Round Rock, Texas requires a City building permit for work on any building or structure inside city limits1. The City sets its own zoning, while Williamson County has no zoning of its own23. Septic is the exception to city control: an alternative to sewer needs approval from the county health department4.

Do you need a building permit in Round Rock, TX?
Yes. Round Rock requires a building permit for work on any building or structure inside the city limits, and in the Chandler Creek and Vista Oaks Municipal Utility Districts110.
A homeowner may act as the contractor on their own primary residence even if unlicensed, but Round Rock's building codes, fees, permitting and inspection requirements still apply6. Texas's state trade-license exemptions for owners do not replace City permits11.
Williamson County's rule is different, and it applies only outside city limits: the county does not require new residential construction to conform to any building code12. Inside Round Rock that county answer does not apply.
Who issues building permits in Round Rock, and how do you reach them?
The City of Round Rock Building Inspection Division issues building permits and runs inspections; call 512-218-555010. Applications go through the City's online permit portal at permits.roundrocktexas.gov13.
After the City accepts an application, staff calculate the permit fees and notify the applicant through the portal14. Inspections must be requested by 4 p.m. for the next business day, and two inspections of the same type are included in the permit fee; each additional re-inspection after two failed inspections of that type costs $7515.
Driveway work is split: the public side is permitted by the City Transportation Division through its Street Cut and Driveway Approach permit, while private-side maintenance and cosmetic work is unpermitted but must be built to code16.
Does Round Rock have zoning, and what does it mean for RVs, tiny homes and setbacks?
Round Rock zones its own land, and Williamson County does not zone at all23. Zoning here includes site-specific planned unit development (PUD) districts, and a PUD's standards transfer to later owners like any other zoning district17. The Round Rock Development Code covers subdivision platting, zoning, site plans, landscaping and tree protection, signs and technical building codes18.
For accessory structures on residential lots, the City prohibits encroaching into easements or the 5-foot side and rear setbacks7. The maximum height for an accessory structure is 15 feet, measured from existing ground to the highest point of the roof8.
We could not confirm Round Rock's rules on living in an RV, tiny homes, accessory dwellings, minimum lot size or lot coverage. Ask Planning and Development Services at 512-218-5428 which district a parcel is in and what it allows19. The county's no-zoning answer does not fill that gap inside city limits.
How do septic permits work inside Round Rock?
Round Rock requires a connection to a TCEQ-approved sanitary sewer, except where the City decides the connection would cost an unreasonable amount compared with alternate sewage disposal5. Where an alternate system is allowed, the plans must meet City and TCEQ requirements and be approved by the Williamson or Travis County Health Department before the Planning and Zoning Commission approves the final plat4.
Williamson County's Engineer's Office is authorized by TCEQ to run the county's septic (OSSF) program20. We could not confirm how the City handles septic inspections for a lot already inside city limits, so call the OSSF office at 512-943-3330 before planning any septic system21.
USDA rates only about 2.3% of Williamson County's soils as not limited for a conventional drain field, so a site that qualifies for septic will often need an engineered system22.
Building a home in Round Rock: the steps, in order
- Confirm the parcel is inside Round Rock. Property in a city or its extraterritorial jurisdiction (ETJ) must be checked with that city, not the county23.
- Ask Planning and Development Services for the zoning district and any PUD that applies1719.
- Confirm sewer service, or ask whether the City will allow an alternate system with county health department approval5.
- Apply for the building permit through the City's permit portal13.
- Pay the fees the City calculates after it accepts the application14.
- Request each inspection by 4 p.m. for the next business day15.
- For a driveway apron on a public street, apply to the City Transportation Division for a Street Cut and Driveway Approach permit16.

Watch-outs
- We could not confirm which building code edition Round Rock has adopted, so ask the Building Inspection Division at 512-218-5550 before you design10.
- Round Rock's rules on private wells, short-term rentals and agricultural uses were not confirmed; ask Planning and Development Services at 512-218-542819.
- Williamson County's no-zoning and no-building-code answers apply to land outside city limits only; inside Round Rock the City's rules govern122.
- A county permit does not replace a City permit: a Certificate of Compliance or floodplain permit from the county does not cover work inside city limits24.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
