and what does it mean for RVs, tiny homes and lot size?
Yes. The Borough of Wood-Ridge zones its own land under Chapter 530 of the borough code, and any use not specifically permitted in a district is prohibited in that district1. The districts are R-1 single-family, R-2 two-family, R-3 multifamily, RB retail business, GB general business, LIP light industrial park, OLIP, WSRA and PP public purpose6.
Because unlisted uses are prohibited, an RV, tiny home or accessory dwelling should not be assumed allowed anywhere in the borough. We could not confirm Wood-Ridge's rules on RV occupancy, tiny homes, minimum dwelling size, lot size or setbacks, so ask the borough zoning officer before buying. State law leaves those dimensions to each municipal zoning ordinance and district1011. Bergen County has no zoning authority of its own3.
Do you need a building permit in Wood-Ridge, and who issues it?
Building permits are required for most work in Wood-Ridge, and the borough's Construction Code Office is the place to ask whether a project needs one2. The borough has adopted the New Jersey Uniform Construction Code, which its Construction Code Office enforces7. Statewide, a permit is needed for new construction and for work on existing buildings, including structural, plumbing, mechanical and electrical work, while ordinary maintenance is exempt12.
The Construction Code Office issues permits from 9:00 a.m. to 3:00 p.m. and schedules inspections by phone at 201-939-51882. Appeals of construction code decisions go to the Bergen County Board of Appeals7. We could not confirm Wood-Ridge's permit fee schedule; ask the Construction Code Office.
How do septic permits and wells work inside Wood-Ridge?
Septic approval in Wood-Ridge is separate from the building permit. Under state rules, the construction official must receive the health department's approval of a septic plan before issuing a construction permit for a building that uses septic4. Which health department that is depends on the parcel: municipal, consolidated or county boards of health may each hold the authority13. The Bergen County Department of Health Services serves contracting towns only, so confirm with it whether Wood-Ridge is one1415.
We could not confirm how Wood-Ridge handles septic permits or whether the borough requires a sewer connection. For wells, a New Jersey well-drilling permit is required, issued through municipal or county health officials16.
Building a home in Wood-Ridge: the steps, in order
- Ask the borough zoning officer, through the Construction Code Office, which district the lot is in and whether the use is permitted62.
- Plan the driveway: in the R-1 district every house needs off-street parking for two vehicles with a garage or three without one17.
- Get septic plan approval from the health department with jurisdiction before the building permit can issue4.
- File the construction permit application with the Construction Code Office2.
- Schedule the inspections the code requires, including footings, rough plumbing and electrical, and framing18.
- Obtain the certificate of occupancy before using a new building19.
What stays with Bergen County, and what to check before you buy in Wood-Ridge
Bergen County does not set zoning for Wood-Ridge3. It reviews subdivisions, though County Planning Board approval is limited to those affecting a County road, drainage facility or County-owned land20. A driveway onto a County road can need a county road-access permit21; a driveway onto a State highway needs a state access permit22.
In the R-1 district, no livestock including horses may be kept, and agricultural buildings may not run a greenhouse or heating plant within 20 feet of a lot line9. For the rules outside the borough, see the Bergen County page. Bergen County's median property tax bill is $10,001 a year23.
Watch-outs
- Wood-Ridge's rules on RVs, tiny homes, accessory dwellings, setbacks, minimum lot size and permit fees were not confirmed; ask the Construction Code Office before you buy2.
- Owner-builders are exempt from builder registration, not from permits: a certificate of occupancy requires an owner affidavit filed with the construction official8.
- Floodplain rules may apply to some parcels; we could not confirm Wood-Ridge's floodplain requirements, so ask the Construction Code Office2.
