Zoning, building permits and septic rules in Aragon, Georgia

Aragon, Georgia (Polk County) has its own zoning ordinance1 and has adopted building codes enforced by a city-appointed inspector2. We could not confirm the city's building permit steps, so call Aragon City Hall before you buy or build3. Septic permits come from the Polk County Environmental Health Department, not the city4.

Does Aragon have zoning, and what does it mean for lot size and setbacks?

Yes. The City of Aragon adopted its own zoning ordinance, so city rules, not Polk County's, govern land inside Aragon city limits1. Dimensions depend on the district. In the R-1 district, a lot needs at least 15,000 sq ft and 100 ft of width, and a house needs at least 1,750 sq ft of floor area512. R-1 setbacks are 35 ft in front on the primary street, 10 ft on the sides and 20 ft in back13. In R-2, lots start at 10,000 sq ft and 80 ft wide, with a 1,200 sq ft minimum house1415. In R-3, a single-family lot needs 8,000 sq ft and a house at least 1,000 sq ft1617. The residential districts cap building height at 35 ft18. A lot without public sewer needs at least 15,000 sq ft per dwelling unit and 100 ft of width in these districts5.

Do you need a building permit in Aragon, and who issues it?

We could not confirm Aragon's general building permit process or fees, so ask City Hall at 770-684-6563 before you start3. What the city's code does show is that Aragon adopted the Life Safety Code, the International Building Code and the International Property Maintenance Code, enforced by an inspector the mayor appoints2. That inspector may enter and inspect any property, building or structure to check compliance6. Georgia's mandatory state building codes apply to all construction whether or not a city enforces them locally19. Georgia does not require a contractor license to build your own home, but you must still meet local code requirements11. Polk County Building Inspection serves unincorporated land; do not assume its permits apply inside Aragon20.

How do septic permits work inside Aragon?

Septic permits for Aragon addresses run through the Polk County Environmental Health Department, part of the Northwest Georgia Public Health District, not City Hall48. The application goes on County Board of Health forms, and a construction permit is issued only after a favorable site inspection7. A permit is valid for no more than 12 months from issuance7. If a public or community sewer line is within 200 feet of the property line or in the abutting right-of-way, Georgia requires you to connect to it21. Ask City Hall whether sewer reaches your lot3. Where there is no sewer, Aragon requires health department approval for every manufactured or mobile home on a lot22. Polk County's soil data shows only about 22% of soils rated not limited for a conventional drain field, so expect a site evaluation and possibly an engineered system23.

Can you live in an RV, manufactured home or tiny home in Aragon?

RVs are limited. Aragon's zoning lists recreational vehicles and travel trailers only as part of parks in the R-3 district, and park plans must be presented to the city9. Manufactured and mobile homes may not be placed on an individual lot outside a manufactured home park unless the city grants a special use permit10. A mobile home moving into the city needs structural, HVAC and electrical inspection at the owner's cost6. We could not confirm any Aragon rule on tiny homes. Georgia says a tiny home must be approved for siting by the local government, and local zoning controls minimum size24. Because Aragon's single-family minimums start at 1,000 sq ft, a small tiny home likely would not qualify without city approval17. Ask City Hall before buying3.

Building a home in Aragon: the steps, in order

  1. Call Aragon City Hall at 770-684-6563 to confirm the zoning district and the building permit process for your lot3.
  2. Check the district's lot size, floor area and setbacks in the city zoning ordinance1.
  3. Ask whether public sewer reaches the lot; if not, apply to Polk County Environmental Health for a septic permit78.
  4. Check flood mapping: inside special flood hazard areas, the lowest floor must be at least one foot above base flood elevation where that elevation is known25.
  5. Build to the adopted codes and expect inspections by the city's inspector6.
  6. A driveway onto a state highway needs a permit from the Georgia DOT district office26.

What stays with Polk County, and what to check before you buy

Septic permits for every Polk County address, inside Aragon or not, come from Polk County Environmental Health4. Polk County's own zoning applies to unincorporated land, not inside Aragon27. If your land lies outside city limits, use the Polk County page instead. Confirm the parcel is inside city limits before relying on any rule here. Polk County's typical home value is about $229,428 and its effective property tax rate is 0.8%2829.

Watch-outs

  • We could not confirm Aragon's general building permit steps, fees, certificate of occupancy rules, well rules or accessory dwelling rules; ask Aragon City Hall3.
  • Aragon's code puts mobile homes on individual lots behind a special use permit, so a manufactured home on a vacant lot is not a simple placement10.
  • In flood hazard areas, an RV must be on site fewer than 180 consecutive days, be road-ready, or meet new construction standards9.
