El Lago, Texas (in Harris County) sets its own zoning, divided into five types of districts.1 In Zone A, the one-family residential district, no water well, septic system or cesspool is permitted.2 We could not confirm how El Lago issues building permits, so ask the city before you plan work. Harris County's rules cover only unincorporated land.3

Does El Lago, Texas have zoning?
Yes. The City of El Lago is divided into five types of zoning districts.1 They include Zone A (limited one-family residential), Zone B (commercial and business, B-1 to B-4) and Zone C (limited two-family residential), with boundaries on the official zoning district map kept by the city secretary.10 Harris County itself has no county-wide zoning, so the city's ordinance is the zoning that applies inside El Lago.11
What can you build on a Zone A lot in El Lago?
Zone A permits one single-family residence per lot, up to two stories or 35 feet.8 A residence must sit at least 25 feet from the front line, 10 feet from a side street line, 5 feet from a side line, and 10 feet (single-story) or 20 feet (two-story) from the rear lot line; recorded plat building lines apply if more restrictive.7 A building site made up of part of a lot needs at least 70 feet of frontage at the setback line and 7,000 square feet.12 Outbuildings may not be lived in except by domestic servants or an integral part of the family, so a rental garage apartment is not a plan to count on.13
Do you need a building permit in El Lago, and who issues it?
We could not confirm El Lago's building permit, inspection or certificate-of-occupancy rules, and the city's own site did not load for us. Ask the City of El Lago before you start work. Do not send the question to Harris County's permit counter: the county's rules are for unincorporated land.14 One permit is confirmed: anyone cutting a curb or building a driveway in Zone A applies to the building official, with a minimum fee of $40.94 The driveway may not exceed 35 feet wide in front of the front building line.9
How do septic permits and wells work in El Lago?
Zone A bans them outright: no water well, septic system or cesspool shall be permitted on a Zone A lot.24 Plan on city sewer and city water for a one-family lot there. We did not confirm the rule in other districts or the city's utility connection requirements, so ask the city. Harris County's Water Quality Permitting Group issues septic permits only for unincorporated Harris County.1516
Can you live in an RV or tiny home in El Lago?
Not on a Zone A lot. No trailer, mobile home, manufactured home, tent, shed, barn or garage may be used as a residence or living quarters for more than 72 consecutive hours.6 Zone A allows only a detached single-family dwelling, and we found no tiny-home provision.17 RVs and campers may be parked only on a constructed driveway or improved surface behind the building setback line, and vehicles over 30 feet long, 10 feet wide or 10 feet high may not be parked on residential property.6
Building a home in El Lago: the steps, in order
- Confirm the lot's zoning district on the official zoning map at the city secretary's office.10
- Check the Zone A setbacks, height and minimum lot size against your plan.7812
- Ask the City of El Lago which building permits and inspections apply; we could not confirm them.
- Apply to the building official for a driveway permit; the minimum fee is $40.9
- Confirm city water and sewer, since Zone A allows no well or septic system.2
- Ask the city about floodplain development before you buy; we could not confirm it.
What stays with Harris County, and what to check before you buy
Land outside El Lago city limits follows Harris County's unincorporated rules, where a development permit and floodplain permits are the main requirements.3 Zone fees to know: a rezoning request costs $500 and a special use permit $150.18 Harris County's effective property tax rate is 1.7%.19 Nearly all land in the county is gentle terrain, but only 2.6% of its soils rate not limited for a conventional septic field.20
Watch-outs
- Zone A rules are the ones we confirmed; other El Lago districts such as the commercial districts and Zone C may differ, so confirm the district before you rely on any rule here.10
- Harris County septic and well rules apply to unincorporated land, not El Lago city limits; ask the City of El Lago who handles septic on a non-Zone A lot.15
- Building permits, inspections, certificates of occupancy and floodplain rules inside El Lago are unconfirmed; call the city before you buy.4

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
