The City of Walhalla, South Carolina (Oconee County) adopts and enforces its own zoning inside city limits1. Building permits come from a third-party building official the city uses, and an approved zoning permit has to come first2. Septic permits for homes without public sewer come from the state, not the city or county3.

- Water Crystal Quest Filter any source — well, rain, or creek — to drinking-clean.
- Power Bluetti Solar generators and home battery backup for living off the grid.
- Septic Soil percolation test kit Run your own perc test before paying an engineer — the first thing a septic office asks about.

Does Walhalla, SC have zoning, and what does it mean for lots, ADUs and manufactured homes?
Yes. The City of Walhalla adopted its own zoning in Chapter 330 of the city code, and it applies to land inside city limits1. The Official Zoning Map is the final authority on how a given parcel is zoned, so check the map before you buy4.
Rules differ by district. In the R-25 Single-Family Residential District, the minimum lot is 25,000 square feet6, structures may cover at most 35% of the lot9, and buildings are limited to 2.5 stories or 35 feet10. R-25 also allows one accessory dwelling per lot if it is site-built and fully detached, no larger than 50% of the main building's floor area, and at least 10 feet from the rear and side property lines8.
Manufactured homes are allowed in the General Residential District only with special-exception approval from the Board of Zoning Appeals7. Walhalla's rules on living in an RV or a tiny home inside city limits are not something we could confirm; ask the city planning office at 864-638-434311.
Do you need a building permit in Walhalla, and who issues it?
The City of Walhalla uses a third-party building official for plan reviews, building permits, permit fees, inspections and certificates of occupancy2. Contact RCI at (864) 542-8257 for building permit applications and to request an inspection2.
A zoning permit comes first: no building permit is issued in Walhalla without an approved zoning permit2. The zoning permit is handled by the city planning office11. Whether an owner-built home gets any exemption inside city limits is not something we could confirm, so ask RCI before you plan around it.
The city's code lists a building permit fee schedule, but we did not confirm the dollar amounts12. Ask RCI or the planning office for current fees.
The county's Building Codes Division covers unincorporated Oconee County, not land inside Walhalla13.
Who handles zoning and other permits in Walhalla?
The City of Walhalla Planning, Codes and Zoning department administers the city's zoning ordinance and comprehensive plan11. Contact the planning office at 864-638-4343 before constructing or expanding any new residential, commercial or industrial structure11.
Disturbing 5,000 square feet or more of ground also requires a separate land disturbance permit in the city2. Subdividing land follows the procedures in Part 2 of Chapter 33014.
How do septic permits work for a home in Walhalla?
South Carolina law requires site approvals and permits for all septic systems, and the South Carolina Department of Environmental Services (SC DES) issues them15. A home or manufactured home on property not served by public or community sewer must first get SC DES approval and an installation permit15. The county does not design, inspect or approve septic systems16.
Whether a particular Walhalla address can or must connect to city sewer is not something we could confirm; ask Walhalla's public utilities department before assuming a septic system is an option.
Oconee County overall is not an easy septic county: about 32% of its soils rate "not limited" for a conventional drain field, so many lots need a site evaluation17.
Building a home in Walhalla: the steps, in order
- Confirm the parcel's zoning district on the Official Zoning Map and read the district rules4.
- Ask the city planning office at 864-638-4343 for a zoning permit11.
- If the lot is not on public or community sewer, get SC DES site approval and a septic permit15.
- With an approved zoning permit in hand, contact RCI at (864) 542-8257 for the building permit2.
- Request inspections through RCI as work proceeds2.
What stays with Oconee County, and what to check before you buy in Walhalla
Oconee County's zoning applies only to unincorporated land; inside a municipality the county's regulations do not apply18. If the parcel you are eyeing sits just outside city limits, use the Oconee County page instead, because the rules are different there.
Check the parcel's exact jurisdiction first, then the zoning district, then septic or sewer availability. The county page has tax and land figures.
Watch-outs
- Walhalla's building permit rules are issued through RCI under the city's own process; the county's building codes office serves unincorporated Oconee County, so call the right office2.
- We could not confirm the City of Walhalla's rules on RVs, tiny homes, temporary camping, wells or owner-builder exemptions; ask the planning office at 864-638-434311.
- No building permit is issued in Walhalla without an approved zoning permit, so do not start with the building permit2.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
