Does Mount Pleasant, WI have zoning, and what does it mean for lots, RVs and tiny homes?

Yes. The Village of Mount Pleasant publishes and administers its own zoning in Chapter 90 of the Village code2. Residential districts are RE, RL, RN, RM and RH, and the agricultural districts are AG-1 and AG-27.

Rules change by district. In the AG-1 district the minimum lot area is 5 acres, and in AG-2 it is 20 acres6. Maximum building coverage is 25 percent of the lot in AG-1 and 55 percent in AG-28. Principal buildings in both agricultural districts top out at 35 feet, and accessory buildings at 24 feet9. In the RE Residential Estate District the table sets a minimum finished above-grade living area of 2,500 square feet5.

Living in a trailer or mobile home as a permanent residence is limited: the unit must sit in a trailer camp or mobile home park, or wholly at least 1,000 feet from the nearest side of any other structure, and 60 days of habitation within six continuous months counts as permanent residence4. We could not confirm any rule on tiny homes; ask the Village Building Department before you buy.

Do you need a building permit in Mount Pleasant, and who issues it?

Yes. No one may build, enlarge, alter, repair, demolish or move a structure in the Village without a permit from the Building Inspector, though the Inspector may waive the requirement for minor alterations or repairs1. The Mount Pleasant Building Department provides building, heating and electrical inspection services10. Applications for new one- and two-family homes need plans and a survey, and where they apply, a grading plan, certified survey map, sanitary permit or road access permit1.

The Village adopted the Wisconsin Uniform Dwelling Code (SPS 320-325) and the state's manufactured-home, electrical and commercial provisions, and the state code controls where it conflicts with the Village code11. Wisconsin lets an owner who lives in, or will live in, the home take out the construction permit, but plumbing and electrical work on a new home generally must be done by licensed professionals12. The Village's reviewed code pages did not state a separate owner-builder exemption, so confirm details with the Building Department.

How do septic permits work in Mount Pleasant?

Septic permits do not come from the Village. Racine County Development Services issues private onsite wastewater treatment system (POWTS) sanitary permits for the entire county, and a sanitary permit is required before a building permit can be issued for an unsewered parcel3.

Many Village lots will not need a septic system at all. Sewer service is a prerequisite for building permits within 350 feet of a municipal sanitary sewer, measured along the public road right-of-way13. A parcel farther from sewer may need an onsite system3. Racine County's soils make that a real question: only about 2.3% of soils are rated not limited for a conventional drain field, so expect a site evaluation and possibly an engineered system14. We could not confirm who handles onsite wastewater inspections inside the Village; ask Racine County Development Services.

Building a home in Mount Pleasant: the steps, in order

  1. Confirm the zoning district and its lot size, height and coverage limits in Chapter 902.
  2. Ask whether a municipal sewer lies within 350 feet; if not, apply to Racine County Development Services for a sanitary permit133.
  3. Get access: applications must include a state or county highway access permit or a Village road-opening permit15.
  4. Submit the building permit application with plans and a survey to the Building Department1.
  5. Pass the building, electrical and mechanical inspections enforced by the Building Inspector16.

What stays with Racine County, and what to check before you buy in Mount Pleasant

Septic sanitary permits stay with Racine County Development Services3. Racine County's own zoning covers unincorporated townships, not land inside the Village; for land outside Mount Pleasant, see the Racine County page.

Before you buy, check whether municipal water must be extended: the requirement applies only when the parcel is within 350 feet of a water main and other valuation conditions are met, and AG District properties are exempt13. Racine County's effective property tax rate is 1.7%, with a median bill of $4,071 a year1718. Private wells and floodplain status were not confirmed for the Village; ask the Building Department.

Watch-outs

  • Backyard cottages in the Village may not be rented for periods shorter than seven consecutive days19.
  • Buildings other than detached houses and two-unit houses need a certificate of occupancy from the Community Development Director before use20.
  • Septic sanitary permits for a parcel without sewer must be obtained before a building permit is issued3; we could not confirm tiny-home rules, subdivision standards or an agricultural-building exemption in the Village, so ask the Building Department.

A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
