Waterford Township, New Jersey (Camden County) issues building permits through its own Construction Office and administers its own zoning12. Septic permits for every address in the township come from the Camden County Septic and Wells Unit, not the township3. Mobile homes are prohibited township-wide unless they are a recognized pre-existing use4.

Does Waterford Township, NJ have zoning, and what does it mean for lot size and setbacks?
Yes. Waterford Township administers its own zoning chapter with a zoning map and 18 districts1. Every district lies inside the New Jersey Pinelands, so Pinelands rules can apply on top of the township's6.
Rules differ by district. In the R1 residential zone, the minimum lot area is 15,000 square feet8, with setbacks of 40 feet in front, 20 feet at the side and 30 feet at the rear11, and impervious coverage capped at 20%12. In the RR rural residential zone, existing lots of record need 5.7 acres9, with setbacks of 200 feet in front, 35 feet at the side and 50 feet at the rear13, and coverage capped at 10%14.
Buildings may not exceed 35 feet in any district unless they comply with the section the code cites10. Ask the zoning officer which district your parcel is in before you make an offer.
Do you need a building permit in Waterford Township, and who issues it?
Yes. New Jersey's statewide Uniform Construction Code makes it unlawful to construct, enlarge, repair, renovate, alter or demolish a structure without a permit15. In Waterford Township the permit comes from the township's own Construction Office, not from Camden County516.
The township explains that state law sets when a permit is needed and what must be inspected2. Zoning permits are separate: the township's own page says a fence, for example, needs a zoning permit2. Permit fees are set by township ordinance within state guidelines17; ask the Construction Office for the current schedule for a new home.
Contact the office at (856) 768-23002.
How do septic permits work in Waterford Township, NJ?
Septic permits for individual sewage disposal systems come from the Camden County Septic and Wells Unit, which handles plan review, installation, repair and compliance certificates318. The township does not issue them.
The township's zoning adds its own limit: no residential or nonresidential use may sit on a parcel under 1 acre unless a centralized wastewater treatment facility serves it7. Because every district is in the Pinelands, Pinelands septic standards may also apply; we could not confirm those, so ask the Septic and Wells Unit at (856) 374-6064 before you rely on a parcel for a septic system18.
Camden County soils are a further reason to plan early. The USDA rates 0% of the county's soils as not limited for a conventional drain field, so expect a site evaluation and possibly an engineered system19.
Can you live in an RV, mobile home or tiny home in Waterford Township?
Mobile homes and mobile home parks are expressly prohibited in every zoning district, unless the use is recognized as pre-existing in the master plan or the planning board has issued a certification of prior nonconforming use4.
We could not confirm Waterford Township's rules on living in an RV, camping on private land or placing a tiny home. Ask the Zoning Officer at the Construction Office, (856) 768-2300, before you buy or park anything2. A tiny home built as a permanent dwelling still has to be evaluated as a whole dwelling under the state construction code20.
Building a home in Waterford Township: the steps, in order
- Ask the Zoning Officer which district the parcel is in and what lot area, setbacks and coverage apply12.
- Call the Camden County Septic and Wells Unit about septic feasibility, and confirm any Pinelands requirements318.
- Get zoning approval from the township, then apply for the construction permit at the Construction Office2.
- For a new home, expect a review of up to 20 working days once the application is complete2.
- Keep the stamped field copy of your plans on site; the office hands over a required-inspections sheet with the permit2.
- Pass the final inspection to receive a certificate of occupancy before anyone lives in the home21.
What stays with Camden County, and what to check before you buy in Waterford Township
Camden County handles septic and well-water testing for every address in the township318. The county does not zone land or issue building permits22. For land outside Waterford Township, see the Camden County page.
Before you buy, confirm the zoning district, the Pinelands overlay, septic feasibility and whether the parcel is large enough for the district's lot rules. A state highway driveway needs a state access permit23. Camden County's effective property tax rate is 3.1%24, and its median property tax bill is $8,063 a year25.
Watch-outs
- Every Waterford Township zoning district is inside the Pinelands, so state Pinelands rules can apply in addition to township rules6.
- We could not confirm the township's rules on RVs, camping, tiny homes, accessory dwellings or minimum dwelling size; ask the Zoning Officer at (856) 768-23002.
- Parcels under 1 acre cannot carry a residential use without centralized wastewater service7.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
