Do you need a building permit in the Town of Addison, Wisconsin?

Yes. The Town of Addison's building chapter says no owner or contractor may start any building or mechanical system before getting a valid permit from the Municipal Building Inspector1. The code lists new one- and two-family homes, agricultural buildings, decks, accessory buildings, additions, structural alterations, electrical wiring, HVAC and plumbing1.

The Town enforces Wisconsin's building code chapters, which means new homes follow the statewide Uniform Dwelling Code89. An owner who occupies, or will occupy, the home can take out the permit without a Dwelling Contractor Certification5. That does not waive the permit itself10.

Who issues building permits in the Town of Addison, and how do you reach them?

The Town of Addison Zoning office takes every building permit application, at 127 First St, PO Box 481, Allenton, WI 53002, or by email at zoning@addisonwi.gov7. Questions about submitting an application go to the zoning administrator2.

Construction-code questions go to JP Building Inspections, LLC, and inspections are scheduled with JP Building Inspections directly, not with the Town7. The application asks for plans and site-plan or survey documents2. The Town publishes a 2026 fee schedule at addisonwi.gov/feeschedule; we could not read the amounts, so ask the Zoning office for the current figures11.

Does the Town of Addison have zoning, and what does it mean for RVs and tiny homes?

Yes. The Town of Addison has its own zoning ordinance, adopted in 2016, as amended, and kept on file with the Town Clerk3. Washington County does not run general zoning, so the Town's ordinance is the one that sets the district rules for a parcel inside Addison12.

We could not confirm what the Town's ordinance says about living in an RV, tiny homes, manufactured homes, accessory dwellings or camping, because the published code page does not reproduce those provisions. Before buying, ask the Zoning office at zoning@addisonwi.gov which district the parcel is in and what that district allows7.

How do septic permits work in the Town of Addison?

Washington County, not the Town, runs the sanitary-permit process for septic systems in Addison4. The county page says installing or repairing a septic system requires the owner to get a Washington County Sanitary Permit13. Certain systems need state approval first, and a county Land Use Inspector checks the installation through a series of inspections414.

The Town's new-home application also asks for the sanitary permit13. Contact the Washington County Natural Resources Department, Land Resources, for applications and fees15. We could not confirm the rules for private wells or off-grid sanitation inside Addison; ask the same office.

Building a home in the Town of Addison: the steps, in order

  1. Ask the Town Zoning office which zoning district the parcel is in and whether the use you plan is allowed37.
  2. Get the Washington County Sanitary Permit; Wisconsin does not allow a building permit for a new dwelling on a private septic system until the sanitary permit is issued1613.
  3. Submit the building permit application, plans and site plan or survey to the Town Zoning office2.
  4. Get the separate Town driveway permit; the driveway and tracking pad must be finished before construction starts6.
  5. Call JP Building Inspections for each inspection7.
  6. Request the final inspection before moving in17.

What stays with Washington County, and what to check before you buy in Addison

Septic permits and inspections stay with Washington County4. Near water, the Town's application process says County shoreland paperwork may also be required within 1,000 feet of a water body or wetland2. Washington County also runs floodplain zoning in mapped floodplains18.

A driveway onto a County Trunk Highway needs a county access permit from the Washington County Highway Department19. Splitting a parcel is governed by the Town's Land Division Ordinance, on file with the Town Clerk20. For land outside the town, see the Washington County page. Washington County's effective property tax rate is 1.2%21.

Watch-outs

  • We could not confirm whether the Town requires a certificate of occupancy; ask the Zoning office before scheduling a move-in date1.
  • Inspections are scheduled directly with JP Building Inspections, not the Town, so call them before you cover any work7.
  • The Town's published code does not show its RV, camping or tiny-home rules, so do not assume a parcel allows living in an RV while you build; ask the Zoning office first3.
