The City of Idalou, in Lubbock County, Texas, has its own zoning ordinance1 and requires a building permit from the city's building inspector before a building is erected, altered or enlarged2. Septic permits are a separate question: Lubbock County is the septic authority for unincorporated land3, and we could not confirm who permits septic systems inside Idalou.

Does Idalou have zoning, and what does it mean for lots, setbacks and mobile homes?
Idalou has its own zoning ordinance, and the city is divided into six district classes: R-1, R-2, B-1, B-2, B-3 and I14. Land annexed into the city is classified R-1 until it is permanently zoned1.
In the R-1 one-family district, a lot must have at least 5,000 square feet and an average width of at least 50 feet, though smaller lots already under separate ownership when the ordinance took effect may still hold a house5. Side yards are 10 percent of lot width, but not less than 5 feet and not more than 6 feet10. Buildings in R-1 may not exceed two and one-half stories11.
Mobile homes may be lived in only in a city-licensed mobile home park, or in narrow cases such as a special exception from the board of adjustment6. We could not confirm Idalou's rules for RVs or tiny homes; ask City Hall before you buy6.
Do you need a building permit in Idalou, and who issues it?
Yes. Inside Idalou, no permit for erecting, altering or enlarging a building is issued by the building inspector until the applicant files a plat to scale showing lot and building dimensions and a signed statement of use2. New or altered buildings also need a certificate of occupancy, applied for with the building permit and issued within 10 days after completion in conformity with the regulations12.
The city has adopted the 2003 International Residential Code for residential construction7. Texas does not give Lubbock County general power to require residential building permits, so the county does not stand in for the city here13.
We could not confirm the city's fee schedule, application forms or inspection steps. Call Idalou City Hall and ask for the building inspector.
How do septic permits work inside Idalou?
Texas requires a permit and approved plan to construct, alter, repair, extend or operate a septic system14. Outside city limits, Lubbock County administers that program for unincorporated land through Lubbock County Public Works315.
Whether the county or the city permits a system on a lot inside Idalou is not something we could confirm; the county's own sources do not settle it3. Call Lubbock County Public Works at the number below and Idalou City Hall before you plan a septic system or a connection to city sewer.
The state's 10-acre exemption needs a single-family dwelling on a tract of at least 10 acres8, so it will not help on a typical town lot.
Building a home in Idalou: the steps, in order
- Confirm the lot's zoning district with City Hall, because the district decides lot size, yards and whether a mobile home is allowed4.
- Check the district map, which is kept in the municipal building4.
- File a plat to scale and a signed statement of use with the building inspector to get a building permit2.
- Build to the city's adopted residential code7.
- Apply for the certificate of occupancy together with the building permit12.
- Confirm who permits septic or sewer service for the lot with Lubbock County Public Works and City Hall15.
What stays with Lubbock County and the state (and what to check before you buy)
Land outside Idalou city limits follows Lubbock County's rules, not the city's; see the Lubbock County page for those.
Water wells: the High Plains Underground Water Conservation District No. 1 requires a permit for a well expected to produce 17.5 gallons per minute or more, while smaller wells do not need an HPWD permit9. Confirm district coverage for the specific parcel9.
Driveways onto a state highway need a TxDOT permit on Form 105816. Lubbock County's effective property tax rate is 1.6%17. Idalou's own fee schedule, floodplain rules and utility connection rules were not confirmed.
Watch-outs
- The city's R-2 minimum lot areas are blank in the published zoning text, so confirm them with City Hall before relying on R-1 figures5.
- The zoning district map is kept in the municipal building, so confirm your lot's district there4.
- The city's adopted residential code is the 2003 edition, and a newer edition may have been adopted elsewhere in the city code7.
- Septic permitting inside Idalou city limits is unconfirmed; ask Lubbock County Public Works and City Hall15.
