Pierce County, Washington

Zoning, building permits and septic rules in Fife, Washington

The City of Fife, Washington adopts its own zoning in Fife Municipal Code Title 191 and its Community Development Department issues permits for development inside city limits2. New lots must generally hook up to public sewer rather than install septic3. Pierce County's rules cover only unincorporated land, so county answers about RVs and tiny homes do not carry over to Fife.

Does Fife, Washington have zoning, and what does it mean for RVs, tiny homes and lot size?

Yes. The City of Fife adopts and administers its own zoning in Fife Municipal Code Title 19, and the rules apply across the city's zoning districts1. Chapter 19.68 names the single-family, medium-density, high-density, neighborhood and commercial districts that carry the city's residential and mixed-use rules7. Minimum lot area and lot dimension requirements vary by district, so the answer for any parcel depends on its zone8.

On lots smaller than the district minimum, lot coverage is capped at the existing legal coverage or a district percentage, whichever is greater: 60% in SFR and NC, 65% in SLR, NR, CC and RC, and 70% in MDR and HDR9. A front yard setback may be reduced by up to six feet if interior setbacks grow to match10.

We could not confirm Fife's rules for living in an RV or a tiny home on a lot. Ask the Community Development Department before you plan on either2. Pierce County's RV and tiny-home rules apply to unincorporated land only, not to Fife11.

Do you need a building permit in Fife, and who issues it?

Fife issues its own permits. The City of Fife issues permits for all development located within the city limits, and the Community Development Department handles building, land use and civil permits122. Applications go through the city's online permitting portal; the permit coordinator answers questions at 253-896-863212.

Washington's state building code is in effect in all counties and cities, so Fife enforces the state code13. We could not confirm which work Fife exempts from a building permit, so assume a permit is needed and ask before starting2. Electrical permits are issued and inspected through Tacoma Power, not the city counter2.

The state owner-builder exemption covers contractor registration only; it does not remove building, electrical, plumbing or other permit requirements6.

How do septic permits work inside Fife?

In Fife, sewer is the default. Every lot requiring a new sanitary waste facility must hook up to public sewer before a certificate of occupancy is issued, unless the entire lot is further than 300 feet from the nearest right-of-way containing a sewer line3. Lots beyond that distance may install an interim septic tank system under FMC 19.68.130.B3.

Where a septic system is allowed, state rules require an application and a permit from the local health officer before construction begins, except for minor repairs14. In Pierce County the local health jurisdiction is the Tacoma-Pierce County Health Department, which states that it regulates and enforces installation of septic systems and wells1516. We could not confirm whether the health department or the city is the approving agency for an interim septic system inside Fife, so call both before buying a lot far from a sewer line.

Can you put a manufactured home or accessory dwelling on a lot in Fife?

A designated manufactured home is permitted in any Fife zoning district that permits a single-family residence, subject to the same zoning and environmental rules as a site-built house4. The home must have been built after June 15, 1976 to state and federal manufactured home standards4.

Accessory dwelling units are limited. Fife prohibits additional dwelling units on legal lots of record that do not meet the minimum lot area or lot dimension circle, and each ADU needs its own reduced lot dimension circle5. Fife's ADU rules were being amended in 2026, so confirm current standards with Community Development52. A state-level tiny house is limited to 400 square feet and must be built to the state building code; where it may go depends on local building-department approval17.

Building a home in Fife: the steps, in order

  1. Confirm the parcel's zoning district with the Community Development Department, since lot area, setbacks and coverage vary by district82.
  2. Check the sewer line distance: new lots generally must connect to public sewer3.
  3. Apply through the city's online permitting portal; the Permit Center is in Fife City Hall12.
  4. Variances and conditional use permits go through the Hearing Examiner process2.
  5. Arrange electrical permits through Tacoma Power2.
  6. Hook up to sewer before the certificate of occupancy18.
  7. Pay local permit fees, which the city sets itself; the state adds its own building-permit surcharge19.

What stays with Pierce County, and what to check before you buy in Fife

Septic and well permits come from the Tacoma-Pierce County Health Department, and the state's rules on wells and flood zones apply on top of city rules1516. Development in a Washington floodplain needs a floodplain development permit from the local government20. A driveway or approach onto a state highway needs written permission from the Washington Department of Transportation21.

For land outside city limits, see the Pierce County page: county zoning applies only in unincorporated Pierce County, and parcels inside a city follow that city's zoning11. Pierce County's effective property tax rate is22%.

Watch-outs

  • We could not confirm Fife's building code adoption, permit exemptions or fee schedule; ask the Community Development Department at 253-922-9624 before you plan a project2.
  • Fife's accessory dwelling rules were being amended in 2026, so published summaries may be out of date5.
  • Pierce County's rules for RVs, tiny homes and zoning apply only to unincorporated land, not inside Fife11.
  • The sewer connection rule applies to new lots; interim septic systems beyond the sewer distance still need health department review314.

Unanswered questions are usually a sign that Fife publishes no rule on the point, not that none exists. Pierce County’s page lists the county offices to call.
