Does Porterdale, Georgia have zoning, and what does it mean for RVs and manufactured homes?
Yes. Porterdale divides the city into zoning districts under its own code4. The districts are AG-G, RR, R1, R2, R3, MU, OI, CN, CG and LI1. We could not confirm minimum lot sizes, setbacks or minimum house sizes for the residential districts, so ask the city before you rely on any of them.
RVs: Porterdale's code says a recreational vehicle may not be occupied, temporarily or permanently, anywhere except an authorized recreational vehicle park or as chapter 119 otherwise states5. A parked RV must sit at least 12 feet behind the front yard building line5. Living in an RV on a vacant lot inside city limits is therefore not a safe plan.
Manufactured homes: no mobile home may be moved into Porterdale as a residence6. Qualifying manufactured homes must sit at least 30 feet from any permanent building, on a permanent foundation6.
Do you need a building permit in Porterdale, and who issues it?
For manufactured homes, yes: the Porterdale zoning administrator, or an authorized agent, issues the building and occupancy permits2. The application goes to the zoning administrator's office and must describe the unit, zoning district, tax parcel, water source and waste disposal type8.
For a site-built home, we could not confirm the city's permit steps, inspection requirements or fee schedule. Porterdale adopts the International Existing Building Code and the International Property Maintenance Code in addition to Georgia's state minimum standard codes7, and Georgia's mandatory state codes apply to all construction whether or not a city enforces them locally9. Call Porterdale City Hall before you plan a build.
The one fee we found is $15.00 per hour for code enforcement and inspection service under the property maintenance code10. Owner-builder rules inside the city are unconfirmed.
How do septic permits work inside Porterdale?
Septic approval is not a city decision. The code requires approval of the septic system by the Newton County Health Department before a manufactured home can get its occupancy permit11. Newton County Environmental Health, part of the Gwinnett, Newton and Rockdale health district, administers septic permitting and inspection for the county12.
Georgia law requires a construction permit before an onsite sewage system is built, and the permit is valid for no more than 12 months13. Where a public or community sewer is available within 200 feet of the property line, Georgia requires connection to it14. Manufactured homes in Porterdale must also connect to water and sewerage under the city's applicable ordinance15. Private wells and septic inspection details inside the city are unconfirmed; ask Newton County Environmental Health.
Can you live in an RV or tiny home in Porterdale?
RVs: only in an authorized recreational vehicle park, or as chapter 119 otherwise provides5. Camping overnight in Porterdale city parks is also unlawful, including with a house-trailer or camp-trailer16. We did not find a rule for tent camping on private land inside the city.
Tiny homes: we could not confirm a Porterdale rule. Georgia treats a site-built or modular tiny home as a dwelling subject to the same building codes as any other home, and the local government decides siting through zoning17. A tiny home on wheels or a manufactured-home-style unit falls under different standards17.
Outside city limits the county's rule differs: unincorporated Newton County allows a recreational vehicle as a temporary dwelling for no longer than 14 days in any three-month period, and only with a permanent dwelling on the lot18.
Building a home in Porterdale: the steps, in order
- Confirm the parcel is inside Porterdale city limits and find its zoning district with the city1.
- Ask City Hall which district rules (lot size, setbacks, minimum house size) apply; we could not confirm them.
- Get septic site approval from Newton County Environmental Health, or confirm a sewer connection with the city314.
- For a manufactured home, file the permit application with the zoning administrator and use a licensed installer86.
- Pass inspections, then obtain the occupancy permit before anyone lives in the home19.
What stays with Newton County, and what to check before you buy
Land outside Porterdale city limits is governed by Newton County instead of the city. Unincorporated Newton County requires a building permit for new buildings and additions20; see the Newton County page for those rules. Septic permits stay with the county health district for every address in the county12.
Before you buy inside Porterdale: confirm the zoning district, ask the city about site-built home permits, check for floodplain limits (we could not confirm Porterdale's floodplain rules), and ask about driveway access, which is also unconfirmed inside the city. A driveway onto a state highway needs a state permit21.
