Does the Town of Ramapo have zoning, and what does it mean for lot size and setbacks?

Yes. The Town of Ramapo has its own zoning code: Chapter 376 divides the town into zoning districts shown on an adopted zoning map15. New York gives zoning power to cities, towns and villages rather than counties, so Rockland County does not zone land inside Ramapo9.

Lot size depends on the district. In the R-40 Residential District, the minimum is 40,000 square feet per lot7. Setbacks also vary by district: no principal structure may sit closer to a street or property line than the minimum in the code's Bulk Table10. Find your parcel's district on the town zoning map before you buy, then read that district's row in the Bulk Table.

We could not confirm Ramapo's rules on minimum dwelling size, building height or lot coverage; ask the Building Inspector.

Do you need a building permit in the Town of Ramapo, and who issues it?

Yes. Chapter 376 of the Ramapo code includes a section titled "Building permit required," and applications go to the town's Building Inspector on the forms the Inspector provides24. New York's Uniform Code applies in every part of the state outside New York City, so a local permit is the normal route for work covered by the code11.

New York lets a town exempt small items from permits, such as a one-story detached shed of 144 square feet or less, but any exemption still has to follow the code12. We could not confirm which exemptions Ramapo has adopted, so ask the Building Inspector before building even a small structure.

Before a new building is used or occupied, the Building Inspector must issue a certificate of use or a certificate of occupancy; buildings constructed before February 5, 1930 are excepted6. We could not confirm Ramapo's current permit fee schedule.

How do septic permits work inside the Town of Ramapo?

Septic approval comes from Rockland County, not the town. The Rockland County Commissioner of Health must approve a plan before anyone builds, repairs or rebuilds a private sewage-disposal system, and the system cannot be used until the county inspects it and issues a certificate of approval3. The county Department of Health says it reviews system plans and inspects installations13.

Where a public sanitary sewer is available and accessible, the county code bars new subsurface systems, and the Commissioner may order a connection within 30 days3. Ramapo's own code also says buildings inside a sewer district must connect to the system as county regulations provide14. Ask whether sewer reaches your lot before you plan a septic system.

Where septic is allowed, residential systems in non-sewered areas need two tanks in series, the second holding at least 1,000 gallons, and newly built residential systems need a $2,000 performance bond for 12 months unless the resident signs a waiver3. Only 4.3% of soils in Rockland County rate "not limited" for a conventional drain field, so expect a site evaluation and possibly an engineered system15.

Can you live in an RV or tiny home on your land in the Town of Ramapo?

We could not confirm Ramapo's rules on living in an RV, a tiny home or a manufactured home on private land, or on temporary camping. Do not assume any of these is allowed. Ask the Town of Ramapo Building Inspector in writing before you buy land for that purpose16.

A statewide camping rule exists, but it covers state-run campgrounds and does not answer whether you may live in an RV on your own lot17. Whatever the use, a building needs a certificate of use or occupancy before anyone occupies it6.

Building a home in the Town of Ramapo: the steps, in order

  1. Find the parcel's zoning district on the town zoning map and read its Bulk Table row for lot size and setbacks510.
  2. Ask the Town of Ramapo Building Inspector whether sewer is available, because a sewer connection can replace a septic system14.
  3. Where septic applies, get the plan approved by the Rockland County Commissioner of Health before work starts3.
  4. Apply for the building permit from the Building Inspector4.
  5. If you are splitting land into 3 or more residential lots, the county Health Department must approve the subdivision plan before any lot is sold or a permanent building is erected18.
  6. Keep the work open for the required inspections, then obtain the certificate of occupancy before moving in196.

What stays with Rockland County, and what to check before you buy in Ramapo?

Septic and subdivision health approvals stay with the Rockland County Department of Health, as above13. Land outside Ramapo's boundaries follows the rules on the Rockland County page.

Before buying, check flood risk: a local floodplain development permit is required for development inside a FEMA-mapped flood hazard area20. Work on or near a county-regulated stream can also need a Stream Control Act permit from the county Drainage Agency21. A driveway onto a state highway needs a permit from the New York State Department of Transportation22.

Rockland County's effective property tax rate is about 1.8%, and the median annual property tax bill is about $10,000823.

  • Rockland County requires a plan approval from the Commissioner of Health for septic systems, and the town's permit does not replace it3.
  • Rockland County is one of the New York counties where a home-improvement contractor license can be required, so check licensing before hiring a contractor24.
  • We could not confirm rules in Ramapo on RV or tiny-home living, private wells, short-term rentals or driveway approvals; ask the Building Inspector16.
