Holmdel Township, New Jersey sets its own zoning, divided into districts on an official map1. The Township also runs its own State Uniform Construction Code enforcing agency, which handles building permits2. Septic permits come from the Holmdel Board of Health or its authorized agent, not the zoning office3. Monmouth County itself does not zone4.

Does Holmdel Township have zoning, and what does it mean for RVs and tiny homes?
Yes. Holmdel Township divides its land into zoning districts shown on the Township's Zoning Map1. The zoning chapter also says that uses not expressly permitted are prohibited1, so an RV, tiny home or accessory dwelling is not allowed just because the code is silent on it.
We could not confirm a Holmdel rule on living in an RV, camping on private land, tiny homes or accessory dwellings. Ask the Holmdel Zoning Office9 which district your parcel is in and whether the use is listed there.
New Jersey lets each municipality set minimum lot size, setbacks, building height and lot coverage by district1011, so the numbers depend on the district, not on the Township as a whole.
Do you need a building permit in Holmdel Township, and who issues it?
Construction in Holmdel is regulated under New Jersey's Uniform Construction Code, and the Township runs its own enforcing agency through its Construction Official and subcode officials2. State rules require a permit for construction, enlargement, alteration, renovation and demolition, with a lighter minor-work permit and a no-permit category for ordinary maintenance12.
The Township's own code pages did not give us a full list of what needs a permit, so confirm the specific job with the Buildings & Construction office13. Farm accessory buildings still need building permits, but site plan approval is not required unless the public is invited in for retail sales or services7. Monmouth County does not issue building permits14.
How do septic permits work inside Holmdel Township?
No one may locate, construct, reconstruct, renovate, alter, repair or extend an individual sewerage disposal system in Holmdel until the Board of Health has issued a permit3. The application calls for surveys, engineering data, professional-engineer certification and soil tests, and the Township's code sets the fees3.
Before final-bed approval the installing contractor must submit a rough as-built showing the system triangulated off the dwelling, and a compliance statement and certified as-builts are due on completion15. On lots that abut a street with a public sanitary sewer line, the code makes septic tanks and cesspools unlawful, subject to exceptions16.
Monmouth County's Office of Public Health handles septic approvals and inspections only for its member municipalities17. We could not confirm whether Holmdel's septic work is routed there, so ask the county health office18 or the Township at 732-946-28209.
Can you build your own home in Holmdel Township?
New Jersey exempts a person who builds a new home for personal use from new-home-builder registration5. The owner-builder must still file a Department of Community Affairs affidavit before a certificate of occupancy is issued19.
Holmdel's own owner-builder provision is narrow: a resident-owner may skip the septic contractor license only when repairing or altering an existing system, completes the entire project personally, and still needs a permit6. It does not cover a new septic system.
Building a home in Holmdel Township: the steps, in order
- Ask the Zoning Office which district your lot is in and whether your use is permitted9.
- Contact the Board of Health about septic design and soil testing before you design the house3.
- Apply for building permits with the Construction Official's office13.
- If the site touches a state highway, a state access permit is required20; a county road may bring county review21.
- Pass inspections at each stage22.
- Obtain a certificate of occupancy before moving in23.
What stays with Monmouth County, and what to check before you buy in Holmdel?
Monmouth County does not zone or issue building permits for Holmdel; it reviews subdivisions and site plans that affect county roads, drainage facilities or county property2425. Land outside Holmdel is covered on the Monmouth County page.
Before you buy, check septic feasibility and flood hazard rules, which the Township's code addresses in a chapter on construction in flood hazard areas that we could not fully review. County context: Monmouth County's effective property tax rate is about 1.8%26, the typical home value is about $787,00027, and few soils rate as well suited to a conventional septic field28, so expect a site evaluation and possibly an engineered system.
Watch-outs
- We could not confirm Holmdel's rules on RV occupancy, tiny homes, accessory dwellings, short-term rentals or private-land camping; ask the Zoning Office before relying on any of them9.
- We could not confirm whether a private well needs a Township permit; the State requires a permit to drill a well8, so ask the Board of Health through the Township.
- Floodplain: the Township's code has a chapter on construction in flood hazard areas that we could not review in detail; ask the Construction Official before buying near a stream13.
- Uses not expressly permitted in the zoning chapter are prohibited, so silence in the code is not permission1.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
