Does Perry, Oklahoma have zoning, and what does it mean for RVs, mobile homes and lot size?

Perry has its own zoning. The city's code of ordinances sets districts and bars building or using land inside city limits without following them1. The districts include agricultural, general residential, single-family residential, commercial, industrial, special use and planned unit development zones5.

Mobile and manufactured homes go only in districts that specifically allow them, one home per lot, on a lot at least 50 feet wide and 5000 square feet in area7. A mobile home must also be at least 600 square feet unless it sits in an approved mobile home park8.

Dividing an improved lot is allowed only if every resulting lot meets its district's yard, area, parking and loading rules9. We could not confirm setbacks, lot coverage or height limits in the residential and agricultural districts; ask City Hall before you draw a site plan.

Do you need a building permit in Perry, and who issues it?

Inside Perry city limits, building permits and inspections run through the City of Perry's permits and inspections office at City Hall, 622 Cedar St.2. Applications are taken through the city's online permit portal, and inspection requests go to City Hall by phone at (580) 336-42412.

The unincorporated-area rules in the county guide do not apply here. Perry sits inside Noble County, but a lot inside city limits answers to the city's permit office; see Noble County for land outside the city.

We could not confirm which building codes the city has adopted, its permit fee schedule, or whether an owner-builder exemption applies inside Perry. Call City Hall at (580) 336-4241 before you assume a project is exempt2.

How do septic permits work inside Perry?

Perry's code requires every new structure or use to connect to the public sewer system. The exception is where the county public health officer certifies that a septic tank or substitute disposal system can be installed and operated effectively6. The health officer may require percolation tests at the property owner's expense6.

Outside the certification step, the state handles the permit itself: Oklahoma's Department of Environmental Quality must issue an Authorization to Construct before any new on-site sewage system is installed or modified10. Contact the DEQ On-Site Sewage Programs office at 405-702-010011.

Soils matter too. About 15% of soils in Noble County rate as not limited for a conventional drain field, so most lots outside sewer service need a site evaluation or an engineered system12.

Can you live in an RV or tiny home in Perry?

Perry limits RV living. A camping or recreation vehicle may not be occupied permanently anywhere inside city limits except in a mobile home or trailer park authorized by the city4. On a residential lot, no more than one camping or recreation vehicle or hauling trailer is allowed per family living on the premises4.

We could not confirm any city rule for tiny homes or for temporary camping while you build. Ask Perry City Hall at (580) 336-4241 before you bring one onto a lot2. A tiny home on wheels is likely to be treated as a recreation vehicle, but that is not something we could verify.

Building a home in Perry: the steps, in order

  1. Confirm the lot's zoning district with City Hall, since lot size, home type and setbacks depend on it5.
  2. Check whether public sewer reaches the lot; if it does, plan to connect6.
  3. If sewer is not available, ask the county public health officer for certification, then obtain a DEQ Authorization to Construct310.
  4. Apply for building permits through the city's online portal2.
  5. Call City Hall at (580) 336-4241 to schedule inspections once each stage of work is ready2.
  6. If the driveway meets a state highway, an ODOT Driveway Agreement is required, and inside city limits a city authority must sign or permit it in writing13.

What stays with Noble County and the state (and what to check before you buy)

The county or state, not the city, handles septic certification and permits310. Wells are a state matter: Oklahoma does not require a water permit for domestic groundwater use14. We could not confirm whether Perry has its own rule on private wells inside city limits.

For property tax, Noble County's effective rate is 0.8% and the median bill is $1,145 a year1516. The Bolthole Index score here is county-level, not specific to Perry17.

Before you buy, ask City Hall which district the lot is in, whether sewer is available, and whether the lot lies in a flood hazard area; we could not confirm the city's floodplain rules.

Watch-outs

  • We could not confirm which building codes, permit fees or setbacks apply inside Perry, so ask City Hall at (580) 336-4241 before you design or price a project2.
  • A lot inside Perry is under city zoning, so the county's rules for unincorporated Noble County do not govern it1.
  • Tiny homes, temporary camping and accessory dwellings are not covered by anything we could confirm; do not assume they are allowed4.
