Do you need a building permit in Lyman, Wyoming?
Yes. The Town of Lyman requires a building permit for construction, additions, alterations, moving or demolition of buildings and structures inside town limits1. Exceptions follow the building code the Town has adopted, and the town code exempts some small accessory buildings, qualifying greenhouses and qualifying unroofed decks1. We could not confirm which code edition the Town has adopted, so ask Town Hall before you draw plans8.
A Lyman building permit is valid for one year from issuance, and one automatic six-month extension is available for a $50 fee1. Fees are set by Town Council resolution, are nonrefundable and come on top of other construction-permitting fees6.
Who issues building permits in Lyman, and how do you reach them?
The Town of Lyman issues its own building permits under its town code, so inside town limits you deal with Town Hall rather than the county planning counter1. Town Hall's number is 307-787-65959. We did not find a separate building department page or named permit office on the town's site, so start with Town Hall.
Before a permit is issued, the code asks for a site plan that conforms to Lyman zoning, plans showing the structure meets the building code, and a written application with the fee1.
Does Lyman have zoning, and what does it mean for setbacks?
Yes. The Town of Lyman publishes zoning regulations with several districts, including R-0 and R-12. The town's site also lists a 2026 zoning map9.
In the R-0 residential zone, main structures need a setback of 30 feet at the front, 20 feet on each side and 20 feet at the rear, with only drives and walks allowed inside those setbacks10. Accessory buildings in R-0 go on the half of the lot farthest from the street, or the farthest-back quarter on a corner lot10. Setbacks differ by district, so check the code for the district your lot is in. We could not confirm Lyman's rules on RVs, tiny homes, accessory dwellings or minimum home size; ask Town Hall.
How do septic permits work inside Lyman?
They mostly do not, because the Town of Lyman bans private septic systems inside town limits. The town code makes it unlawful to construct or maintain a privy, septic tank, cesspool or other wastewater-disposal facility within the town, except where the sewer chapter provides otherwise3.
We could not confirm which outside agency, if any, handles a permitted septic exception inside town. Ask Town Hall first. For land outside town limits, Uinta County Planning & Zoning issues small wastewater permits1112.
Building a home in Lyman: the steps, in order
- Confirm your lot's zoning district and setbacks with Town Hall2.
- Apply for a building permit with a site plan, building plans and the fee1.
- Plan on public sewer and town water, since septic tanks are unlawful inside town limits3.
- Arrange the required inspections: stick-built and modular homes need foundation/footing, four-way and final inspections by a Wyoming-licensed inspector chosen by the Town5.
- Get an occupancy permit before anyone moves in4. Proof of compliance is also required before a Town water or sewer service permit is issued4.
What stays with Uinta County, and what should you check before you buy?
Lyman's rules cover land inside town limits only. Unincorporated Uinta County uses a Land Use Certificate process through county Planning & Zoning, with its own septic permits1311. See the Uinta County page for land outside town.
Wells are regulated statewide: a Wyoming well permit application must be approved before drilling14. We could not confirm any Lyman-specific well rule. Uinta County's effective property tax rate is 0.5%15.
Watch-outs
- Never assume county rules apply inside Lyman: the county's Land Use Certificate covers unincorporated land only13.
- Septic tanks are unlawful inside Lyman town limits, so a lot not yet connected to sewer needs an answer from Town Hall before you buy3.
- We could not confirm Lyman's owner-builder, RV, tiny-home or minimum dwelling-size rules; ask Town Hall at 307-787-65959.
