The Town of Little Compton, Rhode Island sets its own zoning1 and requires building permits from the Town Building Official2. Septic permits come from the Rhode Island Department of Environmental Management, not the town3. Newport County has no county government role in any of this4.

Does Little Compton, Rhode Island have zoning, and what does it mean for lot size and setbacks?
Yes. The Town of Little Compton applies its own zoning chapter to all structures, buildings and activities in every zoning district1, with Residence (R) and Business (B) districts5. Rhode Island counties have no zoning power, so Newport County adds nothing on top11.
In the Residence District, new dwelling lots need at least 2 acres, not counting streets or rights-of-way6. Buildings must sit at least 50 feet back from the street line, with 25 feet for the rear yard and 25 feet for each side yard12. Structures may cover no more than 10% of the lot13 and stand no taller than 30 feet, with barns and agricultural structures allowed up to 30 feet and silos up to 50 feet14. Subdividing a lot goes through the town's administrative, minor or major subdivision procedures15.
Do you need a building permit in Little Compton, and who issues it?
Yes. Building in Little Compton must conform to the Rhode Island building codes16, and permit applications are made to the Town Building Official on the official's own forms2. Rhode Island requires a written application and a permit before construction, enlargement, alteration or demolition, with ordinary repairs exempt17. Small one-story detached accessory structures of 64 square feet or less are among the listed minor work that needs no permit under the one- and two-family code18.
On a Town-maintained road, no permit issues until the Highway Supervisor certifies in writing that the driveway will not cause drainage or hazard problems10. A driveway onto a state highway needs a RIDOT Physical Alteration Permit19. Construction in a Special Flood Hazard Area needs its own permit20.
To reach the office, see the Little Compton Building and Zoning Department listing21.
How do septic permits work inside Little Compton?
The state, not the town, approves septic systems in Little Compton: DEM runs the onsite wastewater (OWTS) permitting program322. Rhode Island prohibits installing, altering or repairing an OWTS without the DEM Director's written approval of the plans23. New systems must be designed by a Class II or Class III licensed designer, and new sites need a soil evaluation by a Class IV Soil Evaluator24.
The two permits are linked: a town may not issue a building permit for work that needs OWTS approval until the DEM approvals are presented and valid25. Newport County's soils matter too: USDA rates 0% of the county's soils as not limited for a conventional drain field, so expect a site evaluation and possibly an engineered system26. We could not confirm a town-specific septic trigger beyond the state rules; ask the DEM OWTS Program.
Can you live in an RV or tiny home in Little Compton?
Only in narrow cases that we could confirm. The town's building chapter allows approved temporary structures, including recreational vehicles and tiny homes, as temporary farm-worker housing; only farm employees may occupy them, for no more than 9 months a calendar year7. Tiny homes used this way need a Building Official permit and a Fire Marshal inspection before installation8.
Rhode Island's statewide rules for RV parks and campgrounds do not answer whether you can live in an RV on your own lot27. We could not confirm a general rule for temporary camping on private land in Little Compton; ask the Building and Zoning Department before parking an RV on a lot you own.
Accessory dwelling units are the more reliable route: the town allows one per lot under stated eligibility conditions, with a building permit and certificate of occupancy2829.
Building a home in Little Compton: the steps, in order
- Confirm the lot meets the Residence District's 2-acre minimum or qualifies as an acceptable substandard lot6.
- Get a soil evaluation and DEM septic approval first, because the town cannot issue a building permit without it25.
- Apply to the Town Building Official for a building permit2, with Highway Supervisor driveway sign-off if the road is Town-maintained10.
- Build to the Rhode Island building code and call for inspections; the building official must inspect within 48 hours of notice, excluding weekends and holidays30.
- Obtain the certificate of use and occupancy before moving in; homes on a private well must document drinking-water testing first31.
Owner-occupants of a single-family home can skip contractor registration if they do the work without paid help, but still need the permit and inspections9.
What stays with Newport County and the state, and what to check before you buy in Little Compton?
Newport County has no building, zoning or septic office of its own; building permits are town-run, septic is state-run4. For the county overview, see the Newport County page.
Before buying, check the lot against the 2-acre minimum and setbacks above6, and ask about wells: Rhode Island allows new private wells only where public water does not serve the area, and some local officials require a well permit32. Newport County's typical home value is about $800,32133, and its effective property tax rate is about 1%34. Wetlands or flood areas on the parcel can require approval from DEM35.
Watch-outs
- Little Compton's rules for the Residence District differ from the Business District; confirm which district a parcel is in with the Building and Zoning Department before relying on the 2-acre minimum5.
- We could not confirm whether the town has a general minimum dwelling size, an agricultural permit exemption or a sewer or public-water connection rule; ask the Building and Zoning Department21.
- A manufactured home needs a building permit and a site plan showing the water supply and sewage disposal system, and is allowed only in the Residence District under stated conditions3637.
- State law bars renting an accessory dwelling unit for tourist or transient use38.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
