Which Wyoming counties don't require a building permit?

Wyoming has 9 counties without a residential building-permit requirement, 5 with a limited requirement and 9 that require one.127 These counts concern unincorporated land; county zoning authority does not replace an incorporated city's or town's zoning authority.13

Counties without the residential building-permit requirement include Crook County, Fremont County, Johnson County, Hot Springs County, Weston County, Converse County, Washakie County, Niobrara County.1 Use the no-building-codes county list to compare locations, while keeping building permits and code enforcement separate.1 Wyoming has adopted the 2024 International Building Code, but state fire-marshal plan review covers specified building categories rather than establishing a universal county residential permit requirement.14 Owner-building does not automatically waive building permits: Wyoming leaves general-contractor licensing to local jurisdictions, with electrical licensing treated separately.11

Which Wyoming counties have no zoning?

Wyoming has 9 counties without countywide zoning and 14 with zoning.38 The first counties without countywide zoning are Crook County, Fremont County, Johnson County, Big Horn County, Weston County, Converse County, Washakie County, Campbell County.3 The no-zoning county list provides the full comparison.3

The overlap matters: 7 counties have both no residential building-permit requirement and no countywide zoning, including Crook County, Fremont County, Johnson County, Weston County, Converse County, Washakie County, Goshen County.9 See the combined county list when both conditions matter to your search.9 Lack of countywide zoning does not remove Wyoming's septic authorization or subdivision framework; regulated land divisions still require county subdivision approval before sale, plat recording or subdivision construction.1015

Who issues septic permits in Wyoming?

Wyoming requires a septic permit for installation, repair or replacement of septic tanks and leach fields.10 The county authority pattern lists 17 counties with county offices, 2 served by a multi-county district and 4 with state-agency permitting.16 DEQ identifies its small-wastewater jurisdiction as Carbon, Niobrara, Platte and Weston counties, plus commercial systems in Campbell County; other jurisdictions may use different forms or require additional information.4

For a DEQ-jurisdiction system treating less than 2,000 gallons of domestic sewage daily, use the Small Wastewater Facility General Permit process and submit the application and leachfield design to the appropriate District Engineer.17 Wait for construction authorization, then submit the Certificate of Completion after installation.17 A composting or incinerating toilet may also require authorization, so ask DEQ about your proposed sanitation design before treating an off-grid toilet as a septic-permit exemption.18

Can you live in an RV or tiny home on your land in Wyoming?

Wyoming RV occupancy answers cover 13 counties: 5 allow it, 4 allow temporary use only, 3 have limited permissions and 1 is classified as prohibited; the remaining 10 counties are unanswered.5 The allowed counties are Crook County, Johnson County, Weston County, Converse County, Goshen County, with the answers limited to the county land-use conditions described on each page.5 See the RV-living county list before choosing land for a permanent RV home.5

Tiny-home answers cover 8 counties, with 7 allowed and 1 limited; 15 counties remain unanswered.6 The allowed counties are Crook County, Johnson County, Weston County, Converse County, Washakie County, Laramie County, Goshen County; Laramie County's answer specifically concerns tiny homes on wheels in designated districts with a permit.6 Use the tiny-home county list and ask the selected county's planning office about your precise dwelling and occupancy proposal.6 Septic authorization remains a separate question from either occupancy answer.10

Where are the best Wyoming counties for a bolthole?

The highest Bolthole Index scores belong to Crook County, Fremont County, Sheridan County, Albany County, Johnson County, Lincoln County, Big Horn County, Park County.19 Crook County scores 72 out of 100 and combines no residential building-permit requirement with no countywide zoning; Fremont County scores 68 and has the same permit and zoning answers.19 Sheridan County also scores 68, but requires a building permit and has zoning, while Albany County scores 67 with limited building-permit requirements and zoning.19

Wyoming's median county farmland value is $1,330 per acre; Sweetwater County has the lowest listed value at $387 per acre.20 These are farmland values, so use them as county comparisons rather than a quote for a residential parcel.20 The median county effective property-tax rate is 0.6%, and the median county property-tax bill is $1,465 annually.21 Even in the counties with fewer building and zoning requirements, budget for septic authorization and State Engineer well approval.1022

What water, well and access approvals do you need in Wyoming?

Wyoming requires an approved State Engineer groundwater permit before well construction or related work begins.22 Domestic and stock applications carry a $50 filing fee, and wells and pumps require Wyoming-licensed drilling and pump-installation contractors.12 Submit the Application for Permit to Appropriate Ground Water and wait for approval before arranging drilling.22

Special groundwater management regimes cover areas in Laramie County, Platte County and Goshen County; ask the Ground Water Division whether the parcel falls inside the applicable control area.23 For a driveway onto WYDOT right-of-way, submit the access-driveway application to the local WYDOT Maintenance Foreman for district review.24 Large-parcel subdivision provisions also matter: the general exemption for parcels of 35 acres or more is subject to statutory exceptions and recorded access and utility easements at least 40 feet wide unless properly waived.15

Watch-outs

  • Wyoming county comparisons concern unincorporated land; incorporated cities and towns retain their own zoning authority.13
  • A Wyoming county's lack of a residential building-permit requirement does not waive septic authorization or floodplain development approval in participating communities.1025
  • Local building enforcement depends on adopted standards and state delegation; confirm the current requirement with the selected county's building office before construction.26
  • Owner-building does not create a statewide exemption from local contractor licensing or building permits, and electrical work has separate requirements.11
