Does Dormont, PA have zoning, and what does it mean for lots and setbacks?
Yes. The Borough of Dormont zones all land inside the borough, and the current rules sit in Chapter 210, the Development Code adopted in 20211. Every parcel is classified as one of six districts: alley-loaded residential (R-A), street-loaded residential (R-S), collector-street residential (R-C), commercial (C), transit-oriented (TO) or public amenity (PA)4.
Dimensional rules differ by district. In the alley-loaded residential district, aggregate lot coverage is capped at 60% for lots 30 feet wide or more and 90% for narrower lots8. Principal buildings in that district may rise to 3 stories, and accessory buildings are limited to 2 stories9. Check the district map before you design anything: the Zoning Map is kept at the borough offices and on the borough website4.
Allegheny County does not zone land inside Dormont; zoning is set municipality by municipality10.
Do you need a building permit in Dormont, and who issues it?
Pennsylvania's Uniform Construction Code applies to Dormont, and an owner must apply to the building code official and obtain a permit before constructing, enlarging, altering, repairing, moving or demolishing a residential building2. Minor work such as fences no more than 6 feet high is exempt under the same rule2.
We could not confirm which office issues building permits inside Dormont, what it charges, or how it inspects. Call the Borough of Dormont's administrative office and ask who the building code official is, and whether a third-party agency handles inspections. The state's rule is that municipalities administer the UCC locally, either with their own staff or through certified agencies11.
How do septic permits work in Dormont?
On-lot sewage systems in Allegheny County are permitted by the county Health Department's Sewage Enforcement Officers under Pennsylvania's Act 5373. A permit is required before any construction of a system12.
We did not confirm how Dormont's own sewer chapter treats any individual parcel, so ask the borough whether your address is on public sewer. The county's Article XIV is explicit that continued use of an individual system is unlawful when part of the building is within 150 feet of an available public sewer13. For a septic question, call the14 office.
Can you live in an RV or tiny home in Dormont?
We could not confirm a borough rule on RV occupancy or tiny homes. The Development Code requires the Zoning Officer to decide whether a use that is not listed in the use table is similar to a listed one5, so an RV or tiny home used as a dwelling needs a written answer from that office before you buy a parcel for it.
Pennsylvania's state-park campground rules cap stays at 14 consecutive nights in summer15, but those rules cover state park campsites, not your own lot, so they do not answer this question.
Building a home in Dormont: the steps, in order
- Confirm the zoning district and its coverage and height limits with the borough's Zoning Officer4.
- Ask the borough office for the building code official and the permit application, then obtain the UCC permit before work starts2.
- If the work involves driveway access to a state highway, a PennDOT highway occupancy permit is required16.
- If the lot lies in a floodplain, documentation sealed by a registered design professional must accompany the application17.
- Plumbing permits go through the Allegheny County Health Department18.
- Request a certificate of occupancy before moving in; a residential building may not be used without one19.
What stays with Allegheny County, and what to check before you buy?
Allegheny County's Health Department handles septic permits and plumbing permits3. Subdivision and land development in Dormont are governed by the borough's own chapter6; the county's subdivision ordinance applies only to municipalities without their own20. For land outside Dormont, see the Allegheny County page.
Budget for taxes too: Allegheny County's effective property tax rate is 1.6%21, and the county's median property tax bill is $3,399 per year22.
Watch-outs
- We could not confirm the borough's permit fees, inspection process or the building code official; ask the Borough of Dormont before you sign a contract11.
- Do not assume a 90% lot coverage cap applies to your lot: the 60% and 90% limits depend on lot width, and other districts have their own tables8.
- A permit-exempt septic system based on a 10-acre tract is a statewide exception that does not fit a typical borough lot23.
