Zoning, building permits and septic rules in Vernon Township, Pennsylvania

Vernon Township in Crawford County, Pennsylvania has its own zoning ordinance, so the township, not the county, decides land use on a parcel there1. Pennsylvania's Uniform Construction Code requires a building permit before residential construction starts, though we could not confirm which office issues it in Vernon2. Septic permits come from a local sewage agency, not the county planning office3.

Does Vernon Township, PA have zoning?

Yes. Vernon Township, Crawford County, has its own zoning ordinance, Chapter 27 of the township code, with zoning-district regulations, rules for each district and a zoning administration section1. The code names six districts: Rural Residential (RR), Suburban Residential (RS), Retail and Service Business (CR), Business and Manufacturing (BM), Conservation-Agricultural (C-A) and Conneaut Corridor (CC)4.

Lot rules depend on the district. In RR, the minimum lot size is one acre (43,560 square feet)5, and buildings may cover at most 10% of the lot, or 20% with paved surfaces included9. In RS, a single-family detached dwelling needs at least 8,500 square feet10, with building coverage up to 30% and 60% including paving11.

Setbacks also vary by district. In RR, principal buildings sit at least 40 feet from the street right-of-way line (or 65 feet from the street center line, whichever is greater), with side setbacks totaling 25 feet and not less than 10 feet on either side, and 40 feet at the rear12. In RS, the street setback is the same, side setbacks are 10 feet each side, and the rear setback is 25 feet13.

Do you need a building permit in Vernon Township, and who issues it?

Pennsylvania's Uniform Construction Code requires a building permit before construction, enlargement, alteration or moving of a residential building14. The state lists limited exceptions, such as certain fences, retaining walls and low decks, and the work must still comply with local ordinances15.

We could not confirm which office issues building permits inside Vernon Township, or whether the township has adopted its own building code provisions. Pennsylvania's rule is that a municipality either enforces the code itself, uses a certified third-party agency, or leaves residential enforcement to third-party agencies hired by the owner16. Call the Vernon Township supervisors' office before you buy to ask which applies.

Zoning is separate: the township code has a zoning permits section, a permission-to-occupy section and a schedule of fees, but we could not confirm the application steps or fee amounts17. The Crawford County Planning Office does not issue building or zoning permits18.

How do septic permits work in Vernon Township?

Septic permits in Crawford County are issued by a local agency under Pennsylvania's Act 537, not by the county planning office3. A local agency can be a municipality, a group of municipalities or a county health department19. We could not confirm which agency serves Vernon Township, so ask the township office who the sewage enforcement officer is.

Pennsylvania requires a permit from the local agency before installing or using a building served by an onlot system, with a narrow exemption for an owner's or immediate family's residence on a contiguous tract of at least 10 acres under specific conditions20. A system may not be covered until the permit issuer gives approval to cover it21.

Expect a site evaluation. Crawford County's share of soils rated "not limited" for a conventional drain field is22%, a strict rating, so many lots will need a site evaluation or an engineered system rather than a standard drain field.

Can you live in an RV, tiny home or manufactured home in Vernon Township?

A manufactured home in Vernon Township cannot be occupied until the inspection agency issues an occupancy permit after sewage-disposal and water-supply systems are installed and working6. Manufactured homes brought into the township must also show a placard stating compliance with the federal manufactured-housing standards6.

For RVs, the township code lists recreational-vehicle campgrounds as conditional uses in the RR, CA and CR districts, with details deferred to the township's subdivision and land development ordinance7. We could not confirm any rule on camping or living in an RV on private land, or on tiny homes, so ask the township zoning officer before you plan either. Pennsylvania's state park camping limits do not answer this question.

Building a home in Vernon Township: the steps, in order

  1. Confirm the zoning district with the township and check lot size, coverage and setbacks for that district4.
  2. Ask the township which office issues building permits, then apply before work starts2.
  3. Get a septic permit from the local sewage agency before installing a system20.
  4. If the driveway meets a state highway, obtain a PennDOT Highway Occupancy Permit first8.
  5. Pass the required inspections of foundation, systems, framing and wallboard, plus a final inspection23.
  6. Obtain a certificate of occupancy before moving in24.
  7. Connect to public electric or gas only with written proof the building passed inspection25.

What stays with Crawford County, and what to check before you buy

Subdivision matters in Vernon Township may involve the township's own subdivision and land development ordinance, which the zoning code points to for cluster subdivisions and manufactured-home parks26. Crawford County's own subdivision ordinance does not apply where a township has its own27. For land outside Vernon Township, see the Crawford County page.

Before buying, check the following. Floodplain: Pennsylvania municipalities must issue a floodplain development permit before development in a Special Flood Hazard Area28. Taxes: Crawford County's effective property tax rate is29% and the median bill is $30 a year. Wells: Pennsylvania has construction standards for public water-supply wells but not private wells31.

Watch-outs

  • We could not confirm who issues building permits, who serves as the sewage enforcement officer, or the fee schedule in Vernon Township, so call the township supervisors' office before relying on any step above17.
  • Zoning rules differ by district, so a lot's district decides its minimum size and setbacks4.
  • A driveway onto a state highway needs a PennDOT Highway Occupancy Permit before work begins8.
