Does Dallas, Georgia have zoning, and what does it mean for RVs, tiny homes and setbacks?
Yes. The City of Dallas adopts and administers its own zoning code, Chapter 44, for land inside city limits2. Paulding County's zoning ordinance covers the unincorporated land around the city, not parcels inside Dallas8.
District matters. In the R-2C single-family conservation district, accessory buildings go in the rear yard only, at least 10 feet from any property line, and may not contain an independent kitchen, which effectively rules out a separate dwelling unit there6.
For RVs, the one confirmed rule is that overnight parking of campers and recreational vehicles is strictly prohibited in the Corridor Overlay District5. We could not confirm a general rule for living in an RV on a residential lot in Dallas, so ask the Community Development Department before you plan on it9. Camping on public streets, sidewalks and rights-of-way is unlawful in the city10. We also could not confirm a tiny-home rule for Dallas; Georgia says a tiny home must be approved for siting by the local government and is subject to the same building codes as any other home11.
Do you need a building permit in Dallas, GA, and who issues it?
Yes, the City of Dallas Community Development Department issues building, electrical, heating and air-conditioning, plumbing and pool permits for residential and commercial work inside city limits1. Permits can be applied for online through the city's customer service portal1.
A single-family unattached dwelling in Dallas must have at least 1,500 square feet of conditioned space, and all other residential dwellings at least 900 square feet4. That is larger than the 1,100 square feet Paulding County's private dwelling policy asks for in unincorporated areas12.
Inspections inside city limits are carried out by Bureau Veritas, and the building permit must be posted on the lot before an inspection is requested13. Re-inspection fees run $25 for the first, $50 for the second and $100 for the third13. Georgia does not require a license to build your own home, but that exemption does not waive local permits or inspections14.
How do septic permits work for a Dallas, GA address?
Septic permits are not a city function. Paulding County's permit form names the state Environmental Health Department as the authority for a septic tank permit, if one applies to the property3. The local contact is Paulding County Environmental Health at 770-443-787715.
Statewide, the county board of health must find a site suitable before it issues a construction permit, and the system needs a final inspection before it is backfilled or used1617. Where a public sewer is available within 200 feet of the property line, Georgia requires connection to it18.
We could not confirm whether the city has its own septic or sewer-connection rules, so ask Environmental Health and the city's Community Development Department which applies to your lot.
Building a home in Dallas, GA: the steps, in order
- Confirm the lot is inside Dallas city limits and find its zoning district with the Community Development Department9.
- Check the district's rules, including the 1,500 square foot minimum for a single-family detached home4.
- If the lot is in the future-conditions floodplain, new construction must meet the city's floodplain sections, with the lowest floor at least 4 feet above base flood elevation, or above the future-conditions flood elevation if that standard is higher7.
- Get septic or sewer approval from Paulding County Environmental Health15.
- Apply for the building permit with Community Development, online or by email1.
- Post the permit on the lot and call for inspections13.
What stays with Paulding County, and what to check before you buy
The city's rules apply inside Dallas city limits only. For land outside the city, use the Paulding County page: the county runs its own building permits and zoning for unincorporated land198.
Septic and well review for every Paulding County address stays with county Environmental Health15. Georgia also requires a licensed contractor to notify the county health department before drilling a well20.
County figures, not Dallas-only ones: Paulding County's effective property tax rate is 0.8%21, and about 85% of the county is wooded22. The county's soils are rated not limited for a conventional septic drain field on 37.7% of land, so many lots need a site evaluation23.
Watch-outs
- The Community Development Department says the city revised its zoning code in October 2024, so read the current Unified Development Code and zoning map, not older ordinance text9.
- We could not confirm Dallas's rules on setbacks for principal buildings, lot size, building height, permit fees and RV living on a residential lot; ask Community Development at 770-443-8110 before buying9.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
