Do you need a building permit in Mono County, California?

Unincorporated Mono County requires building permits for new construction, remodeling, renovation, enlargement and some repair or alteration work21. Cosmetic work such as painting, carpeting, wallpaper, cabinets and trim does not require a county building permit1. Mono County applies California building codes; its Design Standards page identifies the 2025 California Building Codes and Design Standards22. A narrow county exemption covers qualifying unoccupied agricultural shade-cloth or hoop-house structures without service systems, but zoning, setbacks and fire requirements still apply23. Inside the Town of Mammoth Lakes, the town issues building permits; septic matters stay with Mono County Environmental Health45.

Who issues Mono County building permits, and how do you reach them?

For an unincorporated parcel, start with the Mono County Community Development Department's Building Division at 1290 Tavern Road, Ste 138, Mammoth Lakes, CA 93546; call 760-924-1800 or email commdev@mono.ca.gov24. The same department's Planning Division handles zoning approval and land-use questions at that address and contact14. Mono County recommends a preapplication conference for planning projects; after submittal, the county may accept an application as complete or request more information within 30 days25. County building-permit review checks plans against applicable codes, and county representatives may enter the permitted property for inspections2627. We could not confirm a universal building-inspection schedule; ask the Building Division which inspections apply and call its inspection hotline at 760-924-18272824. For a new home, the county's owner guide allows move-in after construction is complete and a certificate of occupancy is issued29.

Does Mono County have zoning?

Mono County combines its General Plan and zoning rules for the unincorporated area; applicable community Area Plans and Specific Plans further govern development302. Minimum lot area varies by designation and water supply; lots using individual septic generally need 15,000 square feet with public water or 40,000 square feet with an individual well, subject to stated exceptions and water-quality rules31. Setbacks, lot coverage and height also vary by designation8910. Commercial (C) and Commercial Lodging (CL-M and CL-H) specify front/rear/side setbacks of 10/5/0 feet and a maximum building height of 35 feet, subject to additional provisions32333435. Construction subject to the State Minimum Fire Safe Regulations instead needs a 30-foot setback unless an Article 5 deviation applies36. ADUs may be permitted where single-family residences are allowed, but well- or septic-served ADUs need Environmental Health clearance37. We could not confirm a general minimum floor area for an ordinary dwelling; ask Planning about the proposed design3814.

How do septic permits work in Mono County?

Mono County Environmental Health administers septic permits for onsite wastewater systems in the unincorporated county3. The septic permit must be issued before construction begins and covers construction, reconstruction, repair, modification, destruction or abandonment of an onsite wastewater or graywater system1139. In unincorporated Mono County, a wastewater-producing structure must connect to public sewer when one exists within 200 feet; an onsite system is then prohibited40. Where sewer is unavailable, an onsite system must meet county requirements; portable toilets are not a permanent solution, holding tanks cannot replace a residential system, and unconventional toilets in permanent structures still require a standard toilet connected to a permitted system41. Seepage pits and cesspools are prohibited in Mono County42. Only 5.1% of county soils lack severe limitations for a conventional drain field, so evaluate the site before fixing the house location20. Schedule installation inspections at least 2 working days ahead and before covering components43.

Can you live in an RV or tiny home on land in Mono County?

Unincorporated Mono County allows an RV on vacant land during construction of a main building for no more than 1 year unless the Director Review permit is renewed annually after notice to neighboring owners; Environmental Health must approve sanitation12. In designated hazard zones, temporary RV use may be allowed for no more than 6 months of each year during the authorized period with Director Review; temporary agricultural RV use on parcels of at least 20 acres is exempt from Director Review12. A foundation-built tiny home needs a county building permit and California Building Code compliance, along with applicable land-use, wastewater and fire-safety requirements15. A chassis-based tiny home is treated as an RV or trailer; do not assume it qualifies as a permanent dwelling16. The 2025 Rural Resort rules describe RV parks as temporary or seasonal, so ask Mono County Planning to confirm any permanent RV-residence proposal before buying1314. Manufactured homes are a separate option: Rural Mobile Home allows mobile homes as single-family dwellings, and Rural Residential allows manufactured homes subject to age and development criteria44.

How do you build a home in Mono County, step by step?

  1. Confirm that the parcel is in unincorporated Mono County rather than the Town of Mammoth Lakes24.
  1. Ask Planning to verify the zoning designation, minimum lot area, setbacks, lot coverage, height and dwelling type31891014.
  1. Secure water and wastewater approvals. A Mono County well permit is required for well construction, repair, modification or destruction19. Obtain the septic permit before onsite wastewater work begins11.
  1. Resolve access. A driveway along a county-maintained road generally requires a county encroachment permit, while a state-highway driveway permit goes through Caltrans4546.
  1. Submit the building-permit package and confirm current fees with the Building Division2147.
  1. If acting as owner-builder, identify the applicable contractor-license exemption and return the signed county acknowledgment before building-permit issuance; owner-performed work must not be intended for sale, and owner-builder status does not remove building permits or code requirements1718.
  1. Arrange required building inspections, the septic inspection before components are covered, and the new home's certificate of occupancy before moving in284329.

What should you check before buying land in Mono County?

Start with jurisdiction, zoning, legal access, water and wastewater feasibility. A private well requires a Mono County well permit, while septic layout can be difficult because only 5.1% of county soils lack severe limitations for a conventional drain field1920. Confirm that the recorded parcel is legal: Mono County regulates subdivision maps in the unincorporated area, and its Planning Commission reviews land divisions into 4 or fewer parcels48. Terrain also matters because 30.8% of Mono County land has a slope of 15% or less, so verify that usable area can hold the house, access and reserve septic field49. Mono County averages 15.2 inches of precipitation a year, and severe drought occurs in about 42.4% of years, making documented water supply more valuable than assumptions based on nearby wells5051. Ask Planning to check mapped flood hazards before closing because we could not confirm the operative floodplain-development requirements14.

Watch-outs

  • Inside the Town of Mammoth Lakes, building permits come from the town; septic matters remain with Mono County Environmental Health45.
  • In unincorporated Mono County, an onsite wastewater system is prohibited when public sewer exists within 200 feet of a wastewater-producing structure; sewer connection is required40.
  • Residential driveways along county-maintained roads typically require an encroachment permit, and most new roads or driveways also require a grading permit4552.
  • New construction subject to the State Minimum Fire Safe Regulations must meet a 30-foot setback regardless of land-use designation or parcel size unless it qualifies for an Article 5 deviation53.
  • California owner-builder status does not authorize an owner to personally perform C-57 well-drilling work54.
  • We could not confirm the county's floodplain-development permit rule; ask Mono County Planning to check the parcel before purchase14.
