Every one of Wisconsin's 72 counties requires a residential building permit in unincorporated areas, and the statewide Uniform Dwelling Code sets the standard for new one- and two-family homes.12 Only 5 counties have no countywide zoning, and towns may still zone for themselves.34 Septic permits come from a county office in 63 counties and a multi-county health district in 9.5 RV and tiny-home answers exist only for some counties.67

Which Wisconsin counties don't require a building permit?
None. All 72 Wisconsin counties we checked require a residential building permit in unincorporated areas, and 0 have a no-permit or limited-permit answer.189 The reason is statewide: the Uniform Dwelling Code, chapters SPS 320-325, applies uniformly to new one- and two-family dwellings built since June 1, 1980, including stick-built, modular and manufactured-home installations.152
Who issues the permit depends on the parcel: the delegated municipality if it has authority, otherwise DSPS or the appointed county inspector.16 DSPS publishes a UDC Delegated Agent List for finding the right office.17 Applications go to the municipality or authorized UDC inspection agency with at least 2 sets of plans, and prerequisite zoning, sanitary, well and driveway approvals come first.1819 Municipalities set their own fees, and a $30 state permit-seal fee applies to each new dwelling.20
The owner-builder option lets an owner who occupies or will occupy the home pull construction and erosion-control permits without a certified contractor, but the building permit itself still applies.11
Which Wisconsin counties have no countywide zoning?
Wisconsin has 5 counties without countywide zoning: Taylor County, Pepin County, Fond du Lac County, Brown County and Washington County.3 The other 67 have county zoning, but county zoning applies only in towns that have adopted it, and a town outside it may have its own ordinance or be unzoned.214 Start with the Wisconsin no-zoning county list, then ask the town and county zoning offices which ordinances cover the parcel.3
Shoreland rules reach even unzoned land near water. Buildings in unincorporated shoreland zones generally sit at least 75 feet back from the ordinary high water mark.22 Unsewered shoreland lots need at least 20,000 square feet and an average width of 100 feet, and impervious surface is generally capped at 15 percent.2324 Wisconsin has 0 counties with neither a residential building permit nor countywide zoning.25
Who issues septic permits in Wisconsin?
For a private onsite wastewater treatment system (POWTS), start with the municipality or county covering the property; a local permit is conditional on an approved plan review.10 Across the counties we checked, a county office issues septic permits in 63 and a multi-county health district in 9, with 0 handled by a state agency.5 DSPS regulates and reviews POWTS plans, and large or non-domestic systems may need joint DNR and DSPS review.26
Plan the order of work: a building permit cannot be issued for a new dwelling using a POWTS until a sanitary permit is in hand.19 Going off grid does not remove the obligation, since a building with plumbing fixtures outside public sewer service must provide for treating, recycling, dispersing or holding wastewater.27 Systems must be visually inspected at least every 3 years, and counties track maintenance and send reminders.28 We did not find a single statewide sanitary-permit fee, so ask the local sanitary authority.10
Can you live in an RV or tiny home on your land in Wisconsin?
Wisconsin leaves this to counties and towns. Of the 72 counties, 24 have their own RV answer: 1 allowed, 4 temporary-only, 18 limited and 1 prohibited, and 48 are unanswered.6 St. Croix County is the one that allows it, through a seasonal travel-trailer land-use permit for one camping unit on a vacant parcel; Sawyer County and Sauk County are temporary-only; Menominee County, Lincoln County and Iron County are limited.6 State park rules that cap stays at 14 days in any 21 days apply to campsites, not to your own land.29 The Wisconsin RV-living list has the conditions.
For tiny homes, 12 counties have an answer: 1 allowed and 11 limited, with 60 unanswered.7 Oneida County allows a tiny home as a single-family dwelling in its Single Family Residential district, while Oconto County, Barron County, Sawyer County and Waushara County answer with limits, often minimum sizes.7 We could not confirm any statewide tiny-home definition; the Uniform Dwelling Code is the statewide construction standard for one- and two-family dwellings.2 See the tiny-home list.
Where are the best Wisconsin counties for a bolthole?
Wisconsin's highest Bolthole Index scores are Menominee County at 81, Door County, Grant County and Lincoln County at 79, Iron County and Vilas County at 78, and Langlade County and Marinette County at 77.30 All 8 require residential building permits and have county zoning; septic comes from a county office except in Langlade, which uses a district.30
The median county farmland value in Wisconsin is $5,565 per acre; the lowest are Bayfield County at $2,812 and Douglas County at $2,828 per acre.31 These are farmland values, not prices for a particular parcel.31 The median county effective property-tax rate is 1.4%, and the median county bill is $2,876 a year.14
What well and water rules apply in Wisconsin?
A new private well that is not high capacity needs a DNR well construction notification number before work starts, and the fee is $50.50.1213 The owner may drive or drill a well on their own property, or hire a licensed well professional, and a well construction report is due to DNR within 30 days after construction.32 Some DNR-approved county ordinances also require a well permit.12
Domestic wells are exempt from water-use approval, but that exemption does not remove the notification step; high-capacity wells need DNR approval.3312 10 counties sit inside a special groundwater-management regime.33 Floodway land is the hard stop: new wells and sewage systems are prohibited there.34
What access, floodplain and stormwater approvals apply in Wisconsin?
A new or altered driveway onto a state trunk highway needs a WisDOT connection permit; there is no cost to apply, though construction costs apply.35 A residential connection is generally limited to 24 feet wide, and an extra driveway may be refused where an existing side-road connection serves the parcel.3637 County highways and municipal roads may have their own permitting.36
Floodplain development typically needs a land use permit and a building permit, and floodfringe structures need a first floor at least 2 feet above base flood elevation.34 Counties, cities, villages and towns may be stricter than state minimums.38 Projects disturbing 1 acre or more need DNR construction-site stormwater coverage, with a Notice of Intent filed at least 14 working days ahead and fees starting at $250.3940
Watch-outs
- Wisconsin county counts concern unincorporated land; town zoning can apply even where county zoning does not, and cities set their own rules.34
- Wisconsin dwellings need inspections during construction and a final inspection with no major health or safety violations before occupancy, and the exterior must be finished within 2 years of permit issuance.4142
- Wisconsin shoreland and floodplain restrictions can apply to a parcel even where there is no countywide zoning.2234
- We could not confirm a statewide tiny-home occupancy rule, accessory-dwelling rule or minimum dwelling floor area, so ask the town zoning office and the DSPS Uniform Dwelling Code Program.174
- Certified farmland preservation zoning districts limit land to agriculture and compatible uses, and splitting a parcel into subdivision lots goes through Chapter 236 plat review, where 2025 Wisconsin Act 68 changes took effect July 1, 2026.4344
- Renting a Wisconsin cabin or home to tourists requires a DATCP lodging permit.45
