Does Social Circle, Georgia have zoning, and what does it mean for RVs and tiny homes?

Yes. Social Circle zones land under its own Unified Development Code, with districts that include AG, R-15, R-25, RMD, a residential-only PUD and OI4. These are city rules, separate from Walton County's zoning of unincorporated land.

In Social Circle's R-15, R-25, RMD and residential-only PUD districts, an RV or trailer may never be used for living, sleeping or housekeeping, and parking one longer than 72 hours requires a side or rear yard behind the main building line, a carport or enclosed structure, or a spot out of public view3. Single-family detached homes in those districts must be at least 1,600 heated square feet2, which rules out most tiny homes as a primary house. We found no tiny-home rule written for the city, so ask the Community Development Department1.

Accessory suites and garden cottages are allowed only if the zoning district permits them5.

What lot size, coverage and setback rules apply in Social Circle?

Rules differ by district. In the R-25 district, the city's code is built around a 25,000 square foot minimum lot7, and impervious surfaces such as roofs and pavement are capped at 70 percent of the lot8. We could not confirm lot sizes for the other districts, or setbacks for any district, so get the district table from the city before you plan a layout1.

Buildings or lots in areas of special flood hazard face extra development rules from the city, which uses the flood studies for Walton, Newton or Morgan County, depending on the parcel9.

Do you need a building permit in Social Circle, and who issues it?

The City of Social Circle Community Development Department, not Walton County, is the office to start with for building inside city limits. Its page calls itself the place to begin for building a new structure or remodeling one, and says a building or trade permit can take up to 5 business days to issue1. The city does not require a permit for a fence, though the historic district has a separate approval1.

The page we reviewed does not spell out which projects need a permit, the building code the city enforces, or the owner-builder rules, so call the department before you start1. Walton County's own residential permit packet applies to unincorporated Walton County, not city lots10.

How do septic permits work inside Social Circle?

Georgia requires a permit for any new or repaired on-site sewage system11, and a final inspection before the system is backfilled or used12. In Walton County, septic permits run through the county health department's Environmental Health office, which is part of the Northeast Health District613.

We could not confirm how septic is handled for parcels inside Social Circle, or whether a given lot can connect to city sewer. Ask Social Circle Community Development about sewer availability, and Walton County Environmental Health about septic. Setting a new home on a lot without sewer can mean an on-site system; USDA rates about 77 percent of Walton County's soils as not limited for conventional drain fields14.

Building a home in Social Circle: the steps, in order

  1. Confirm the parcel is inside city limits, then call the Community Development Department at (770) 464-2380 to confirm the zoning district1.
  2. Check the district's minimum lot size, setbacks and the 1,600 square foot minimum home size2.
  3. Ask about sewer; if the lot needs septic, contact Walton County Environmental Health for a site evaluation13.
  4. Check the flood map for the parcel9.
  5. Apply for the building permit with the city and allow up to 5 business days for issue1.
  6. If the lot fronts a state highway, expect a state driveway permit15.

Walton County's effective property tax rate is 0.8 percent16, with a median bill of $2,431 a year17. The county's typical home value is $391,75318. Watch-outs

  • Social Circle's code sections we reviewed name only some zoning districts, so confirm your parcel's district and its dimensional table with the city before relying on any lot size or setback4.
  • A parcel with a Social Circle address may lie outside city limits, where Walton County's rules apply instead of the city's19.
  • We could not confirm the building code, owner-builder rules, permit fees or septic procedure inside city limits; call the Community Development Department at (770) 464-23801.
