Blount County, Alabama

Zoning, building permits and septic rules in Oneonta, Alabama

Oneonta, Alabama requires a building permit: the city building inspector must give written authorization before excavation, construction, moving, alteration or repair of a building begins1. The city enforces its own zoning ordinance through that same inspector2. Septic permits inside city limits come from the Blount County Health Department, not the city3.

Does Oneonta, AL have zoning?

Yes. The City of Oneonta administers and enforces its own zoning ordinance for land inside city limits, and the city building inspector is the official who does the enforcing2. The zoning map is part of that ordinance, so rezoning a parcel inside the city is a change to the ordinance and goes through the city's Planning Commission9.

That is different from the land around the city. Unincorporated Blount County has adopted no county zoning ordinance10. Do not assume the relaxed rural answer carries over: inside Oneonta, the city's ordinance decides what you can build and how you can use a lot.

We could not confirm Oneonta's minimum lot size, setbacks, lot coverage, minimum dwelling size, accessory dwelling rules or any tiny-home rule, because the district tables were not available to us. Ask the Oneonta building inspector for the zoning district of the exact parcel before you make an offer. One district rule we did confirm: buildings in the PR-1 planned single-family district may not exceed 3 stories11.

Do you need a building permit in Oneonta, and who issues it?

Yes. Inside Oneonta city limits, no one may excavate, construct, move, alter or repair a building or accessory structure until the building inspector has issued written authorization1. The only carve-outs are painting or wallpapering and repairs that do not change the character of the structure and stay under $100 in value1.

The City of Oneonta's building inspections office takes the application: two complete sets of construction plans go to the building inspector and the fire marshal for review, and work starts only after approval12. Call the Oneonta Chief Building Inspector at 205-813-7191 or write to inspections@cityofoneonta.us12.

The city's code adopts the International Residential Code with listed appendix exclusions, and the city's inspections page says it uses the 2021 international codes, so ask the inspector which edition applies to your plans12. We could not confirm a current numeric permit fee, so ask the building inspector for the fee schedule12.

Who is the Oneonta building department and how do you reach it?

Oneonta has its own building inspections office, separate from Blount County. The Chief Building Inspector can be reached at 205-813-7191 or inspections@cityofoneonta.us12. The inspector reviews permit applications, performs the required inspections and enforces the zoning ordinance13.

Blount County does not run this office. The county's Engineering Department administers the county subdivision regulations for land outside municipal limits, so a buyer inside Oneonta should start with the city, not the county14.

How do septic permits work inside Oneonta?

Septic permits stay with the county health department, not the city. Before an onsite sewage system is built on a lot inside Oneonta that is not connected to public sewer, the owner submits an application to the Blount County Health Department, and a Permit to Install is issued only if the application and plans meet the rules4. The installer must be licensed by the Alabama Onsite Wastewater Board4.

The Blount County Health Department's environmental services office is at 1001 Lincoln Avenue in Oneonta, phone 205-947-107615. Construction starts only after the permit is issued16.

Blount County soils are demanding: USDA rates about 6.9% of the county's soils as not limited for a conventional drain field, so many lots need a site evaluation or an engineered system17. We could not confirm whether Oneonta requires new homes to connect to city sewer or water, so ask the city before you assume a septic permit is the right path.

Can you live in an RV or tiny home in Oneonta?

Not in a residential district. Oneonta's parking rules say recreational vehicles, campers, boats and trailers may not be kept on a lot in a residential district except in a private garage, carport or enclosed building, unless a special exception is granted5. They also may not be connected to utilities or used for living, sleeping or housekeeping5.

We did not confirm how the rule applies in non-residential districts, and we could not find a tiny-home-specific rule or a rule on temporary camping on private land inside city limits. A tiny home built on a foundation would go through the building permit and zoning review above; ask the building inspector how the zoning district treats it before you buy.

Building a home in Oneonta: the steps, in order

  1. Ask the Oneonta building inspector for the parcel's zoning district and whether public sewer reaches it12.
  2. If there is no public sewer, apply to the Blount County Health Department for a Permit to Install a septic system4.
  3. Check whether the parcel is in a special flood hazard area; floodplain procedures apply to all projects there8.
  4. Submit two sets of plans to the building inspector and receive written authorization before work begins12.
  5. Finish construction within 1 year of the permit date; a permit with no work above the foundation within 90 days expires18.
  6. Notify the inspector when the building is ready; a final inspection follows within 3 days and a certificate of occupancy issues if the building conforms6.

What stays with Blount County, and what to check before you buy in Oneonta

Septic and well approvals stay with the Blount County Health Department3. For land outside Oneonta, the Blount County page covers the county's subdivision rules, which apply outside municipal limits14.

Alabama's home-builder licensing law applies in Oneonta as it does statewide: the permitting authority must refuse a permit for work that needs a builder's license unless the applicant shows a license or an exemption19. An owner building a one- or two-family home to live in can qualify for the owner-builder exemption, which does not transfer and requires that the home is not offered for sale20. That is a state licensing rule; we could not confirm an Oneonta-specific owner-builder provision, so confirm with the building inspector.

Blount County's effective property tax rate is 0.3%, and the median property tax bill is $508 a year2122.

Watch-outs

  • The city's inspections page cites the 2021 international codes while the adopted city code lists the 2015 edition; ask the Oneonta Chief Building Inspector which edition governs your plans12.
  • Oneonta's minimum lot size, setbacks, lot coverage, accessory dwelling rules and permit fee amounts were not available to us, so get the parcel's zoning district and fee schedule from the building inspector before closing12.
  • Rules for rural land outside city limits differ: unincorporated Blount County has adopted no county zoning ordinance, so do not apply the city's answer to a parcel outside Oneonta10.
