Building permits, zoning and septic rules in the Town of Granite, Oklahoma

The Town of Granite, Oklahoma requires a building permit from the Town Clerk before anyone builds, places or moves a structure inside town limits1. Zoning is checked on every permit application by the town's building inspector2. Septic systems follow town and county health-officer rules plus state requirements, and a new system needs an Authorization to Construct from Oklahoma DEQ34.

Do you need a building permit in Granite, Oklahoma?

Yes. Inside the Town of Granite, no one may erect, construct, relocate, alter, move or place a building, structure, mobile home or modular home without a separate building permit for each one, issued through the Town Clerk's office1. The only carve-out we found is ordinary repairs costing no more than $5001.

The application goes on the town's official form with the required fee11. The fee is set by motion of the Town Board of Trustees and is based primarily on the town's administration costs, so call the Town Clerk for the current amount7. A permit becomes void if work has not started within six months, unless the Town Board approves an extension1.

The town has adopted the BOCA Basic Building Code along with plumbing, electrical, housing, fire-prevention and gas codes12. We could not confirm a residential inspection schedule, a certificate-of-occupancy rule or an owner-builder exemption in the town code, so ask the Town Clerk before you assume any of them.

Who issues building permits in Granite, and how do you reach them?

The Town Clerk issues building permits in Granite, and the municipal building inspector reviews each complete application11. The inspector confirms the land is zoned for the proposed use, roadway access is available, utilities are adequate and sanitary, recorded plat easements are not encroached upon, and other required town permits are in hand11.

We could not confirm a phone number or street address for the Town Clerk on an official page, so reach the office through the town. Greer County's own offices list shows no building department to send you to instead13. The county's answer for rural land does not apply inside Granite town limits.

Does Granite have zoning, and what does it mean for RVs, tiny homes and setbacks?

Granite zones land. The building inspector must confirm that the land is properly zoned for the proposed use and that the applicable zoning district provisions have been met before a permit moves forward2. Subdivision plats and replats go first to the Planning Commission and then need Town Board approval before filing with the Greer County Clerk14.

We could not find a published district schedule, so we could not confirm minimum lot sizes, setbacks, minimum dwelling size, height limits, accessory dwellings, tiny-home occupancy or temporary camping inside the town. Because zoning is checked on every permit, do not assume that an RV, tiny home or second dwelling is allowed on a town lot; ask the Town Clerk which district the parcel is in and what that district allows before you buy.

Unincorporated Greer County outside town limits is different: the county has adopted no zoning ordinance, so no county rule sets lot size, setbacks or RV occupancy there15. Details for that land are on the Greer County page.

How do septic permits work inside Granite?

Private septic tanks and cesspools are allowed inside Granite only where the town's mandatory sewer connection rule does not apply, and only under the rules of the town and county health officer and Oklahoma State Department of Public Health requirements53. The town code does not itself name a septic permit or its issuer, so we could not confirm a town permit step3.

The state side is clear. Before a new on-site system is installed or an existing one is modified, an Authorization to Construct must be purchased and issued by Oklahoma DEQ4. DEQ's Environmental Complaints & Local Services Division administers that program for Greer County16. Every new installation also needs DEQ inspection and approval, or self-inspection by a certified installer, before it is put into use17.

Septic is not an option if a town sewer is close. An occupied property abutting a street or alley with a town sanitary sewer within 300 feet must connect within 60 days after official notice, and the owner pays for it6. If sewer becomes available later, the septic tank or cesspool must be abandoned and filled5.

USDA rates only 5.7% of soils in Greer County as not limited for a conventional drain field, so expect a soil test and possibly an engineered system on any lot that is not on sewer18.

Building a home in Granite: the steps, in order

  1. Ask the Town Clerk which zoning district the lot is in and what it allows, since the town reviews zoning on every permit2.
  2. Find out whether a town sewer is within 300 feet of the lot line; if so, plan to connect6.
  3. If the lot is not on sewer, get an Authorization to Construct from Oklahoma DEQ4.
  4. If any part of the lot is in a flood hazard area, expect a floodplain development permit application to the town's Floodplain Administrator8.
  5. Submit the signed town building permit application on the official form, with the fee, scaled drawings and structural details, to the Town Clerk or building inspector11.
  6. Start work within six months of permit issuance, or request an extension from the Town Board1.
  7. If the driveway connects to a state highway, get an approved ODOT driveway agreement before touching the right-of-way; inside city limits, a city authority must also sign or permit it in writing19.

What stays with Greer County and the state, and what to check before you buy in Granite

Septic approval stays with the state: Oklahoma DEQ issues the Authorization to Construct for Greer County addresses4. Water wells are a state matter too: a water permit is not required for domestic use of groundwater, though non-domestic uses and irrigation of more than 3 acres need Oklahoma Water Resources Board authorization209. We could not confirm any rule for private wells specifically inside town limits, so ask the Town Clerk.

On cost and climate, Greer County's effective property tax rate is about 0.6%, a median bill of $590 a year1021. Typical home value in the county is $78,56022. Greer County gets about 26.4 inches of rain a year and has been in severe drought in about 50.3% of years, so confirm water supply and plan for dry-year costs2324.

The nearest city of 100,000 or more is about 89 miles away, in a county of roughly 5,466 people2526.

Watch-outs

  • Town building permits are required inside Granite even though unincorporated Greer County appears not to issue its own building permits113.
  • We could not find a published zoning district schedule for Granite, so ask the Town Clerk for the lot's district before assuming RV, tiny-home, accessory-dwelling or setback rules2.
  • Septic is allowed only where town sewer is not required, and a tank must be abandoned and filled once public sewer becomes available5.
  • Oklahoma's State Fire Marshal permit exemption for single-family homes covers unincorporated areas only and does not remove the town's own permit inside Granite27.
