Do you need a building permit in Eagle County, Colorado?

Building permits and inspections may be required when you construct a new building or alter or add to an existing building in unincorporated Eagle County15. Eagle County administers the 2021 ICC codes and 2023 National Electrical Code with local amendments, described in its Building Resolution7. Because permit applicability depends on the work and any exception, describe the exact scope to the Building Division before starting16. Owner-builders and general contractors do not need registration, but plumbers and electricians need active Colorado credentials, architects and engineers must be Colorado-licensed, and septic installers need an Eagle County license11. Before drafting plans, ask Planning about parcel-specific lot coverage, height, and ridgeline or stream setbacks171819. Like the counties around it in Colorado, Eagle County requires a county building permit20.

Who issues building permits in Eagle County, and how do you reach them?

The Eagle County Building Division reviews plans and performs inspections for construction in unincorporated Eagle County, and the office is open Monday through Friday, 8 a.m. to 5 p.m.21. Call 970-328-8761, or mail correspondence to 500 Broadway, Eagle, CO 8163121. Inspection coverage in El Jebel is Mondays and Thursdays, with emergencies handled individually.22 The county division does not inspect inside incorporated towns5. Inside the Town of Gypsum, the town issues building permits under its own code3; we could not confirm who issues building permits in Eagle, Avon, Basalt or Minturn, so ask the town hall. Septic permits for any address in the county still come from Environmental Health6. Permit fees follow the January 2025 Building Resolution and vary by total valuation; each application also carries a plan review fee equal to 65% of the permit fee, and a reinspection costs $10023. Confirm the current application method with the Building Division because county materials describe online, in-person and mail submission24. Before designing, call 970-328-8746 and ask for the Planner On Duty to verify zoning and parcel constraints12.

Does Eagle County have zoning?

Yes. Eagle County administers land-use zoning in unincorporated areas only2. Inside town limits the town sets zoning: Gypsum4, Eagle25, Avon26, Basalt27 and Minturn28 each adopt their own. A conventional zoning district's dimensional schedule determines allowable floor area ratio, lot coverage and impervious cover, while a Planned Unit Development requires an answer from the Planner On Duty18. Building height likewise comes from the dimensional schedule in a conventional district and from the applicable Planned Unit Development requirements where relevant19. The county's zoning map includes Agricultural Limited, Agricultural Residential, Commercial General, Commercial Limited, Industrial, Planned Unit Development and Residential Suburban classifications, among others.29 Ridgeline and stream setbacks apply where required, so there is no single setback answer for every parcel17. Colorado law allows county zoning to regulate building location, height, lot coverage, lot size, open space and density in unincorporated territory30. A HUD-code manufactured home can be installed only where local zoning allows it31.

How do septic (OWTS) permits work in Eagle County?

Septic permits in unincorporated Eagle County come from county Environmental Health, not from the building or zoning offices, and the same office covers addresses inside the county's towns.96 Environmental Health administers OWTS permits and contractor licensing, while Colorado Regulation 43 supplies statewide minimum standards for systems with flows of 2,000 gallons per day or less6. A county permit is required for every new OWTS installation, alteration or repair9. For property not connected to central sewer, the OWTS must be designed by a Colorado Registered Professional Engineer and installed by an Eagle County-licensed installer10. Reach Environmental Health at 970-328-8755 or environment@eaglecounty.us32. An OWTS alteration requires a pumping and inspection report, cleaners must file pumping reports within 10 days of service, and transfer-of-title inspections under the Adequacy Review program begin January 1, 20273334. Only about 4.1% of Eagle County soils are rated without severe limits for a conventional drain field, so price site evaluation and engineered design early35.

Can you live in an RV or tiny home on your land in Eagle County?

We could not confirm a county-specific rule allowing or barring RV living on a private rural parcel in unincorporated Eagle County; call the Planning line at 970-328-8746 and ask for the Planner On Duty before you plan around one for a specific parcel12. Don't rely on Colorado's state-park camping rules to answer this: those cover land Colorado Parks and Wildlife controls, not private land36. A tiny home has a clearer statewide path if it's built to Colorado Division of Housing standards: plans must be submitted to and approved by the Division before construction, the unit must meet Colorado-adopted codes, and it's certified for the specific site where it's installed37. A certified HUD-code manufactured home can be installed only where local zoning allows it, and placement in unincorporated Eagle County may require a county permit3120.

How do you build a home in Eagle County, Colorado, step by step?

  1. Call 970-328-8746 and ask for the Planner On Duty to confirm the parcel's zoning district, lot coverage, building height and applicable ridgeline or stream setbacks before designing12171819.
  2. Check access and floodplain status with Engineering, since road cut, grading, access and floodplain development permits run through that office38.
  3. If the parcel is not on a water system, apply for a well permit through the Colorado Division of Water Resources; a complete application can take up to 49 days to review13.
  4. If the parcel is not on sewer, create an account, submit the required OWTS documents and pay the applicable county fee249.
  5. Have the OWTS designed by a Colorado Registered Professional Engineer and installed by an Eagle County-licensed installer10.
  6. Describe the building work to the Building Division, confirm the submission method, and obtain any required permit before starting1624.
  7. Design to the county's adopted codes and local amendments, then complete the inspections assigned to the project75.

What should you check before buying land in Eagle County, Colorado?

Confirm whether the parcel is in unincorporated Eagle County or inside a town, because the county's zoning and building rules stop at town limits21. Only about 4.1% of Eagle County soils are rated free of severe limits for a conventional drain field, so budget for site evaluation and engineered OWTS design3510. We could not confirm the county rule requiring a private-well permit; ask the Colorado Division of Water Resources about the parcel's water rights and permit path. Transfer-of-title inspections under Eagle County's OWTS Adequacy Review program begin January 1, 202734. Federal land covers about 79.3% of Eagle County, which limits the private rural inventory and makes legal access worth checking closely39. The effective property-tax rate is about 0.4%, with a typical annual bill near $3,3391415. The nearest city of 100,000 or more is roughly 80 miles from the county center40.

Watch-outs

  • Eagle County updated its OWTS (septic) regulations on March 6, 2026, and will add an OWTS Adequacy Review Permit requirement, including Transfer of Title inspections, on January 1, 2027; confirm current requirements with Environmental Health rather than an older summary41.
  • The county's building and zoning answers apply to unincorporated Eagle County; the Town of Gypsum runs its own building permits and zoning, and Eagle, Avon, Basalt and Minturn run their own zoning, so confirm town limits before relying on this page2325262728.
  • We could not confirm a specific county rule on living in an RV on a private rural parcel; call Eagle County Planning at 970-328-8746 and ask for the Planner On Duty before you count on one12.
