The Town of Plains, Texas zones all land inside its limits into districts and has adopted the International Residential Code for building work12. The permit requirements and fees are set by city-council resolution, and we could not confirm that resolution3. Septic permits and wells are not decided by the town: ask the South Plains Public Health District and the Sandy Land water district45.

Does Plains, Texas have zoning, and what does it mean for lots and homes?
Yes. The Town of Plains adopted a zoning ordinance that covers the entire area of the town and divides it into eight districts16. The zoning map is held as duplicate originals, including one displayed at city hall6.
In Plains' "A" districts, the minimum lot area for a one-family dwelling is 6,000 square feet, with a narrow allowance for older, smaller lots that were separately owned when the ordinance passed8. HUD-Code manufactured homes get their own side-yard rule: at least 10 feet on each side of the lot10.
We could not confirm Plains' rules on RV living, tiny homes, accessory dwellings, minimum house size or building height, so ask the city secretary before you buy a lot with any of those plans6.
Do you need a building permit in Plains, and who issues it?
Plains has adopted the International Residential Code for the construction, alteration, repair and moving of buildings inside the town2. The code says the city council appoints a building official or inspector, or arranges inspections by contract as needed11.
The permit trigger and the fees are left to a city-council resolution7. We could not locate that resolution, so we cannot say which projects need a building permit or what it costs. Call the Plains city secretary before you pour a foundation, and ask whether an owner-built home gets any exemption, since we found none in the code3.
This is the town's rule only. Yoakum County's official site lists no building department for unincorporated land12.
How do septic permits work inside Plains?
We could not confirm a Plains-specific septic rule, or whether a given lot inside town limits is on public sewer, so ask the town before you plan a system. For Yoakum County, TCEQ's authorized-agent lookup lists the South Plains Public Health District as the agent for the entire county4. The district's Yoakum County clinic is in Denver City13.
For septic systems the district serves, an application completed by a site and soil evaluator must be returned to the district, and construction cannot start until the district authorizes it14. Drainfields must be inspected before they are covered15.
Texas has a 10-acre exemption for a single dwelling, but it needs every TCEQ condition met, including all parts of the system at least 100 feet from the property line, which a town lot cannot satisfy16. Across Yoakum County, about 75% of soils rate as not limited for a conventional drain field17.
Do you need a permit to drill a well in Plains?
Wells inside Plains fall under the Sandy Land Underground Water Conservation District, which serves Yoakum County5. Before drilling a new water well, the landowner or an authorized agent must complete a permit application or registration at the district office, and the district enforces spacing and production limits518.
We could not find a Plains-specific well rule, so ask the town as well as the district.
Can you live in an RV or tiny home on your lot in Plains?
We could not confirm an answer. The Plains zoning code mentions tourist or trailer camps, but no rule that resolves living in an RV or a tiny home on private land inside town limits was located, and no temporary-camping rule was found6. Do not assume either is allowed or banned.
Ask the Plains city secretary in writing. Manufactured homes are the one housing type we can speak to: HUD-Code units need at least 10 feet of side yard on each side10.
Building a home in Plains: the steps, in order
- Ask the Plains city secretary which zoning district the lot is in and read the district rules, including the 6,000-square-foot minimum in "A" districts8.
- Ask the same office which building permit the council resolution requires and what it costs7.
- Build to the adopted International Residential Code and schedule inspections with the town's inspector211.
- Confirm sewer or septic. If septic, apply through the South Plains Public Health District1419.
- If you need a well, register or permit it with the Sandy Land district5.
- If the lot touches a state highway, submit TxDOT Form 1058 for the driveway before construction on the right of way20.
- In a special flood hazard area, get the town's development permit9.
What stays with Yoakum County, and what to check before you buy in Plains
The town's zoning and building code stop at the town limit. For land outside the town, see the Yoakum County page. Plats outside municipal limits go to the county commissioners court, and incorporated areas may fall under municipal subdivision authority instead21.
Before buying, check the flood zone, the sewer or septic situation and the well rules above. Yoakum County's typical home value is about $187,566 and its effective property tax rate is 1%, with a median bill of $1,795 a year222324. These are county figures, not Plains-only.

A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
