Vienna, Missouri requires a city building permit from the building inspector before anyone erects, enlarges or improves a structure inside city limits1. The permit fee is $10 per permit2. Septic systems inside Vienna need a written permit from the city's inspector3, and the state health department is the county's septic authority4. We could not confirm a citywide zoning ordinance.

Do you need a building permit in Vienna, Missouri?
Yes. Vienna's city code says no person may erect, construct, enlarge or improve any building or structure in the city without first getting a separate building permit for each one from the building inspector110. The application is written, on a city form, and has to describe the work and the land, the intended use, the plans and specifications, and the valuation11.
The permit fee is $10 for each building permit, due when the application is submitted210. A permit lapses if work does not start within 120 days or stops for 120 days1.
This is a city rule. Land outside Vienna's city limits is unincorporated Maries County, where we found no county building permit requirement; see the Maries County page for that12.
Who issues building permits in Vienna, and how do you reach them?
The City of Vienna's building inspector issues building permits and inspects the work15. We could not confirm a published phone number or counter address for the building inspector, so call or visit Vienna City Hall and ask for the building inspector before you draw plans.
Inspections are tied to the build: no work may go past an inspection point without written approval, and framework may not be covered before the inspector signs off5. The code lists foundation, frame, wallboard and final inspections5. The inspector may also ask for a lot survey to check the work against approved plans5.
We could not confirm which building-code edition Vienna has adopted, or whether a certificate of occupancy is required, so ask the inspector.
Does Vienna, Missouri have zoning, and what about RVs, tiny homes and setbacks?
We could not confirm that Vienna has a citywide zoning ordinance, a zoning map or a district schedule. The published city code does contain rules on subdivisions, floodplain construction and mobile homes897.
On the questions buyers ask most, we found no published answer: RV occupancy, temporary camping, tiny homes, accessory dwellings, minimum dwelling size, lot size and setbacks are all unconfirmed. Unconfirmed is not the same as allowed. Ask City Hall in writing before you park an RV on a lot or order a tiny home.
Mobile homes are regulated: placing one inside city limits takes a permit from the board of aldermen, with a public hearing first7.
How do septic permits work inside Vienna?
Inside Vienna, the owner must get a written permit signed by the city's inspector before starting a private sewage disposal system3. The application is on a city form, supported by plans and specifications, and a permit and inspection fee set by the board of aldermen is due when you file3. The permit does not take effect until the inspector is satisfied with the finished installation13.
The city code does not displace the state or county health officer's additional requirements14. For Maries County, the state's Onsite Wastewater Treatment Program (DHSS) is the listed septic authority, so confirm with15 whether a state construction permit is also needed for your lot4.
A city sewer changes the picture: where a public sewer is within 100 feet of the property line, an occupied property must connect within 90 days of official notice6. When sewer later reaches a property with a private system, connection is due within 60 days and the old system must be cleaned and filled6.
Building a home in Vienna: the steps, in order
- Ask Vienna City Hall for the building inspector and confirm zoning, building-code and certificate-of-occupancy rules, which we could not confirm.
- Check whether a city sewer is within 100 feet of the lot; if so, plan to connect6.
- If no sewer is available, apply for the city septic permit and ask the state program about its permit34.
- Check the lot against Vienna's flood-hazard map; construction in a mapped flood-hazard area has extra design requirements9.
- File the written building permit application with plans and the $10 fee112.
- Schedule the foundation, frame, wallboard and final inspections5.
- For a driveway onto a state highway, get a MoDOT right-of-way permit first16.
What stays with Maries County and the state (and what to check before you buy)?
Septic and well rules do not stop at city limits. The state's Onsite Wastewater Treatment Program is the septic authority listed for Maries County4, and Missouri requires a construction permit before installing or repairing most onsite systems17. Missouri does not require a septic inspection for a real-estate sale, but a lender or buyer may ask for one from a licensed individual18. We found no Vienna-specific private-well permit rule.
A driveway or other work in MoDOT right-of-way needs a MoDOT permit16.
Countywide, Maries County's effective property tax rate is 0.6%19, and only 0.7% of its soils rate as not limited for a conventional septic drain field, so expect a site evaluation or an engineered system on lots without sewer20. For land outside the city, use the Maries County page.
Watch-outs
- Vienna's published code covers mobile homes and floodplain construction79, but we could not confirm a zoning ordinance, so call City Hall before assuming anything about RVs, tiny homes, lot size or setbacks.
- Building in a mapped flood-hazard area inside Vienna triggers added design requirements, and floodplain violations can be fined up to $100 per offense, with each day counting separately9.
- The state's septic application fees are temporarily suspended, but Vienna's own septic permit and inspection fee is set separately by the board of aldermen43.
- Setting up a mobile home inside city limits requires a board of aldermen permit and a public hearing, and emergency replacements get faster review7.

- Effective property tax rate: Bolthole Index county data
- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
