The Village of Twin Lakes, Wisconsin (Kenosha County) runs its own zoning and requires a village building permit before a building is erected, moved or structurally altered12. Septic permits for land inside the village come from the Kenosha County Department of Planning and Development, not the village3. A trailer, camper or tent cannot serve as a permanent principal structure in the village4.

Does Twin Lakes, WI have zoning, and what does it mean for RVs, tiny homes and lot rules?
Twin Lakes has its own zoning. The Village Building and Zoning Department administers zoning and land use inside the village19. Kenosha County's zoning ordinance covers unincorporated land, such as the Towns of Brighton, Paris, Randall, Somers and Wheatland, so a Twin Lakes parcel follows the village code instead10.
Rules depend on the district. In the Village's Residential District a principal building needs at least 800 square feet on the ground or first floor5, and buildings may not exceed 35 feet or two and one-half stories6.
Twin Lakes' code does not define or specifically regulate tiny homes in the provisions we reviewed, and we could not confirm a manufactured-home rule. Ask the Building and Zoning Department before you plan either9.
Do you need a building permit in Twin Lakes, and who issues it?
Yes. The Village of Twin Lakes requires a building permit to be applied for and issued before a building is erected, moved or structurally altered2. The Building and Zoning Department handles plan review and inspections9.
Applications include scaled plans in duplicate showing the lot, the use, parking, highway access and floodplain boundaries11. The Building Inspector can inspect as often as necessary and may bar use of a structure until it passes inspection12. Before anyone occupies a building or uses vacant land, the Building Inspector must issue a certificate of occupancy7.
For new one- and two-family homes, Wisconsin's Uniform Dwelling Code adds the statewide rules, and construction starts only after plans are approved and the permit is issued13. We could not find the village's adopted building-code chapter, so confirm the code edition with the department.
Who handles septic permits and wells for land inside Twin Lakes?
Septic permits inside Twin Lakes village come from Kenosha County, not the village. The Kenosha County Department of Planning and Development oversees private onsite wastewater treatment systems for land in the village314. Wisconsin requires a sanitary permit for a home on a private sewage system15, and a master plumber applies on the owner's behalf16.
Existing systems are covered too: every private system needs an inspection and service event, with a minimum maintenance interval of 3 years for most systems that hold a county sanitary permit17.
Property on the village sewer is different. A Village sewer connection permit is required for new connections or changes, and the fee is $25018. We could not confirm a rule for private wells inside the village; ask the county and the Village before drilling.
Can you live in an RV or camper in Twin Lakes, WI?
Not as a permanent home. Twin Lakes prohibits using a trailer, camper or tent as a permanent principal structure within the village4. That rule does not by itself answer every temporary or accessory RV use, so call the Building and Zoning Department about a specific plan9.
The only camping provision we reviewed is for tourist camps in the Agricultural District. They need conditional use approval, at least 1,200 square feet of lot area per unit, a fence or hedge, and a location at least 1,000 feet from the Residential District, and anyone other than the owner may stay no more than 90 days in a year19. That is a campground rule, not permission to live in an RV on your own lot.
Building a home in Twin Lakes: the steps, in order
- Talk to the Village Building and Zoning Department about the parcel's district and the code that applies9.
- If the lot is not on village sewer, have a master plumber apply to Kenosha County for the sanitary permit; a building permit for a new dwelling on a private system cannot be issued until the sanitary permit is1314.
- Apply for the village building permit with scaled plans showing lot, parking, highway access and floodplain boundaries11.
- Where zoning approval is needed, applications go first to the Building/Zoning Department, and only complete applications reach the Plan Commission20.
- Call for inspections of each phase before covering the work12.
- Get the certificate of occupancy from the Building Inspector before moving in7.
What stays with Kenosha County, and what to check before you buy in Twin Lakes
Septic permits and septic maintenance tracking stay with Kenosha County3. Construction or fill inside the county's 100-year floodplain is not allowed except for limited activities approved in advance, and applications must come before any work21. A driveway onto a county trunk highway needs a county highway permit, while state and U.S. highways are handled by the Wisconsin Department of Transportation and local streets by the municipality22.
County-level numbers: Kenosha County's effective property tax rate is 1.7%23, and only about 4.6% of its soils rate as not limited for a conventional septic drain field, so expect a site evaluation or an engineered system on unsewered lots24.
For land outside the village, the county's rules differ; see the Kenosha County page.
Watch-outs
- Kenosha County's zoning permit and its 7-10 working day review apply in the unincorporated towns, not inside Twin Lakes village, so a county zoning counter may send you back to the village25.
- We could not confirm whether Twin Lakes grants an owner-builder exemption; Wisconsin lets the occupying owner take out dwelling permits, but other permit and inspection requirements still apply, so ask the Village Building and Zoning Department8.
- We could not confirm village rules on short-term rentals, private wells or off-grid sanitation; ask the Building and Zoning Department and Kenosha County Planning and Development before relying on any of them9.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
