Does Athens, PA have zoning, and what does it mean for lot size and setbacks?
Yes. The Borough of Athens zones under Chapter 540 and publishes a zoning map1. The districts are Agricultural, Business, Conservation, Manufacturing, and Residential I, II and III8.
Rules differ by district. In the Agricultural District the minimum lot is 1 acre and 150 feet wide6, with 50-foot front and rear setbacks and 25 feet on each side9. In Residential I the minimum lot is 7,200 square feet and 60 feet wide7, with a 30-foot rear setback and 10 feet on each side10. Principal buildings top out at 35 feet in both districts1112.
Manufactured housing is listed as a use in the Agricultural District13. We could not confirm the borough's rules on RVs or tiny homes; ask the borough office.
Do you need a building permit in Athens Borough, and who issues it?
Two layers apply. The borough requires its own building permit for agricultural buildings, manufactured housing, recreational cabins and nonhabitable accessory structures under 1,000 square feet2. Applications go to the borough or its designated building official14.
For a house or other residential construction, Pennsylvania's Uniform Construction Code requires a permit from the building code official before work begins3. A certificate of occupancy is required before the building is used15. Who acts as the building code official inside Athens is not something we could confirm, so ask the Athens Borough office16.
How do septic permits work in Athens, PA?
Pennsylvania assigns on-lot septic permits to local agencies, which may be a municipality, a joint agency or a county health department17. Individual and community on-lot systems are permitted by that local agency, with large-volume systems as an exception4. We could not confirm which agency covers Athens Borough, so ask the borough office.

Bradford County has no countywide zoning ordinance; zoning is set by each municipality20.
