Inside Maumee, Ohio, the city adopts its own zoning code1 and its Division of Inspection reviews plans for residential building permits23. Septic permits are a separate matter: Ohio requires a board of health permit4, and in Lucas County that is the Toledo-Lucas County Health Department5. Land outside city limits follows Lucas County's rules.

Does Maumee, Ohio have zoning, and what does it mean for lot size and setbacks?
Yes. The City of Maumee adopted its own Zoning Code by Ordinance 78-20101, and the code publishes a list of zoning districts11. Rules differ by district, so start by finding your parcel's classification. The city's Building & Inspection page points to the Lucas County AREIS property site for that lookup and lists the Zoning Division at 419-897-7171 for questions12.
In the R-1 Single-Family Residential District, the minimum lot is 8,500 square feet and 60 feet wide7, the minimum floor area per family is 1,400 square feet8, and buildings top out at 40 feet13. The minimum rear yard in R-1 is 35 feet14. Other districts have their own numbers.
We could not confirm Maumee's rules for long-term RV living, tiny homes, manufactured homes or accessory dwelling units. Ask the Zoning Division before you plan around any of them.
Do you need a building permit in Maumee, and who issues it?
Inside Maumee city limits, the city's Division of Inspection handles building permits, not Lucas County. Maumee's code adopts the Residential Code of Ohio2, and the city's inspection division describes itself as state certified and a one-stop service for plan review3. Maumee's own permit chapter lists when permits are and are not required15; we could not confirm the full text of that rule, so ask the Division of Inspection about your specific project.
The Lucas County Building Regulations Department does not cover the city. The county states that its jurisdiction excludes projects within the corporation limits of the City of Maumee16.
A certificate of occupancy is required before a new or altered building is used, when the Building Official requires it6. Sidewalk, driveway or curb construction inside the city needs its own license and permit9.
How do septic permits work inside Maumee?
Septic permits do not come from the city. Ohio requires an installation or alteration permit from the board of health for a new or replacement sewage treatment system4, and in Lucas County the Toledo-Lucas County Health Department inspects, regulates contractors and enforces sewage rules5. Call 419.213.410017.
Where a public sewer is accessible and available, Ohio rules point sewage to the sewer18. We could not confirm which Maumee addresses must connect, or how the city handles septic permits for lots inside its limits, so ask the Health Department and the city's Division of Inspection together.
Private wells need a state permit for construction, alteration or sealing10. We did not confirm a separate Maumee well rule.
Building a home in Maumee: the steps, in order
- Confirm your parcel's zoning district with the Zoning Division at 419-897-717112, and check the setbacks in the Maumee Zoning Code11.
- If the parcel is in the Old Maumee historic district, get approval from the Zoning Administrator or Design Review Board first12.
- Ask the Division of Inspection at 419-897-7076 what your project needs, then submit plans3.
- Settle sewer or septic: call the Toledo-Lucas County Health Department if the lot has no public sewer17.
- Get a sidewalk, driveway or curb permit for any new drive approach9.
- Pass inspections and obtain the certificate of occupancy when the Building Official requires one6.
What stays with Lucas County, and what to check before you buy in Maumee
The city decides zoning and building permits inside its limits, while septic and wells run through the Toledo-Lucas County Health Department and Ohio rules510. For land outside Maumee, the Lucas County page covers unincorporated rules.
County-level numbers give context: Lucas County's effective property tax rate is 1.7%19, and the median property tax bill is $2,710 a year20. Only 0.6% of county soils rate as not limited for a conventional septic drain field21, so a lot without sewer access will likely need a site evaluation or an engineered system. Flood rules: we could not confirm Maumee's floodplain development permit process, so ask the Division of Inspection if your parcel is near the Maumee River.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
