Do you need a building permit in the Town of Glenville?

Yes for most construction. New York's Uniform Code applies in every town outside New York City, and a town must require building permits for work that has to conform to it9. Glenville's Chapter 101 provides for administration and enforcement of that code in the town1.

The Town of Glenville Building Department lists new construction, additions, structural changes, decks, fences, finished basements, demolition and roofing among the projects that need building permits10. Applications are in writing, on a form acceptable to the Code Enforcement Officer, and are signed by the owner or an authorized agent5. The department asks applicants to plan on 10 days for most applications10. The Town Board sets the fees; we could not confirm the current schedule, so ask the Building Department11.

State rules let a town exempt a one-story detached shed of 144 square feet or less; whether Glenville uses that exemption is not something we confirmed, and exempt work still has to meet the code9.

Who issues building permits in Glenville, and how do you reach them?

The Town of Glenville Building Department issues building permits for work inside the town, and its Code Enforcement Officer reviews each application against the applicable codes105. The office is in the Glenville Municipal Center at 18 Glenridge Road and takes calls at (518) 688-1200 ext. 810.

Permits come with inspections. Work must stay exposed until the Code Enforcement Officer, or an inspector the officer authorizes, accepts it, and the permit holder has to call when each stage is ready12. A certificate of occupancy or certificate of compliance is required before a building with a permitted project can be occupied13.

Each New York municipality runs its own code program, so the City of Schenectady's code office does not handle Glenville parcels14. The Village of Scotia is carved out of the town's septic chapter, so confirm which side of the village line your parcel is on3.

Does Glenville have zoning, and what does it mean for lots and setbacks?

Yes. Chapter 270 of the Town Code sets up the zoning districts, including RA Rural Residential and Agricultural, and a zoning map decides which district a parcel is in2. The Economic Development & Planning Department says planning enforces the local zoning during plan review15. New York counties have no zoning power of their own, so Schenectady County does not zone Glenville land16.

Minimum lot size, yard setbacks and building height all depend on the district and are listed in the town's table of dimensional regulations and in sections 270-7 and 270-86717. Read the numbers for your own district before you buy or draw plans.

We could not confirm what the zoning code says about living in an RV, a tiny home or a manufactured home on a lot, or about accessory apartments. Ask the Economic Development & Planning Department before you plan around any of those15.

How do septic permits work in the Town of Glenville?

Two offices are involved. Town Code Chapter 213 requires a disposal permit for an individual sewage disposal system in Glenville, outside the Village of Scotia, and the town's Engineering Technician II enforces it318. Schenectady County issues the engineering plan approvals and construction permits for installing or repairing septic systems4.

The county requires approved plans before construction starts19. The county application lists a non-refundable plan review and inspection fee of $165 and calls for five copies of Professional Engineer plans20. Call the Environmental Health Division at (518) 386-2818 to schedule a percolation test with your design professional2122.

Soils matter here. Only about 0.6% of Schenectady County soils rate as not limited for a conventional drain field, so expect a site evaluation and possibly an engineered system23. We could not confirm the town's own septic inspection rule or whether public sewer is required where it is available; ask the Town Engineering Department.

Building a home in Glenville: the steps, in order

  1. Find your parcel's zoning district on the town's zoning map and read the Chapter 270 dimensional table for that district26.
  2. If the land will be divided, ask about subdivision review: Schenectady County reviews proposed realty subdivisions and may require water and sewer documentation24.
  3. Book a percolation test and submit plans through the county's Environmental Health Division2119.
  4. Apply for the Town of Glenville disposal permit under Chapter 2133.
  5. File the building permit application with the Building Department5.
  6. If the driveway meets a state highway, get a permit from the New York State Department of Transportation25. A county road needs a Schenectady County highway work permit, with a $35 construction fee for a new residential driveway26.
  7. Call for inspections at each stage and get a certificate of occupancy at the end1213.

What stays with Schenectady County, and what should you check before you buy?

Septic plan approvals and construction permits stay with Schenectady County4. The county's rules on highway work permits and realty subdivisions apply to Glenville parcels too2624. Land outside the town is covered on the Schenectady County page.

Flood hazard: development in a FEMA-mapped flood area needs a local floodplain permit from the municipality27. We did not confirm Glenville's own floodplain permit rules, so ask the Building Department before buying near water10.

Costs: Schenectady County's effective property tax rate is about 2.5%, with a median bill of $5,486 a year828. Farmland there averages about $5,989 an acre29.

Watch-outs

  • The Village of Scotia is excluded from Glenville's septic chapter, so a Scotia address may follow different offices than a Glenville address3.
  • We could not confirm Glenville's rules on RV or tiny-home occupancy, accessory apartments, private wells or driveway access, so call the Economic Development & Planning Department at 518-688-1200 ext. 7 before relying on any of them15.
  • Septic work needs both a town disposal permit and Schenectady County plan approval, so finishing one does not clear the other34.
