Do you need a building permit in Page County, Virginia?

Yes. Page County requires a permit before construction or demolition of a building or structure and for specified regulated alterations.1 Page County Building Inspections administers permits and inspections locally under the Virginia Uniform Statewide Building Code.214

A qualifying nonresidential farm building used primarily for a covered farm purpose can be exempt from the building code, but Page County has not confirmed a general agricultural exemption from its other land-use controls.15 An owner may qualify for Virginia's contractor-license exemption when building one personally owned primary residence for personal use during a 24-month period, but the building code, permits and inspections still apply.1116

Who handles Page County building permits and inspections?

Page County Building Inspections handles building permits, plan review and inspections.2 Submit the appropriate fillable application with payment; new construction and additions require zoning and health approval, two plan sets, and may take up to two weeks for residential plan review.6 County building-permit and related fees are published in separate residential, commercial, erosion-and-sediment, and stormwater schedules.17

Page County gives the applicant a list of required inspections when the permit is issued, and inspections must be scheduled at least 48 hours ahead with the permit and contact details.18 A certificate of occupancy is generally required before occupancy or a change of occupancy, subject to listed exceptions.19

Does Page County, Virginia have zoning?

Yes. Page County requires a zoning permit for a building, structure or sign that is erected, constructed, moved, added to or structurally altered outside incorporated towns.3 Page County administers zoning outside town limits, while a property inside a town's corporate limits must use that town's zoning office.20

County materials identify Woodland Conservation, Agriculture, Residential and Park-Recreation districts, and permitted uses can differ sharply by district; campgrounds, for example, require a special-use permit in the Agriculture district.21 Zoning-permit applications that involve access to a state-maintained road need an approved Virginia Department of Transportation entrance permit, if applicable.22 Setbacks also depend on the parcel's zoning.12 Lot standards are set by district. In the Woodland-Conservation district a lot needs 1 3/4 acres and 150 feet of width at the setback line23. In the Residential district the minimum lot is 15,000 square feet with public water and sewer, 20,000 square feet with public water or sewer, and 1 3/4 acres with on-site water and sewer24. Lots with public water and sewer need 100 feet of width and 35-, 15- and 35-foot front, side and rear setbacks, while lots with on-site water and sewer need 150 feet of width and 35-, 15- and 50-foot setbacks24. The county zoning definitions treat a single-family detached dwelling as 401 square feet or more10. Page County has not confirmed a height limit or lot-coverage limit, so ask Planning & Community Development for the parcel-specific schedule.25

How do septic permits work in Page County?

The Virginia Department of Health administers onsite sewage permitting through the local or district health department, and Page County requires health approval before issuing a building permit for new construction.56 A written construction permit is required before an onsite system is built, expanded or modified, and a written operation permit is required for covered systems.26 Contact the Page County Health Department for the application and parcel review.27

Only about 12.8% of Page County soils are rated without severe limits for a conventional septic drain field, so investigate septic feasibility before committing to a house site.28 If an alternative septic system is installed, it must be inspected annually.29 That countywide soil rating is not parcel approval. Page County has not confirmed a specific off-grid sanitation method; take any alternative proposal to the Health Department.27

Can you live in an RV or tiny home in Page County?

Page County prohibits using a motor home, travel trailer or recreational vehicle as a single-family home; campground use remains possible under the county's campground rules, where the vehicle must be currently licensed, inspected and registered, not permanently blocked or attached, and self-contained for water supply and sewage disposal.830 Temporary short-term outdoor lodging tied to an event requires an event permit plus a camping plan approved by the Health Officer and Zoning Administrator.31

A tiny home dwelling is a use permitted by special permit in the Residential district, and it must still meet that district's lot-size, water and sewer, and setback requirements9. The county defines a tiny-home dwelling as 400 square feet or less and a single-family detached dwelling as 401 square feet or more, so a small house is classified by its size10. We could not confirm whether other districts allow tiny homes, and restrictive covenants can prohibit them separately9. Ask Planning & Community Development whether the proposed structure is allowed in the parcel's district, then ask Building Inspections what plans, permits and code compliance apply.252 A detached guesthouse is different: one may be allowed with a permitted single-family home only in specified districts, and it cannot be sold separately.32

Building a home in Page County: what are the steps?

  1. Confirm whether county or town zoning applies, then obtain zoning approval and the district setbacks.2012
  2. Obtain Health Department approval for onsite sewage and a private-well permit when those systems are proposed.2613
  3. If connecting to town water and sewer, pay the town tap fees and obtain written verification for the county.33
  4. Submit the building application, two plan sets and payment to Page County Building Inspections; residential review may take up to two weeks.6
  5. Use the inspection list issued with the permit and schedule required inspections at least 48 hours ahead.18
  6. Obtain the certificate of occupancy before moving into the completed home.19

What should you check before buying land in Page County?

Confirm the zoning authority, district, allowed dwelling type and setbacks before closing; towns handle zoning inside their limits and Page County handles it outside.2012 Ask whether a prior division affects your plan because Page County says property may be divided only once every five years.34 Check septic and well feasibility early because only about 12.8% of county soils lack severe conventional drain-field limitations.2813

Check flood mapping with Planning & Community Development because otherwise exempt work may still need a permit in a special flood hazard area.35 If rental income matters, Page County short-term tourist rentals require a business license, an approved management plan and a life-safety inspection when specified.36 The median annual property-tax bill is about $1,489, though the parcel's bill will vary.37

Watch-outs

  • A zoning permit and health approval must precede the building permit for new construction in Page County.3839
  • Properties inside town limits use the town office for zoning rather than Page County's zoning application.4
  • Only about 12.8% of Page County soils are rated without severe limitations for a conventional septic drain field.28
  • Page County does not allow a motor home, travel trailer or recreational vehicle to be used as a single-family home.8
