Do you need a building permit in Skamania County, Washington?

Yes. Construction and improvements subject to Skamania County permitting require a building permit, with specific code exemptions still possible1. Washington's State Building Code applies in Skamania County and is enforced locally13. Starting covered construction without a permit can trigger double the normal permit fee plus enforcement costs14. Skamania County publishes valuation- or construction-cost-based building fees, adds plan review at 65% of the permit fee, and lists separate inspection and environmental-health charges12. The Building Division accepts applications through Cloudpermit, where applicants can track status, pay and schedule or cancel inspections15. A temporary growing structure used solely for horticultural production has a narrow state building-code exemption; that exception does not cover every barn, shop or dwelling16.

Who is the Skamania County building department, and how do you reach it?

Skamania County Community Development's Building Division handles building-permit applications and inspections15. The office is at 170 NW Vancouver Ave, with mail sent to PO Box 1009, Stevenson, WA 98648; call (509) 427-3925 or email building@skamaniacounty.gov15. Applicants can apply and manage inspections through Cloudpermit15. For zoning, land-use applications and subdivisions, contact the Planning Division at the same courthouse annex by calling (509) 427-3900 or emailing permitcenter@co.skamania.wa.us17. Skamania County processes short plats and subdivisions through land-development review, including septic and water review18. Published fee schedules cover building, inspection, environmental-health and on-site sewage work, but the final price depends on project valuation, construction cost and the applicable review charges12.

Does Skamania County have zoning?

Yes. Skamania County administers zoning and publishes classifications with district-specific use and development standards195. Unincorporated parcels are regulated under county zoning, while specified Columbia River Gorge General Management and Special Management Areas also have Title 22 controls26. In the R-10 district, the minimum lot size is 10 acres; access panhandles do not count toward lot area7. R-10 side and rear setbacks are 20 feet, while the front setback depends on the public-road centerline, private-road centerline or front property line; lots under 2 acres follow standard building-code setbacks8. Permitted R-10 uses generally have a 35-foot height limit above average site grade, subject to the cited code exception9. Skamania County's Building Department handout sets a floor for dwelling units rather than a total square footage: at least one habitable room needs 70 square feet of floor area, plus a toilet, sink, bath or shower, and a kitchen with a sink.20 Ask Planning to identify the parcel's exact district and Gorge status before designing, because the district figures above are not countywide standards17.

How do septic permits work in Skamania County?

Skamania County Environmental Health administers on-site sewage permits and related inspections3. Except for a minor repair, installing, repairing, modifying, connecting to or expanding an on-site sewage system requires a permit before construction21. A new build, expansion or repair without records needs a site evaluation, and the completed system must be inspected before cover22. Soil feasibility belongs near the start of due diligence because only about 4% of mapped county soils lack severe limitations for a conventional drain field23. Skamania County also reviews septic and water as part of short-plat or subdivision review18. Environmental Health lists separate on-site sewage fees, and unpermitted OSS work is charged double the required permit fee12. Call 509-427-3903 or email permitcenter@skamaniacounty.gov for the On-Site Sewage Program22.

Can you live in an RV or tiny home on your land in Skamania County?

Unincorporated Skamania County limits RV occupancy on private land to no more than 14 consecutive days and no more than 120 days in a calendar year, unless a temporary dwelling permit applies24. The Planning Division can issue a temporary dwelling permit for one RV or other temporary dwelling per parcel in only two cases: continuous care or assistance for a person living on the parcel, or an owner who is building or placing a dwelling to live in24. The permit lasts 1 year or until those facts end, whichever comes first, and the RV must keep a current vehicle license, meet setbacks and county health-department requirements, and not be rented25. A care-based permit can be renewed if the request is filed at least 30 days before expiration; a building-based permit can be renewed once25. Within the Title 22 Gorge area, an RV, qualifying tiny home on wheels or manufactured home may be occupied as a hardship dwelling only for necessary care of an infirm or aged family member, for up to 2 years, and it must be removed within 30 days after expiration or the end of the hardship26. A code-built Washington tiny house may contain no more than 400 square feet, but local foundation, installation, location and permit approval still apply27. Skamania County also requires a license before a short-term vacation rental is offered, advertised or rented11.

Building a home in Skamania County: the steps, in order

  1. Ask Planning for the parcel's zoning classification and whether Gorge or floodplain controls apply52817.
  2. Establish potable water and septic feasibility; a new build without prior soil records needs a site evaluation22.
  3. Obtain the on-site sewage permit before covered septic construction begins21.
  4. Secure county permission for an approach to a county road or written WSDOT permission for an approach on a state-highway right-of-way2930.
  5. Apply for the building permit through Cloudpermit and budget for the valuation-based permit fee, added plan review and applicable inspections1512.
  6. If acting as owner-builder, treat the contractor-registration exemption separately from every required trade and land-use permit4.
  7. Complete required inspections, including the septic inspection before cover3122.
  8. For an ADU, prove potable water and septic capacity, then record the covenant after final inspection and before the certificate of occupancy1032.

What should you check before buying land in Skamania County?

Start with usable ground rather than deeded acreage alone: about 18.8% of Skamania County land has a slope of 15% or less, about 92.3% is wooded and about 85.1% is federal land333435. Confirm the parcel's zoning classification and Gorge or floodplain status because district standards and overlays change what can be placed where5628. Test septic feasibility early because only about 4% of mapped soils lack severe limitations for a conventional drain field23. For a well, the owner or agent must notify the Washington Department of Ecology at least 72 hours before covered construction, reconstruction or decommissioning begins36. Verify legal road access and the correct approach permission2930. Carrying-cost benchmarks include an effective property-tax rate near 0.7%, a median annual tax bill near $3,380 and a typical annual home-insurance premium near $1,309373839.

Watch-outs

  • Do not plan to live in an RV on raw land: unincorporated Skamania County caps RV occupancy at 14 consecutive days and 120 days a year unless Planning issues a one-year temporary dwelling permit for care or for building your own home2425.
  • R-10's 10-acre minimum, setbacks and 35-foot height limit apply only in that district; get the parcel classification before using those figures789.
  • An ADU needs proof of potable water and septic capacity, and its recorded covenant is required after final inspection but before the certificate of occupancy1040.
  • Conventional septic suitability is limited: only about 4% of county soils are rated without severe drain-field limitations, so test soils before committing to a house site23.
