Does Carson City, Nevada have zoning, and what does it mean for lot size and setbacks?

Yes. Carson City regulates land use through its municipal zoning code, and dimensional standards vary by zoning district1. Find a parcel's district on the city's Zoning Map or call the Planning Division13.

Two districts show how much it varies. In SF6, the minimum lot is 6,000 square feet, or 6,500 for a corner parcel8. Setbacks there are 20 feet front, 5 feet side and 10 feet rear14, and the height limit is 26 feet15. In rural SF1A, the minimum lot is 1 acre9, with setbacks of 30 feet front, 15 feet side and 30 feet rear16, and a 32-foot height limit17. Additional height in residential districts needs a special use permit15.

Accessory dwelling units are allowed in several residential districts, either by administrative approval or special use permit18. Manufactured homes placed in residential districts must have at least 1,200 square feet of living area10.

Do you need a building permit in Carson City, and who issues it?

The Carson City Building Division manages construction permitting: plan submittal, plan review, permit issuance and inspection19. It enforces the building codes the city has adopted2. Nevada law requires a building permit from the building official for work within territory covered by a building code or zoning regulations20, so a new home in Carson City should be expected to need one. We could not open the city's own general permit-requirement statement, so confirm exemptions with the Building Division.

One rule is confirmed: detached accessory structures over 200 square feet need a building permit, while storage-only structures of 200 square feet or less may be exempt21. Residential permit fees are 1.5% of total value with a $65 minimum, plus a plan-check fee of 40% of the permit fee6.

Applications go through the city's online portal19. Zoning approvals come from the Planning Division22.

How do septic permits work inside Carson City?

Carson City Health & Human Services has regulatory authority over sewage and wastewater disposal within the city23. A residential septic permit is required for new, altered, repaired or replaced systems, and it is issued with the building permit7. The city code also requires utilities approval before a building permit can issue for any structure that needs a septic system24.

Expect a percolation test first: it must be completed and observed, with at least two business days' notice, before the application is accepted7. The new-system permit package costs $100 and covers plan review, the permit and three inspections7. Soils matter here: about 14% of the county's soils are rated not limited for a conventional drain field, so most lots need a site evaluation and some may need an engineered system25.

If a septic system fails and the property is within 400 feet of a sewer main, the owner must connect to sewer26. Commercial septic systems fall under the state, not the city23.

Can you live in an RV or tiny home in Carson City?

We could not confirm a Carson City rule on living in an RV, camping on private land or occupying a tiny home. The Planning Division is the office to ask, because the answer depends on the parcel's zoning district22.

Nevada law lets cities designate zoning districts for tiny houses, and a tiny house not on a permanent foundation gets a certificate of occupancy tied to its specific parcel27. Whether Carson City has designated such districts is unconfirmed. Accessory dwelling units are the better-documented route, allowed in several residential districts by administrative approval or special use permit18.

Building a home in Carson City: the steps, in order

  1. Look up the parcel on the Zoning Map or call the Planning Division to confirm its district, lot size and setbacks13.
  2. Arrange a percolation test and test pit with the sewer utility division, then submit the septic application to Environmental Health28.
  3. If you are building your own home to live in, file an Owner-Builder Disclosure Statement with the Nevada State Contractors Board and the local building official29.
  4. Submit plans to the Building Division through the online portal19.
  5. Pay plan-check and permit fees6. The septic permit is issued with the building permit7.
  6. Schedule inspections by emailing the Building Division no later than 4pm the prior business day19.

Wells drilled within Carson City must be applied for, designed and built by a driller licensed by the state engineer23.

What stays with Carson City's county-level government, and what to check before you buy

Carson City is a consolidated city-county, so the city's offices are also the county's; land outside any other jurisdiction follows the same rules. The Carson City county page has the countywide picture.

Before buying, check three things. First, flood: a development permit is required before construction in a special flood hazard area, including for manufactured homes and fill30. Second, access: on hillside parcels, a driveway must be provided when fire-code access is more than 150 feet from the building31. Third, cost: Carson City's effective property tax rate is 0.4%, with a median bill of $1,781 a year3233. The nearest city of 100,000 or more is about 26 miles away34.

Watch-outs

  • The city's general building-permit exemptions, certificate-of-occupancy rules and short-term-rental rules were not confirmed; call the Building Division at (775) 887-2310 before relying on any exemption19.
  • Septic rules differ for commercial systems, which fall under the state rather than Carson City23.
  • A septic permit is temporary: it is valid until the system fails or a community sewage system is installed, and it is void 12 months after issuance if the work is not completed7.
