Morgan County, Colorado

Zoning, building permits and septic rules in Log Lane Village, Colorado

The Town of Log Lane Village, Colorado, in Morgan County, adopts its own zoning and building code, so town rules apply inside town limits, not Morgan County's. The town code prohibits living in an RV outside a permitted RV park1. Outbuildings without sleeping quarters are exempt from a town building permit2. Septic permits for buildings not on city sewer come from the Northeast Colorado Health Department, not the town3.

Does Log Lane Village, Colorado have zoning, and what does it mean for RVs, lot size and setbacks?

Yes. The Town of Log Lane Village has its own zoning chapter, which establishes the R-1, R-2 and R-MH residential districts4. Other districts exist in the code but we did not review them.

In the R-1 district a single-family dwelling needs at least 5,000 square feet of lot9 and at least 700 square feet of floor area, excluding basement7. In R-2 a single-family dwelling needs at least 600 square feet of floor area8 on the same 5,000-square-foot minimum lot10. On other corner lots the R-1 side yard is at least 15 feet12. In the R-MH mobile home district the front yard is at least 20 feet13.

RVs are the sharpest rule: the code bars living, sleeping or cooking in a trailer, motor home or other recreational equipment except within a permitted RV park or campground1.

Do you need a building permit in Log Lane Village, and who issues it?

The town, not Morgan County, sets building permit rules inside town limits. Log Lane Village adopted the 2009 International Building Code with local amendments5. Agriculture buildings, and sheds, pole barns, garages or other outbuildings that do not contain sleeping quarters, are exempt from a building permit2. The town also amended the residential code's exemption threshold from 200 to 120 square feet2. A house or any building with sleeping quarters is therefore not covered by the outbuilding exemption.

The agricultural exemption has a catch: the building cannot be a principal place of employment where agricultural products are processed, treated or packaged, and cannot be used by the public14.

The Town of Log Lane Village posts a building permit / trailer moving application on its local government page15. Permit fees follow a schedule adopted by the board of trustees; we could not locate the current dollar amounts16, so ask the town office.

Who handles building and zoning in Log Lane Village, and how do you reach them?

The town office at 202 Birch Street is the contact for building permit questions inside Log Lane Village15. Call the town office at (970) 867-802715.

Morgan County's Planning and Zoning Department administers building permits and land-use changes for the unincorporated portion of the county17. A parcel inside Log Lane Village is not in that unincorporated portion, so start with the town. For land outside town limits, see the Morgan County page.

We could not confirm from the town's published material who performs inspections, whether a certificate of occupancy is issued, or whether an owner-builder exemption applies inside the village, so ask the town office before you pour a foundation.

How do septic permits work in Log Lane Village?

Septic permits in Morgan County come from the Northeast Colorado Health Department. The health department requires a permit before installing, altering, expanding or repairing an on-site wastewater system3, and the requirement covers buildings not connected to a city sewer system18. The Morgan County office of the health department is at 228 W. Railroad Ave. in Fort Morgan, (970) 867-491819.

We could not confirm which streets in Log Lane Village connect to town sewer, or how the town's water and sewer connection rules apply to a new home. Ask the town office at (970) 867-8027 whether a lot is on town sewer before you assume it needs a septic system15.

A new groundwater well needs a state permit in Colorado, subject to exemptions20; we could not confirm well rules specific to the village.

Can you live in an RV, mobile home or tiny home in Log Lane Village?

RVs: the town code prohibits living in a motor vehicle, trailer, coach, motor home or other recreational equipment except within a permitted RV park or campground1. The one exception is hosting guests on private residential property, for not more than seven days in a calendar year21. Travel trailers may be occupied only in a licensed travel home park with water, sewer and electric connections1. Building a house while camping on your lot is therefore not allowed under the code.

Mobile homes: outside a mobile home park, a mobile home is allowed only in the R-MH district, on engineered concrete piers certified by a state-registered engineer6. Manufactured homes may be placed elsewhere in town as authorized6.

Tiny homes: Colorado treats Division of Housing-approved tiny homes as approved for long-term living if they meet local zoning22. The village's own code has no tiny home provision that we found, so confirm with the town office.

Building a home in Log Lane Village: the steps, in order

  1. Confirm the parcel's zoning district (R-1, R-2, R-MH or another) and its minimum lot and floor area with the town office415.
  2. Check whether the parcel lies in a special flood hazard area; new residential construction there must have the lowest floor one foot above base flood elevation11.
  3. Ask whether the lot is on town sewer. If not, apply to the Northeast Colorado Health Department for a septic permit319.
  4. File the town's building permit application; the town enforces the 2009 building code with local amendments515.
  5. Plumbing is handled under the 1983 Colorado Plumbing Code that the town adopted separately5.
  6. Ask the town office about inspections and the certificate of occupancy, which we could not confirm.

What to check before you buy land in Log Lane Village

Check the flood map, the lot's district and the sewer question first. Subdivision proposals in the village must be reasonably safe from flooding23, and we reviewed only the flood-related subdivision standards.

Morgan County figures help set expectations. The county's effective property tax rate is 0.5%24, and its typical home value is about $333,99625. The county gets about 14.9 inches of precipitation a year26. The nearest city of 100,000 or more is about 53 miles from the county center27.

Short-term rental rules, driveway access and building height inside the village are not confirmed; call the town office at (970) 867-802715.

Watch-outs

  • Town rules apply only inside Log Lane Village limits; unincorporated Morgan County land follows the county's building permit and zoning rules instead17.
  • Camping in an RV on your own lot while you build is prohibited by the town code, apart from a guest stay of seven days or less per calendar year1.
  • A building with sleeping quarters does not qualify for the outbuilding permit exemption2.
  • The Northeast Colorado Health Department's revised septic regulations took effect 6/15/2026, so use current forms18.
