The Town of Lingle, Wyoming has its own zoning ordinance and official zoning district maps, so land inside town limits is zoned even though Goshen County has no zoning of its own12. We could not confirm the Town's building permit rules, so call Town Hall before you build. Septic permits for every address in Goshen County, town or not, come from the county3.

Does Lingle have zoning, and what does it mean for lots, RVs and tiny homes?
Yes. The Town of Lingle has its own zoning ordinance, and the code incorporates official zoning district maps14. No building or premises inside town limits may be used or occupied except in conformity with the regulations for its district1.
The district schedule in § 11-3B-2 sets the minimum lot area for a single-family dwelling at 4,900 square feet, with 3,500 square feet per family for two-family dwellings and 800 square feet per family for multiple-family dwellings5. Check the zoning map for your parcel's district before you rely on those numbers, because the schedule is district-specific5.
We could not confirm what the Town's code says about long-term RV living, temporary camping, tiny homes, manufactured homes, accessory dwellings, setbacks or minimum dwelling size inside town limits. Ask Town Hall at 307-837-2422 before you buy10.
Do you need a building permit in Lingle, and who issues it?
We could not confirm the Town's building permit trigger, fees or exemptions, or whether the Town inspects construction. Town Hall is the office to ask, and it is also the place to ask about a certificate of occupancy10.
Goshen County's own answer applies only outside town limits: the county states that it does not have zoning regulations or building inspections for unincorporated land, and that statement does not decide what the Town of Lingle requires6. Do not read the county's answer as the Town's.
State rules still reach some projects. Wyoming requires a state electrical wiring permit for electrical equipment in new construction unless a local government has delegated electrical enforcement authority11. The state fire marshal reviews plans for categories such as public buildings over 5,000 square feet and child-care centers housing more than 10 children12. A single-family house is not on that list.
How do septic permits work for a lot in Lingle?
Septic permits in Goshen County come from the county, not the Town. The county's application states that the State delegated septic permitting to Goshen County by contract, and the same office serves every address in the county3.
A permit application is required for all new systems and for replacement tanks, leachfields or complete systems13. The application fee is $100, payable to Goshen County8. The application needs photos of an 8-foot-deep exploration pit and at least 3 percolation tests in the leachfield area; the county generally reviews it within 1-2 business days, and inspection requires 48 hours' notice14.
If your lot is connected to town sewer, the septic process may not apply to you. We could not confirm where Lingle's sewer service ends, so ask Town Hall10.
Can you drill a well in Lingle?
Wyoming requires an approved permit from the State Engineer before you drill a well for domestic or stock use. The domestic filing fee is $509. Wells must be drilled by a Wyoming licensed water-well drilling contractor9. We could not confirm whether the Town of Lingle restricts private wells inside town limits, so ask Town Hall first10.
Building a home in Lingle: the steps, in order
- Call Lingle Town Hall at 307-837-2422 and give the parcel address10. Ask for the zoning district, the building permit rule and whether the lot has town sewer and water10.
- Check the district's lot-area rule; a single-family dwelling needs 4,900 square feet in the schedule we reviewed5.
- If you are dividing land, ask about the Town's subdivision regulations in Title 10 of its code7.
- If the lot is not on town sewer, apply to the Goshen County Planning Office for a septic permit13.
- If the lot needs a well, file the State Engineer's U.W. 5 application first9.
- Pull the state electrical wiring permit unless the Town has delegated authority11.
What to check before you buy land in Lingle
Property tax, land prices and soils are county-level figures. Goshen County's effective property tax rate is 0.6% and its median property tax bill is $1,395 a year1516. USDA rates about 50% of Goshen County soils as not limited for a conventional septic drain field, so the county's soils are friendlier to septic than in many counties; a site evaluation is still required for the permit1714.
For land outside Lingle, the county's answers differ: unincorporated Goshen County has no county zoning. See the Goshen County page for rules on rural parcels2. The nearest city of 100,000 or more is about 116 miles away18.
Watch-outs
- Goshen County's lack of zoning and building inspections applies to unincorporated land only; inside Lingle the Town's zoning ordinance governs21.
- The 4,900 square foot lot minimum is for single-family dwellings in the district schedule we reviewed; other districts may differ, so confirm your parcel's district with Town Hall5.
- We could not confirm the Town's building permit, RV, tiny-home, accessory-dwelling, setback or short-term-rental rules; Town Hall at 307-837-2422 can answer10.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
