Wayne County, Georgia

Zoning, building permits and septic rules in Jesup, Georgia

Inside Jesup, Georgia, the city's own building inspections department reviews plans and issues building permits1, and the city enforces its own zoning ordinance2. Septic permits are not a city matter: the Wayne County Health Department handles them3. Land outside city limits falls under Wayne County's rules instead.

Does Jesup, Georgia have zoning, and what does it mean for RVs, tiny homes, lot size and setbacks?

Yes. The City of Jesup enforces its own zoning ordinance inside city limits2, and its rezoning requests go through the city's planning and zoning board1. The districts we reviewed are A-1 agricultural and R-1, R-2 and R-3 residential4; the city's commercial and industrial districts were not reviewed.

Minimum lot area depends on the district: 18,000 square feet in R-112, 12,000 in R-213, 7,200 for the first dwelling in R-314 and one acre in A-115. Buildings in R-1 and A-1 are set back at least 50 feet from the front line, with side yards of at least 10 feet and a rear yard of at least 30 feet in each1617. In R-3 the front setback is 25 feet18. Total lot coverage by the house and all accessory buildings is capped at 40 percent in R-119 and 50 percent in R-320. Height is capped at 35 feet in R-121.

Minimum floor area for an on-site built single-family home is 1,800 square feet in R-15, 1,200 in R-26, and 900 in R-37 and A-18. We found no Jesup rule that addresses tiny homes by name, so ask the city building inspector before you plan one.

Do you need a building permit in Jesup, and who issues it?

Yes. The City of Jesup's building inspections department reviews plans and issues building permits for residential and commercial buildings and remodeling projects inside the city1. Permits are required before construction begins, with inspections from start through final inspection1. Jesup has adopted the 2024 edition of the IBC, IRC, IPC and IMC and the 2023 NEC as its building code1.

Georgia's mandatory state construction codes apply to all construction whether or not a locality enforces them22. We could not confirm Jesup's building permit fee schedule or its application steps beyond the city's building permit application form; call the city building inspector, listed above.

How do septic permits work inside Jesup?

Georgia requires a permit to build, repair or replace an onsite sewage system23, and permits are issued by the county board of health after a site inspection24. For Wayne County that is the Wayne County Health Department's Environmental Health unit25. A lot in Jesup that can connect to public sewer is a different case: Georgia law requires connection where a public or community sewage system is available26. We could not confirm Jesup's own sewer-connection rule, so ask City Hall whether your lot has sewer service before you apply for a septic permit.

If a class B manufactured home is proposed with private sewage disposal, Jesup's code requires Wayne County Department of Health approval9.

Can you put a manufactured home in Jesup?

Sometimes. Class A manufactured homes are allowed in the R-3 and A-1 districts, and in A-1 only for an owner, relative, tenant or employee9. A class B manufactured home may be placed only on a temporary hardship permit from the board of commissioners, for six months with one six-month renewal, and the application fee is $259. Outside the city, Wayne County has its own manufactured-home certificate of occupancy requirement27.

Can you live in an RV in Jesup?

We could not confirm a Jesup rule on living in an RV on private land. Ask the city building inspector before parking an RV to live in. If the lot lies in a mapped flood hazard area, Jesup's flood ordinance says an RV must be on site fewer than 180 consecutive days, be road-ready, or meet new-construction standards10. Wayne County's RV rules, which cap occupancy at 90 days, apply to unincorporated land only, not to Jesup28.

Building a home in Jesup: the steps, in order

  1. Confirm your lot's zoning district on the city zoning map with the Jesup building inspector1.
  2. Check lot size, setbacks and minimum floor area for that district against your plans4.
  3. If the lot is not on public sewer, get a site evaluation and septic permit from the Wayne County Health Department24.
  4. Check for flood hazard: building in a special flood hazard area requires the lowest floor to be at least 1 foot above base flood elevation where that data exists10.
  5. Apply for the building permit with the City of Jesup building inspections department and schedule inspections through final1.
  6. If the land needs rezoning, the request goes to the planning and zoning board and carries a $300 application fee1.

What stays with Wayne County, and what to check before you buy

Septic permits and inspections stay with the Wayne County Health Department3. Land outside Jesup city limits is governed by Wayne County's building and zoning rules, not the city's; see the Wayne County page. Wayne County's effective property tax rate is 0.8%29, with a median bill of $1,193 a year30. Conventional septic drain fields rate poorly in the county's soils, so expect a site evaluation and possibly an engineered system31.

Watch-outs

  • Jesup's building permit fees and permit steps were not confirmed; call the City of Jesup building inspector before you budget1.
  • Only the A-1, R-1, R-2 and R-3 district rules were reviewed, so commercial and industrial districts may have different standards4.
  • Wayne County's rules (including its 90-day RV limit) stop at the city limits; confirm your parcel is inside Jesup before using either set of rules28.

A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
