Port Angeles, Washington (Clallam County) sets its own zoning inside city limits under Title 17 of the Port Angeles Municipal Code1. The city Building Division issues building permits under the 2021 Washington State building codes2. Septic permits come from Clallam County Environmental Health Services, not the city3. Land outside city limits follows Clallam County's rules instead.

Off-grid gear
Going off-grid in Port Angeles means bringing your own water and power. The kit we’d start with:
- Water Crystal Quest Filter any source — well, rain, or creek — to drinking-clean.
- Power Bluetti Solar generators and home battery backup for living off the grid.
- Septic Soil percolation test kit Run your own perc test before paying an engineer — the first thing a septic office asks about.

Does Port Angeles have zoning, and what does it mean for RVs, tiny homes and setbacks?
Yes. The City of Port Angeles zones the land inside its limits, and the requirements for each zone are in Title 17 of the Port Angeles Municipal Code1. A use is allowed only if the zone lists it as permitted by right or conditionally, and an unlisted use is prohibited in that zone1. The city publishes a map showing each property's zoning district10.
Setbacks and lot coverage differ by zone. The city publishes setback pages for the R-7, R-9, R-11, RMD and RHD residential zones7, and maximum site coverage, which counts driveways, sidewalks and patios along with buildings, is set zone by zone8. Look up your lot's zone first, then read that zone's chapter.
We could not confirm Port Angeles's rules for long-term RV living, camping on private land, minimum dwelling size or minimum lot size. Ask the City Planning Division before you buy. Park models have a defined path, covered below.
Do you need a building permit in Port Angeles, and who issues it?
Yes for building work. The City of Port Angeles Building Division handles everything from large industrial uses to a residential deck11, and all building additions require a building permit12. Applications must comply with the 2021 Washington State building codes2. We could not confirm the city's list of exempt work, so call the Building Division before assuming a small structure is exempt.
Applications are organized by project type, and general building applications go to permits@cityofpa.us13. Fees are based on the project's valuation plus unit fees where they apply14; the city's master fee schedule lists them.
Inside city limits, the City's Building Division, not the Clallam County Building Division, issues building permits. The county's building rules apply only to unincorporated land; see the Clallam County page.
How do septic permits work inside Port Angeles?
Septic permits are a county matter, not a city one. Clallam County states that Clallam County Environmental Health Services processes septic permits throughout the county, including applicable incorporated areas3. Installing, repairing or replacing any part of a septic system requires a permit15, and Washington requires the permit to be obtained before construction begins16.
Most of the city is on municipal sewer, but the county notes that some areas within Port Angeles lack sewer connections and use on-site systems, and a sewer hookup may generally not be required unless the septic system fails17. We could not confirm which streets fall in that category. Ask Clallam County Environmental Health Services at (360) 417-225818, and ask the city Public Works & Utilities Department about sewer availability for your address.
County-wide, USDA rates only 1.5% of soils as not limited for a conventional drain field19, so expect a site evaluation and possibly an engineered system if you are not on sewer.
Can you put a park model, tiny home or accessory dwelling on a Port Angeles lot?
Park models have a defined path. Port Angeles allows a park model as an alternative to a detached accessory dwelling unit in residential zones, if all applicable state and local requirements are met4. The option applies in the zones where accessory dwelling units are allowed20. A building permit is required to place one12, and every park model must be connected to municipal utilities5. The city's amended PAMC 17.21.020 sets nine development standards a park model must meet20.
For tiny houses, Washington limits a tiny house on wheels to 400 square feet and requires it to be built to the state building code; local building-department rules still govern foundation, installation and location21. We could not confirm a separate Port Angeles rule for tiny homes.
Building a home in Port Angeles: the steps, in order
- Find your lot's zone on the city zoning map and read that zone's Title 17 chapter10.
- Check for critical areas: flood-hazard development falls under PAMC Chapter 15.12 and environmentally sensitive areas under Chapter 15.206.
- Settle sewer or septic. Ask the city about sewer service, and if the lot is not on sewer, start with Clallam County Environmental Health Services3.
- Submit the building permit application by project type to the city permits email13.
- Pay fees based on valuation and build to the 2021 Washington State building codes2.
- Ask the Building Division about inspections and scheduling11.
What stays with Clallam County, and what should you check before you buy?
Septic permits for Port Angeles addresses come from the county's Environmental Health Services, as covered above3. Land outside city limits follows Clallam County's building, zoning and septic rules instead; see the Clallam County page for those.
Before you buy, confirm the lot's zone, flood and critical-area status, and sewer access. For private wells, Washington's permit exemption covers domestic use up to 5,000 gallons per day, and a notice of intent goes to Ecology 72 hours before drilling22; we could not confirm whether the city restricts new wells within city limits. Clallam County's effective property tax rate is 0.7%23, and the county's median property tax bill is $2,860 per year24.
Watch-outs
- We could not confirm Port Angeles's minimum lot size, minimum dwelling size or building height limits; the zone chapters of Title 17 set them, so read the chapter for your lot's zone1.
- Rezones may not show on the online zoning map right away, so confirm a recent rezone with the Planning Division1.
- Owner-builders are exempt from contractor registration under state law, but building permits still apply; we could not confirm a city-specific owner-builder rule9.
- Short-term rentals of fewer than 30 days are regulated under PAMC Chapter 17.23, so confirm the rental rules before buying for that purpose25.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
