Does Covington, GA have zoning, and what does it mean for lot size and setbacks?

Covington has its own zoning, laid out in Title 16 of the city code1. The residential districts are Neighborhood Residential 1, 2 and 3, alongside corridor, town-center, mixed-use and industrial districts7.

Dimensions depend on the district. Minimum lot area is 12,000 square feet in the first district, 5,000 in the second and 1,800 in the third8. Side yards must be at least 10, 7 and 5 feet, and rear yards at least 20, 20 and 5 feet9. Maximum height in all three is 35 feet10.

Front setbacks come from the city's street-type table, so confirm yours with City Planning & Development before you draw a site plan2.

Do you need a building permit in Covington, and who issues it?

Covington's Planning & Development department lists a building permits specialist, so building permits for property inside the city are handled by the city, not by Newton County2. We could not confirm the city's own permit thresholds or fee schedule, so call the department before you start work.

Georgia's mandatory state minimum codes, including the International Residential Code, apply to construction whether or not a local government enforces them11. The city has also adopted the International Property Maintenance Code in part as its housing code12.

Georgia does not require a contractor license to build your own home, but that exemption does not waive local permits, inspections or zoning6.

How do septic permits work in Covington?

Septic permits in Newton County are issued by Newton County Environmental Health, part of the Gwinnett, Newton and Rockdale health district313. The city does not issue them. We could not confirm a separate city septic rule.

A county septic application covers new construction, repairs and additions, and calls for a Level 3 soil report for each14. Under Georgia rules, a lot must connect to public sewer when a system is available within 200 feet of the property line or in the right-of-way abutting it15. Ask the city whether sewer reaches your lot before you pay for soil work.

Can you live in an RV, tiny home or manufactured home in Covington?

Inside Covington, a travel trailer may be occupied no more than 14 continuous days anywhere except a licensed mobile home park or travel trailer park5. Living in an RV on your own residential lot while you build is therefore not allowed beyond that.

A mobile home on a lot must meet the same land area, sewerage and garbage disposal requirements as a single mobile home inside a park16.

We could not confirm a city rule for tiny homes. Georgia says a site-built or modular tiny home is a dwelling subject to the same building codes and must be approved for siting by the local government17. Ask City Planning & Development which district would accept yours2.

Building a home in Covington: the steps, in order

  1. Call City Planning & Development to confirm the zoning district and its minimum lot area and setbacks82.
  2. Check whether public sewer reaches the lot; if not, contact Newton County Environmental Health about a soil report and septic permit1413.
  3. Check the flood map: in a special flood hazard area, the lowest floor must be at least one foot above base flood elevation where that elevation is published18.
  4. Apply for the building permit with the city's permitting staff2.
  5. Request inspections at each stage and confirm what the city requires for a certificate of occupancy; we could not confirm those details19.
