Zoning, building permits and septic rules in Douglasville, Georgia

Douglasville, Georgia (in Douglas County) requires building permits, which its own building official reviews and authorizes1. Does Douglasville, GA have zoning, and what does it mean for RVs, tiny homes, lot size and setbacks?

Yes. Douglasville adopts its own zoning, and the Unified Development Ordinance publishes the districts, including R-2, R-3 and R-4 residential, PRD, CBD and a flood-hazard overlay6. The city's Planning & Zoning page is the office for zoning applications11.

Rules differ by district, so check the parcel's zoning first. In R-2, a single-family detached home needs at least 1,500 sq ft, a lot of at least 20,000 sq ft and 100 ft of width712. R-2 setbacks for the principal building are 50 ft front, 15 ft side and 30 ft rear13. In R-3, the minimum lot is 10,000 sq ft14, with 35 ft front, 15 ft side and 30 ft rear setbacks15. Principal buildings top out at 35 ft in both districts16.

Camping is the closest rule on RVs we confirmed: it is unlawful anywhere in Douglasville except places the mayor and council designate9. We could not confirm whether an RV or tiny home may serve as a dwelling on a city lot; ask the Planning & Zoning office. Georgia treats a site-built or modular tiny home as an ordinary dwelling under the building code, subject to local zoning17.

Do you need a building permit in Douglasville, and who issues it?

Yes. Inside Douglasville city limits, the city building official reviews and authorizes building permits, certificates of occupancy and land disturbance permits1. The same official runs plan review and inspections for residential and commercial work4. The UDO requires dwellings to meet the building code the city has adopted18. We could not confirm the size threshold below which a permit is not needed, so call the Building Division before assuming a small project is exempt.

Building yourself does not skip any of this. Georgia does not require an owner to hold a contractor license to build their own home, but the owner must still comply with local building codes and regulations10. The city's own owner-builder paperwork rules inside Douglasville were not confirmed; ask the Building Division.

Who is the Douglasville building department, and how do you reach it?

The City of Douglasville Building Division sits within Community Development at 6758 Spring Street19. Permits and inspections are requested online through the AccessMyGov portal19. Phone 678-449-3230 or email buildinginspection@douglasvillega.gov19.

Do not confuse it with Douglas County Planning & Zoning on Timber Ridge Drive: that office handles building permits and zoning for unincorporated Douglas County, not for addresses inside the city. For land outside city limits, see the Douglas County page.

How do septic permits work inside Douglasville?

Septic permits do not come from the city. Georgia rule requires a construction permit from the County Health Department before anyone begins developing a lot or installing an on-site sewage system3. In Douglas County that is the County Board of Health, served by Cobb & Douglas Public Health's Douglas County Environmental Health office20. The Board must find the site suitable before it issues a permit21, and a permit is valid for no more than 12 months22.

Most city lots are on public sewer, and Georgia requires a connection when public sewer is within 200 feet of the property line or in the abutting right-of-way23. Whether a particular Douglasville address has sewer available, and who handles hookups, we could not confirm; ask the city and the Douglasville-Douglas County Water and Sewer Authority. Private wells were also not confirmed for city lots; in Georgia a well contractor must notify the county health department before drilling24.

Building a home in Douglasville: the steps, in order

  1. Confirm the parcel's zoning district on the city's zoning map and read the district standards in the UDO6.
  2. Ask the Planning & Zoning office about any rezoning or variance needs; zoning applications are due the last business day of each month11.
  3. If sewer is not available, apply to the County Board of Health for a septic construction permit before development begins3.
  4. Apply for the building permit through the City Building Division1; land disturbance is permitted by the same official1.
  5. Schedule city inspections as work proceeds4.
  6. Obtain the certificate of occupancy before moving in5.

What stays with Douglas County, and what to check before you buy

Septic and well oversight stay with the county health office, not the city3. A lot just outside city limits falls under Douglas County Planning & Zoning instead, with its own rules; see the Douglas County page for unincorporated land.

County-level context: Douglas County's effective property tax rate is 0.8%25, and about 47.4% of its soils rate as not limited for a conventional septic drain field, so the other half will need a site evaluation26. Floodplain development in Douglas County needs approval of a floodplain management permit by the Water and Sewer Authority27. Driveways onto a state highway need a state permit from the GDOT District office28; city street driveway rules were not confirmed.

Watch-outs

  • Douglasville building permit exemption thresholds, fees and the city's process pages were not confirmed; ask the Building Division before starting small projects1.
  • R-2 and R-3 numbers above are district-specific, and detached homes on lots under 20,000 sq ft can face a larger 1,800 sq ft heated-space minimum under the UDO7.
  • RV or tiny-home living, accessory dwellings and short-term rentals inside Douglasville were not confirmed; ask Planning & Zoning11.
