The city also has its own zoning ordinance with agricultural, residential, commercial and industrial districts2. Septic systems are not covered by the city's code that we reviewed; Oklahoma DEQ issues septic permits statewide3. Custer County has no building permits or zoning for unincorporated land4.

Does Weatherford, Oklahoma have zoning?
Yes. The City of Weatherford has its own zoning ordinance, and it applies to land inside Weatherford city limits2. Published districts include A-1 General Agricultural, R-1 Single-Family Dwelling, R1-CL Single-Family Residential Zero Lot Line, R-2 General Residential, commercial, industrial, flood-hazard and planned-unit-development districts5.
Dimensional rules depend on the district. In the R1-CL zero-lot-line district, attached dwellings may use a zero side yard along a common fire wall only when both units are built at the same time and the remaining side yard is at least 10 feet9. We could not confirm the lot-size, height, lot-coverage or minimum-dwelling-size standards for Weatherford's R-1 and A-1 districts, so ask the Inspection Department for the district regulations before you buy10.
We also could not confirm Weatherford's rules on RVs, tiny homes, accessory dwellings or short-term rentals on a private lot. Do not assume Custer County's lack of zoning applies inside the city: the county's statement covers unincorporated land only11.
Do you need a building permit in Weatherford, and who issues it?
Yes. Inside Weatherford city limits, no one may erect, enlarge, construct, relocate, substantially improve, repair, place, alter, move or demolish a building, structure, or mobile or modular home without a separate building permit for each building or structure from the Building Official1. The City of Weatherford Inspection Department issues building, electrical, mechanical and plumbing permits and inspects all phases of construction10.
The city has adopted the International Residential Code, 2018 edition as modified by the Oklahoma Uniform Building Code Commission, for one- and two-family dwellings6. Inspections are required for work under the adopted codes12.
Fees are set by City Commission resolution rather than in the code itself7, so ask the Inspection Department for the current schedule. The state adds its own small charge on construction permits: the Uniform Building Code Commission says current fees are $4.00 per permit13.
How do you apply for a building permit in Weatherford?
Applications must be written and signed on the official form supplied by the Building Official's office, and submitted with the required fee14. The Building Official reviews each complete application for zoning, floodway provisions, roadway access, sanitary utility provisions, easements and other required municipal permits1.
Roadway access is a check at the permit stage, so confirm that your lot fronts a road the city accepts before you apply15. A driveway onto a state or federal highway needs an approved ODOT Driveway Agreement before any work in the highway right-of-way, and inside city limits a city authority must also sign or permit it in writing16.
If the lot lies in a designated flood hazard area, any man-made change such as filling, grading, paving or excavation needs its own building or special use permit from the Building Official17.
How do septic permits work in Weatherford?
Septic permits in Oklahoma come from the state, not from a city building office. Before installing or modifying an on-site sewage treatment system, an Authorization to Construct must be purchased and issued by the Oklahoma Department of Environmental Quality3. The ATC goes to the local DEQ Environmental Specialist for the property's location, and new systems must be inspected and approved by DEQ or by a certified installer before use18.
We could not confirm whether Weatherford's own code adds septic rules inside city limits, or which lots must connect to city sewer instead. Ask the Inspection Department whether sewer service is available at your address before you plan a septic system10.
County-level soil data helps set expectations: USDA rates only 18.8% of Custer County soils as not limited for a conventional drain field, so many lots will need a site evaluation or an engineered system19.
Building a home in Weatherford: the steps, in order
- Ask the Inspection Department which zoning district your lot is in and what that district allows10.
- Check the flood hazard status of the lot, since flood-hazard areas require a separate permit for filling, grading and building17.
- Confirm whether city sewer reaches the lot. If it does not, start the DEQ septic process with a soil evaluation and Authorization to Construct18.
- Submit the signed application on the official form with the fee to the Building Official14.
- Build to the adopted residential code and schedule inspections6.
- If you plan to divide land, note that Weatherford's code has plat-approval and recording provisions for subdivisions inside the city20.
What stays with Custer County, and what should you check before you buy?
Outside Weatherford city limits, the answers change. Unincorporated Custer County has no building permits4 and no county zoning11, though the county requires a permit for encroachments on county rights-of-way and development permits in special flood hazard areas21. See the Custer County page for the full picture on unincorporated land.
Inside or outside the city, Oklahoma does not require a water permit for domestic use of groundwater8, though we could not confirm a Weatherford rule on private wells inside city limits. Custer County's effective property tax rate is 0.7%22.
Watch-outs
- We could not confirm Weatherford's rules on certificates of occupancy, owner-built homes, RVs, tiny homes, manufactured homes or accessory dwellings inside city limits; call the City of Weatherford Inspection Department before you buy10.
- Custer County's lack of building permits and zoning applies only to unincorporated land, not to lots inside Weatherford4.
- Oklahoma's owner-builder exemptions for electrical and plumbing work are state licensing exemptions that local ordinances can override, so a city permit may still be required for that work23.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
